Brooklyn Avenue. The subject site is currently zoned C -G. Per UDC Table 11-2B-2, office and retail sales are principal permitted uses in the C -G zoning district. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required Site Specific Conditions of Approval 1. The site plan prepared by Horrocks Engineering dated 3/22/10, is approved (stamped "approved" on 4/13/10 by the City of Meridian Planning Department) with the following changes: a. Maintain a minimum of 3 feet of clearance adjacent to the relocated fire hydrant. 2. The landscape plan prepared by The Land Group dated 4/05/10, labeled Sheet L1.00, is approved (stamped "approved" on 4/13/10 by the City of Meridian Planning Department) with the following changes: a. Two deciduous trees are required to be planted in the planter island along the south side of the property boundary in accordance with UDC 11-3B-8C2d. b. Maintain a minimum of 3 feet of clearance adjacent to the relocated fire hydrant. c. Relocate the Amur Maple (AG) outside of the 20 water easement in accordance with UDC 11 -3B -5J.2. 3. The elevations prepared by VCBO Architecture dated 3/17/10, labeled Sheet A2.1, are approved (stamped "approved" on 4/13/10 by the City of Meridian Planning Department) with no changes. 4. The site plan, landscape plan, and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. 5. The applicant shall revise the plans accordingly prior to initiating the plan intake meeting with Building Services. Gardner Ahlquist Retail D CZC DES Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 5. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. Itis unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and any applicable conditions of approval associated with this site (AZ -05-065; PP -07-007; FP -07-027; DA #107164790; PBA - 09 -008). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 1I - 3A -3. ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS: The proposed site and landscape plan depict the relocation of a fire hydrant. The IFC requires a minimum of 3 feet of clearance to access to the hydrant; coordinate specific requirements with the Meridian Fire Department. UDC 11-3B-8C.b requires a minimum of one tee per 35 linear feet. Per this requirement two additional trees are required. The applicant has also proposed a tree within a City water easement. Per UDC 11-313- 5J.2 all trees shall be planted outside of any easement that contains a city water of sewer main. This narrative letter is to provide evidence of how the proposed Portico Retail Space 'D' addresses the guidelines contained in the Meridian Design Manual and UDC -11-3A-19, including amendment. 1. Architectural Character a. Facades: This building is located at the project North entry and Franklin Road, obviously facing multiple roadways. The building facades have been designed with consistent material combination and detailing to unify the building design for this important corner. The facades on all appropriate sides have been organized with horizontal and vertical divisions, giving order to the fenestration, modulation accent materials, building projection, providing a unified design. The high level of design and detailing at the ground level provides for a very human scale to the building. The ground level is divided from the balance of the fagade by the use of canopies. The detailing at this level is more intimate to the pedestrian with articulated stone columns, accent lighting, various canopy configurations over head, along with exceeding the 40% transparency requirement providing connection to the building interiors. Parapet walls extending above the roof are finished with an accentuated cornice providing an appropriate termination of the wall. b. Primary Entrances: The primary entrances connect directly to the major pedestrian circulation path for the project. The entrances are provided with visual and physical distinction by the use of projecting canopies and articulated building columns, providing a human scale. C. Roof Lines: The building fagade modulates along the roof line, providing variation in height and Interest, along with color variation. The walls are finished with an accentuated cornice, consistent on each of the walls to provide a unified design. d. Pattern Variations: The use of projections and recesses in both vertical and horizontal divisions give order to the fagade. The divisions allow for material changes in an organized composition. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health asset forth in UDC 11-5C-3 B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-313-14A. 4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 5. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14. 2.
