Staff ReportSTAFF REPORT Hearing Date: Apri127, 2010 E IDIAN TO: Mayor and City Council FROM: Sonya Watters, Associate City Planner 208-884-5533 SUBJECT: MFP-10-001 Crossfield Subdivision No. 3 L APPLICATION SUMMARY The applicant, Conger Management Group, has applied for a modification to the approved final plat for the third phase of Crossfield Subdivision. The request is to change the previously approved fencing material for the perimeter of Lot 14, Block 11, and the portion of the perimeter of Lot 18, Block 10 that is adjacent to the east boundary of Lot 17, Block 10, from 4-foot tall wrought iron to 4- foot tall solid vinyl. (See Section V Staff Analysis below for more information.) II. STAFF RECOMMENDATION Staff recommends approval of the applicant's request to modify the previously approved fencing material for Crossfield Subdivision No. 3. III. LOCATION Crossfield Subdivision No. 3 is located south of W. Ustick Road and west of Venable Lane, in the northwest'/ of Section 1, T. 3N., R. 1W. IV. PROCESS FACTS The final plat consisting of 53 single-family residential building lots and 6 other/common lots on 16.83 acres of land in the R-8 zoning district was approved by City Council on August 8, 2006 and has been recorded. The subject application is for a modification to the final plat. By reason of the provisions of the Meridian City Code Title 11, Chapter 5, the City Council is the decision making body on this matter. A public meeting is required to be held for this type of application. V. STAFF ANALYSIS The applicant has applied for a modification to the approved fencing materials for the perimeter of Lot 14, Block 11, and the portion of the perimeter of Lot 18, Block 10, that is adjacent to the east boundary of Lot 17, Block 10, approved with the final plat. The applicant requests approval to change the fencing material from 4-foot tall wrought iron to 4-foot tall solid vinyl for these lots. The reason for the request is that the wrong type of fencing (vinyl) was inadvertently installed on the site instead of wrought iron. Compliance with the approved fencing plan would require removal and replacement of the existing fence. The UDC (11-3A-7) requires fencing adjacent to pathways and common open space to be either an open vision fence up to 6 feet in height, as it provides visibility from adjacent homes or buildings, or if closed vision fencing is used, it shall not exceed 4 feet in height.
