DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Greg Baer, The Land Group, Inc., requests Certificate of Zoning Compliance (CZC)
approval to construct a six-foot tall vinyl fence to enclose an irrigation pump station located at the
Meridian Middle School. The site is located at 1507 N. West 8t' Street.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verb if any additional permits and/or inspections will be required
Site Specific Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC 11-3A-7 and 11 -3A -6B.
2. The site/landscape plan prepared by The Land Group, Inc., on March 23, 2010, labeled L1.00 and
L1.01, is approved (stamped "approved" on April 2, 2010 by the City of Meridian Planning
Department) with the following changes:
a. The proposed landscaped area shall meet the standards set forth in UDC 11 -3B -5H.
The landscape plan shall not be altered without prior written approval of the City of Meridian
Planning Department.
Process Conditions of Approval
1. Upon installation of the landscaping and prior to inspection by Planning Department staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A.
2. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
3. The approved site plan, the landscape plan, and/or the building elevation shall not be altered
without prior written approval of the City of Meridian Planning Department.

4. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11-5C-313. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
3. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in
UDC 11-3A-14.
4. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (CZC-03-033).
5. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
6. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 1I -
3A -3.
ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS:
Per UDC 11-313-51-1, mulch shall be used in all required planting areas. Approved mulches may be
organic, such as bark or soil aid, or they may include rock products, such as "permabark" or similar
products. Use of mulch, organic or rock, as the only ground cover in required planting areas is prohibited.
Required landscape areas shall be at least seventy percent (70%) covered with vegetation at maturity, with
mulch used under and around the plants. Pea gravel, drain rock, road base gravel, and similar products
shall not be used as mulch. All mulch shall be contained by a curb or other edging material to contain the
mulch and prevent it from migrating to adjacent surfaces. If rock mulch is used, a weed barrier fabric
shall be used beneath the rock. Impermeable plastic weed barriers are prohibited because they restrict
water and oxygen to the plants.

The following is a narrative explaining the project requirements and detailed description of
the Meridian Middle School — Pump Screening project along Linder Rd. The CZC
application submitted herewith are for approval of the proposed fencing and landscape
screening around the new irrigation pump station located on school property. Per a meeting
held between The Land Group and City of Meridian February 9, 2010 we are submitting this
application as a CZC with prior approval.

SITE PLAN -Description:
The Site Plan incorporporates a new pump station being located on school property
along Linder Road with Vinyl fencing and landscaping to screen the pump and
irrigation boxes from public view.
All fencing, landscaping, irrigation structures and the irrigation pump station are
located outside the setback and landscape buffers fronting Linder Road. Access to
the pump station will be from the existing parking lot, away from traffic and public
view.
LANDSCAPE PLAN:Four full size signed plans and one reduction to 81/2" x 11" of sheets
1-1.00 and 1-1.01 are attached.
LANDSCAPE PLAN DESCRIPTION:
The landscape plans provide for ample screening along the new Vinyl fencing. A
landscape bed is incorporated on three sides, West, North and East facing. The
combination of landscape bed and Vinyl fence will provide complete screening of the
irrigation pump station.
All information required in this CZC application check list are shown on drawing
sheets 1-1.00 and 1-1.01.
Building Elevations: No buildings are included as part of this application or project. An
pictoral elevation of the Vinyl fencing is shown on detail 1 sheet 1-1.01.
