The subject site is currently zoned Old Town (O -T) and the use is a principally permitted in accord with Table 11-2D-2. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required Site Specific Conditions of Approval The site plan prepared by LKV Architects, dated 4/26/10, labeled S-1.1, is approved (stamped "approved" on 5/14/10 by the City of Meridian Planning Department) with the following changes: a. All parking areas adjacent to a landscape area or sidewalk shall be provided with a substantial wheel restraint to prevent cars from overhanging beyond the designated parking stall dimensions or the parking stall dimensions may be reduced 2 feet in length if 2 feet is added to the width of the sidewalk or landscaped area per UDC 11 -3C -5B3. 2. The landscape plan prepared by LKV Architects, dated 4/26/10, labeled Sheet L-1.1, is approved (stamped "approved" on 5/14/10 by the City of Meridian Planning Department) with the following changes: a. Provide a 5 -foot wide planter island along the south end of the interior row of parking in lieu of the 2 -foot concrete island. The planter island shall be landscaped with two trees and shall be covered with shrubs, lawn or other vegetative ground cover. Required landscape areas shall at least 70% covered with vegetative groundcover at maturity. 3. The elevations prepared by LKV Architects, dated 4/26/10, labeled Sheets A-5.1 and A-5.2, are approved (stamped "approved" on 5/14/10 by the City of Meridian Planning Department) with no changes. 4. The site plan, landscape plan, and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. Church of the Harvest CZC and DES 5. The applicant shall revise the site plan and landscape plan accordingly prior to initiating the plan intake meeting with Building Services. 6. Prior to the issuance of Certificate of Occupancy, the applicant shall record a cross- access/ingress-egress easement to the adjoining eastern properties (R5672000450 and R5672000460) and submit copy of said easement to the Planning Department in accordance with the provisions of UDC -3A -3A2. 7. Coordinate the relocation of the trash enclosure with the restaurant property owner. 8. Coordinate the Pine Avenue streetscape improvements with ACRD and the Meridian Development Corporation. Said improvements shall be constructed in accordance with the Meridian Downtown Streetscape Design Standards. These improvements may be eligible for financial reimbursement. Coordinate with MDC for the eligibility requirements. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-313-14A. 4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 5. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and any applicable conditions of approval associated with this site. 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. Church of the Harvest CZC and DES 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A -3B. 7. The applicant shall have an ongoing obligation to comply with any applicable specific use standards for the Church as set forth in UDC 11-4-3-6. ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS: The proposed landscape plan shows a 2 -foot concrete island at the end of the interior row of parking stalls. Per UDC 11-313-8C, a 5 -foot wide planter island is required. The planter island shall be landscaped with two trees and shall be covered with shrubs, lawn or other vegetative ground cover. Required landscape areas shall at least 70% covered with vegetative groundcover at maturity in accord with UDC 11 -3B -5H. The requirement is applicable to parking stalls adjacent to the western property boundary. The applicant is proposing to remove a trash enclosure that services the adjoining sunset cafe. The applicant has communicated to Staff that the parking area is scheduled as a second phase and wants to proceed with the building renovations. The applicant is encouraged to work with the adjoining property owner for the relocation of the enclosure. Staff is also conditioning the applicant to provide cross access to the adjoining properties to the east. There may be opportunity for the undeveloped portion of the Sunset Cafe lot to redevelop with parking and access is currently not available from Main Street. According to UDC 11 -3A -3A.2, if local street access is not available, the property owner shall grant cross -access. In addition, the applicant is proposing streetscape improvements along Pine Avenue. These improvements require a license agreement with ACHD before proceeding. There are also streetscape design standards which the applicant needs to follow. The Meridian Downtown Streetscape Design Guidelines can be found on the Meridian Development Corporation website. After speaking with MDC Administrator said improvements may be eligible for reimbursement. The scope of the project includes a complete renovation of the building's exterior with completely new on-site landscaping, followed by demolition of the existing auxiliary church building at 58 E. Idaho and construction of a new, code compliant, landscaped parking lot. Broadway Avenue, Suite 210 Meridian, Idaho 83642 RE: Design Review Application Church of the Harvest Remodel 831 N. Main Street / 58 E. Idaho Avenue Planning Staff: Church of the Harvest respectfully requests Design Review approval for the remodel of their existing church facility at 831 N. Main Street and the redevelopment of the Church's off-street parking lot at 58 E. Idaho Avenue. The scope of the project includes a complete renovation of the building's exterior with completely new on-site landscaping, followed by