ID 83642 Madam Mayor and City Council Members: Comprehensive Plan Map Amendment Narrative In accordance with Meridian City Code 11-5, please consider this application for an amendment to the Future Land Use Map (the Map) of the Comprehensive Plan (the Plan). The subject application proposes a host of changes to the Map. For the most part, the subject application is a clean-up of the Map, but there are some proposed changes that reflect a shift in the way the Map will function. First, the Planning Department is proposing to delete the "Public/Quasi-Public' designation and replace it with "Civic'. The new Civic designation will be used primarily for existing public schools, fire stations, libraries, post offices, utilities (excluding ACHD properties), cemeteries and other government-owned properties. Further, existing public parks, schools, and fire stations will all be designated Civic (colored green) and be given a symbol. City Hall, the Post Office, parks and government-owned facilities in Old Town will also be identified on the Map. Future public park sites, fires stations and school sites currently owned by the City will also be designated Civic (green), but will be given a different symbol in the legend to designate that a facility is planned, but does not yet exist. And general locations where public parks, schools and fire stations are envisioned and needed, but where the property has not yet been acquired, will be designated with a "future" symbol only (no underlying land use designations are proposed to change in these areas.) NOTE: Planning Staff, in coordination with the Parks Department is taking this opportunity to update the Map. However, the proposed changes are of the clean-up variety; the Parks Action Plan should be amended to evaluate where new/additional park locations should be placed. Please see the attached Parks map, showing the proposed changes to the park locations. In conjunction with the Public/Quasi-Public to Civic name change, staff is proposing to change the designation for all current and former church sites and hospitals that are currently designated Public/Quasi Public. The individual church/religious institution and hospital sites will instead carry a future land use designation that most closely represents their current zoning and is compatible with the adjoining land uses (see attached Spreadsheet for a list of the church and hospital properties, their current zoning and their proposed future land use designation and the attached New Designations Map for a location of the subject properties.) As part of the subject application, the Planning Department is also proposing to add the adopted land uses in the Ten Mile Interchange Specific Area Plan (TMISAP) into the legend of the Map and onto the face of the Map. Currently, the TMISAP land uses are grayed -out and are contained on a separate exhibit. By adding the TMISAP land uses to the Map, all of the future land uses will be in one place. An outline of the TMISAP as well as a note at the bottom of the Map (and within the text of the Plan — see separate application), will direct users to the TMISAP itself for detailed information on all of the land use designations. Because the City's Area of Impact has changed over the past couple of years, Planning Staff is proposing to update the Map near the ultimate city limit boundaries. Roadways designated as "Entryway Corridors" near the City's edges need to be updated to reflect the future city limits. There are several new road sections that are proposed as Entryway Corridors in the subject application (see attached Entryway Corridors Map for a breakdown of the proposed changes to Entryway Corridors.) Additionally, a definition of Entryway Corridors is being proposed in the text of the Plan (see separate application.) The Principal Arterial, Minor Arterial, Major Collector, Section Line and Interstate roadway designations do not add any value to the Map, are lost amongst the other colors and designations ,on the Map, and -these designations are net static but instead change classifications on a fairly, frequent basis. Therefore, Planning Staff is proposing to remove all of the roadway classifications from the legend and the face of the Map. Future Interchange and Future Overpass will remain on the Map. However, the Future Overpass currently identified at Locust Grove is proposed for removal (as it is existing), and a new Future Interchange symbol is proposed near McDermott and I-84 in anticipation of State Highway 16 extending to the south. The Sewer Main Line designations and the Domestic Well designations are being removed from both the legend and the face of the Map. The Public Works Department has plans and maps that are updated more frequently than the Future Land Use Map and the sewer and well designations give no added value to the Map. Staff proposes an addition to the Notes section of the Map stating that future parks, schools, transit stations and fire station symbols indicate general future locations (i.e. not parcel specific). Finally, there are a few other clean-up and minor changes in the Map format proposed that are not detailed in this letter. All of the changes are intended to make the Map more user-friendly and provide a better guide for development in Meridian. Please see the attached amended Future Land Use Map for all changes proposed. City of Meridian Staff held a neighborhood meeting on December 7s`. Staff has spoken on the phone to several other affected property owners that could not attend the neighborhood meeting. To Staff's knowledge there is no opposition to removing the public/quasi-public designations for churches and hospitals. The subject application proposes a host of changes to the Text. Most of the changes are associated with the Future Land Use Map amendment that is proposed concurrently. Attached to this letter is a strikethrough and underline version of the proposed changes to the Text. The purpose of this narrative is to explain and justify the proposed changes. The Planning Department is proposing to delete the "Public/Quasi-Public" designation and replace it with a new "Civic" designation. Essentially, the new Civic designation will be used for existing public schools, fire stations, law enforcement properties, libraries, post offices, utilities (excluding ACRD properties), cemeteries and other government- owned properties. It will not be used to designate churches and hospitals. On page 106, Chapter VII, of the Plan, the new Civic name and updated definition are provided. Staff is proposing to add a definition for Fire Stations, clarifying that there are two types: existing and proposed. The definition of Schools on Page 106 is also