Description: Agreement establishing terms and conditions of hookup of City
water and sewer services to residential property outside City limits due to
ACHD's removal of private septic system and private water well, as discussed
with Council at March 9 workshop. Note: This agreement is unique in that it
relates to City services to be provided to one home that straddles two parcels.
Because the agreement must be recorded against both parcels, the property
owner has executed two identical originals, with one original to be recorded
against each of the two parcels.

H. Budget Amendment: Request for Spending Authority of the
Energy Efficiency Block Grant (EEBG) the City was Awarded
Last Year for a Not -to -Exceed Amount of $550,800.00
Description: The City has identified specific projects and is in the process of
completing and energy strategy and would like to begin spending funds from the
EEBG to implement the projects.

Description: Discussion of proposed updates to City Code provisions related to
weeds, junk vehicles, and general public nuisance that will facilitate weed
abatement, clarify nuisance provisions, and comply with new state code
provisions regarding abandoned vehicles.

E. Police Department: Discussion on Draft of Intergovernmental
Memorandum of Understanding (MOU) for Use of Meridian
Police Department's (MPD) Canine Holding Facility
Description: MPD receives several requests from other law enforcement
agencies to use MPD's canine facility for the intermittent, short-term, and
occasionally long-term boarding of police dogs when local handlers are out of
town, when out -of -area handlers are visiting Meridian or the Treasure Valley, or
for other reasons. This MOU would establish terms and conditions of such
boarding and would ensure that the governing boards of the agencies utilizing
the facility were aware of such terms and conditions and accept the risks and
liabilities inherent in such activity.

Off -Duty Secondary Employment of Meridian Police
Department Officers and Hiring On -Duty Officers by Private
Parties
Description: Discussion of proposed MPD SOPS and forms that would allow
MPD officers to seek secondary employment and that would allow citizens to
request MPD officers to provide law enforcement services at private events.
