The new equipment consists of (5) Kathrein quad antennas, (8) dap heads, and (4) microwave dishes mounted to the existing monopole. The subject facility is located at 3735 N. Ten Mile Road. DECISION The applicant's request for CZC is approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required. Site Specific Conditions of Approval 1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11 -3A -6B. 2. The schematic drawings prepared by Architecture Designs Plus P.A., on January 27, 2010, labeled T-1, A-1 through A-3, and E-1, are approved (stamped "approved" on April 2, 2010 by the City of Meridian Planning Department) with the following changes: a. The applicant shall plant evergreen shrubs around the base of the tower as approved in CZC-08-009. 3. Comply with the standards set forth in UDC 11-3A-12 for outdoor service and equipment areas. 4. Install all utilities consistent with the standards set forth in UDC 11-3A-21 and 11 -3B -5J. The schematic drawings shall not be altered without prior written approval of the City of Meridian Planning Department Process Conditions of Approval Conditions Document I Clearwire-ID-BOI016 1. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 2. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. 3. The approved site plan, the landscape plan, and/or the building elevation shall not be altered without prior written approval of the City of Meridian Planning Department. 4. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14. 2. For this very reason, Clearwire is requesting a Certificate of Zoning Compliance for upgrading its antennas and equipment to existing Wireless Telecommunications Facility. Pursuant to the City of Meridian Wireless Telecommunication Ordinance, co -location is encouraged. Clearwire is complying with this request by the City of Meridian. Clearwire's radio engineers have identified gaps in the area due to terrain challenges blocking current coverage. Currently, Clearwire does not have adequate coverage in the area to support its customers growing needs and demands. The best way to ease the congestion and customer complaints is to modify the existing installation so a new tower site would not be required. We are receiving an increasing number of complaints from our customers and feel it is time to address this coverage issue. Continuous coverage is of major importance for the safety and convenience of all users of wireless telecommunications. To summarize this application, Clearwire is requesting the City of Meridian Planning Department to issue a Certificate of Zoning Compliance approval for the upgrade of the Clearwire's antennas and equipment to an existing Wireless Telecommunications Facility. The tower already exists, and the addition is in line with City's Ordinance. The area is flat with some deciduous trees that may cause interference with coverage. The existing tower site sits on the south side of the property. Due to the primarily residential development around the site, Clearwire chose the site location as it is central to the coverage issue. There were no other property options to the Northwest that would be able to meet zoning criteria for either a new wireless telecommunications facility or a co -location. Coverage/Propagation Maps were not included in this presentation as the coverage is existing, but the capacity and quality of that coverage is what is degraded. The coverage will be the exact same as the initial installation. The augment of the existing facility will allow Clearwire to solve capacity problems and hopefully alleviate any future problems within this area. Our analysis results are based on field gathered information obtained during a site visit conducted on November 28, 2007 by Kody Vaughn and Ed Kim (both of TowerCom) and during subsequent site visits conducted on May 14, 2009 and January 18, 2010 by Jon Dickman and Greg Durgin, P.E. (both of TowerCom). The design wind speed used for our analysis was 76 mph without ice (fastest mile) and 66 mph with'/" radial ice. Our analysis wind speed is consistent with wind speed requirements set forth in the ANSI TIA/EIA 222-F — Structural Standards for Steel Antenna Towers and Antenna Supporting Structures and the IBC 2006. The following load combination descriptions and stress usage chart represents the results of our analysis. It is accepted engineering practice that foundation systems be conservatively designed to resist the maximum allowable tower forces. Due to the remaining capacity available in the pole shaft, base plate and anchor bolts, it is our opinion that the existing foundation has excess capacity (approximately 50%) beyond the structure base reactions resulting from this analysis. Therefore, the existing foundation appears to be adequate to support ClearWiire's proposed antenna modifications with Verizon Wireless's future antennas and no structural upgrades will be required.