demolition of the existing auxiliary church building at 58 E. Idaho and construction of a new, code compliant, landscaped parking lot. Architectural Character The primary objective of the exterior renovation of this building is to harmonize the appearance of the existing facility that was built over several decades in different architectural styles and with different exterior materials. Most notably the existing stone veneer on the newest portion of the building will be removed / covered with new brick veneer and stucco. All of the existing reddish orange color brick will be stained to match the burnt sienna color of the new brick. Brick veneer on the center and western portions of the building will extend to about 10'-6" above finished floor level to accentuate the first floor portion of the building's fagade and reinforce a human scale streetscape. Brick veneer will be added over the entire truncated tower at the northwest corner of the facility to match the original brick tower at the northeastern corner of the building. New stucco surfaces will be articulated through use of projecting wainscots, pilasters, horizontal banding, cornices, and dentil coursing, combined with decorative, recessed, channel type control joints. Upper wall stuccoed surfaces will be a sage green color, window and door openings will be flanked by a mustard yellow stucco color, the stuccoed dentil elements will be a medium bronze color, and stucco wainscots, pilasters, horizontal banding and cornices will be a light sand color. Projecting steel canopies painted a similar light bronze color will be added over all major building entrances, and extended parapets will be added at the perimeter of the low, center portion of the building to conceal existing and new rooftop mechanical equipment. Fascias at the original, gable roofed portion of the building will be enhanced and repainted, and the existing gray / brown composition shingle roof will remain unchanged. A roofed and pergola -covered rear patio area, supported by brick columns, will serve to further enhance the building's south -facing entrance and southern fagade, and provide space for outdoor socializing in nice weather. Site Development and Landscaping Church of the Harvest sitework relates primarily to new landscaping and the redevelopment / enlargement of the church's parking lot between the mid -block alley and E. Idaho Avenue. Fortunately, the existing building's location, massing, and proximity to property lines, with the exception of the setback along Main Street, contributes to the dense urban fabric and streetscape definition desired in downtown Meridian. Main building entrances are located at the building's prominent northeast and northwest corner towers immediately adjacent to public sidewalks, and also at the building's midpoint on the north and south sides. One existing Pine Avenue building entrance is being eliminated. The enhanced south entrance will serve the new parking lot. Entrances will be articulated with metal canopies and flanked by a stucco accent color as described above. On the north facade, entrances will be centered between the proposed street trees in the public right-of-way. As most churchgoers will park at curbside or in nearby public lots, the building's public entrances off Pine Avenue will remain the most heavily used. The reconstructed and enlarged parking lot between the alley and E. Idaho Avenue will require the demolition of the Church's auxiliary building. This will permit an increase in parking capacity as well as development of perimeter landscaping. The western -most of the three existing driveway entrances off E. Idaho Avenue will be eliminated. The parking lot layout allows cars to' proceed through the entire lot without re-entering the street and without back up maneuvers. The alley is currently signed one way westbound. Because many churchgoers enter at the Pine Avenue driveway, drop off family members, and then proceed eastbound in the alley to the parking lot, the Church intends to ask ACHD to consider reversing the alley's legal direction to eastbound. This, of course would require re -striping the existing diagonal parking spaces along the alley both on and off the Church's property. New trees,. shrubs, and groundcovers are proposed around the building's perimeter and new parking lot. Five street trees are proposed along Pine Avenue flanking the three main building entrances. Upward growing Class I flowering pear trees are proposed in the islands and peninsulas between the new parking lot and the alley due to existing overhead utility lines. An extensive palette of shrubbery is proposed around the building and parking lot to accentuate the architecture and provide visual variety, relief, and screening. The small area of lawn along Main Street is being replaced with a more appropriate urban treatment of shrubbery and small dogwood trees. Although not xeriscape design, trees and plants for the project have been carefully selected for appropriateness given solar exposure or lack thereof, reflective heating from the pavement and wall surfaces, and the plant's general durability and tolerance for urban growing conditions. Parking lot lighting will be fully shielded with all light directed downward Additional decorative lighting on the building is also proposed, as is additional lighting along the Pine Avenue sidewalk. Decorative streetlights located between the new street trees are being considered subject to the availability of financial assistance from on through Meridian Development Corporation.