proposed to be updated to better define the symbols on the Map and the intent of the designation. On page 107, staff is proposing language that explains the symbols for which ones "float" on the Map (more general locations) and which symbols represent more fixed locations (parcel specific). Also associated with the Map amendment, staff is proposing to add the future land uses identified in the Ten Mile Interchange Specific Area Plan onto the face of the Map. To direct users to the Ten Mile Interchange Specific Area Plan document, where the definitions of the land uses are contained; this language is proposed on page 98 of the Plan. Chapter VI, page 72, of the Plan was modified to include the East Yd Street Extension and Alignment Study. The new text indicates that a study has been completed and that the City will work through development and redevelopment in the study area to preserve the corridor and construct the roadway as envisioned in the Study Report. The definitions of Parks in Chapter VII, page 106 and Recreation in Chapter VII, page 58 are proposed for updating. When the Plan was adopted in 2002 the Parks Department did not have an adopted plan. The language contained in these sections is outdated and staff is proposing to add references to the Parks Action Plan in these sections. It is important to note here that staff is beginning the process of overhauling the comprehensive plan. The subject changes proposed to the Text of the Plan are intended to clean-up the Text enough to be useful, until it can fully modernized. Staff intends to have a newly formatted and up to date comprehensive plan to present to the City Council in 2010. The requested action is a comprehensive plan text amendment only, thus, no development is proposed and impacts on existing infrastructure systems should not change as a direct consequence of this application. The City adopted a Comprehensive Parks and Recreation Svstem Plan (Action Plan) in August 2003. The plan provides a guideline r r- -eeatie development f r the aeK4 six ye a set of policies and standards to guide the development and administration of parks and recreation services, including development standards, site selection criteria, management policies, etc. for parks and recreation facilities. In 2007, the City adopted the Meridian Pathways Master Plan, which outlines a future network of pathways throughout the Area of Citv Impact. The Pathways Master Plan therefore replaces the "Pathways and Trails" section of the Action Plan (Chapter 3.2). Similarly, in 2009 the Parks and Planning departments reviewed future park locations from the Action Plan and other sources. The output of that review is reflected on the Future Land Use Map, which supersedes the Action Plan in terms of future park locations. The City also operates several special use areas devoted to recreation and community gathering Those include City Hall Plaza City Hall Park, and Generations Plaza. Looking to the future there are almost 180 acres undeveloped parkland either in design or owned by the City. Fuller Park a developed 22 acre facility owned and operated by Western Ada Recreation District is also located _within City limits. In addition during the summer months Western Ada Recreation District operates a public pool in Stoxey Park. Table X. Future parks have the same symbol with a semi -transparent halo surrounding it. These areas are further described in Chapter VII. [Chapter 7, Page 72] Note: The City supports the implementation of the Downtown Meridian Transportation Management Plan. The Plan was developed by ACHD with insight provided by the City 2- f to propose solutions to circulation -related challenges in downtown Meridian. The result of the jointly -initiated Transportation Management Planning process was the emergence of a "Split Corridor Design" to facilitate movement throughout downtown. The "Split Corridor Design" will create a one-way traffic system between the 1-84/Meridian Road interchange and (roughly)) the railroad tracks. Main Street will allow northbound traffic only, and Meridian Road will allow southbound traffic only. North of the railroad the system will support two-way traffic movement. For more information on the Split Corridor Design please see the Downtown Meridian Transportation Management Plan. In order to increase connectivity and facilitate additional north -south traffic movement May 2009 report identifies the alignment of the future roadway and presents conceptual cross-sections for use in roadway design. [Chapter 7, Page 98] Ten Mile Interchange Specific Area Plan. A specific plan has been developed for approximately 2,800 acres bordered (roughly) by Linder Road to the east; McDermott Road to the west: the Union Pacific Railroad line to the north and % miles south of Overland Road on the south. The Specific area plan is an addendum to this Comprehensive Plan and places an emphasis on a mix of uses, both residential and commercial; new employment areas; higher density residential; a planned collector road network and design guidelines. The definitions of the future land uses in this specific area are different than those in the rest of the city. You are receiving this letter because the City of Meridian identified your property as being used as a church or religious institution and designated "Public/Quasi-Public" on the City's Future Land Use Map (FLUM). Today, not all religious institutions are depicted on the FLUM, which can be confusing for the public. In an effort to be consistent in how we designate public and quasi -public areas, we are considering removing churches and religious institutions from the Public/Quasi-Public land use category. Our intent is to reserve the Public/Quasi-Public designation for public parks, schools, libraries, utilities, and government-owned properties. Therefore, the City is proposing to remove the existing designation and replace it with a designation that most closely reflects the current zoning of your property and is consistent with the existing land uses adjoining your property. This proposed change will neither impact your ability to continue to operate in your current manner, nor will it affect the current zoning of your property. City staff will hold a neighborhood meeting to go over the details of the proposed map amendment. We will provide some general information at the beginning of the meeting, and then we will be able to meet with individuals do discuss specifics. The neighborhood meeting will be at Meridian City Hall, 33 E. Broadway Ave, on Monday, December 7h, at 6 pm. You will also have an opportunity to testify at public hearings on this matter; the meeting on December 7h is an informal meeting with City Staff.
