DESCRIPTION OF APPLICANT'S REQUEST

The applicant, Gardner Ahlquist Development, requests Certificate of Zoning Compliance (CZC) and
Design Review (DES) approval to construct a new 8,000 square foot multi -tenant office/retail building
located at 20 S. Brooklyn Avenue. The subject site is currently zoned C -G. Per UDC Table 11-2B-2,
office and retail sales are principal permitted uses in the C -G zoning district.
DECISION
The applicant's request for CZC and DES is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits and/or inspections will be required
Site Specific Conditions of Approval
1. The site plan prepared by Horrocks Engineering dated 3/22/10, is approved (stamped "approved"
on 4/13/10 by the City of Meridian Planning Department) with the following changes:
a. Maintain a minimum of 3 feet of clearance adjacent to the relocated fire hydrant.
2. The landscape plan prepared by The Land Group dated 4/05/10, labeled Sheet L1.00, is approved
(stamped "approved" on 4/13/10 by the City of Meridian Planning Department) with the
following changes:
a. Two deciduous trees are required to be planted in the planter island along the south side
of the property boundary in accordance with UDC 11-3B-8C2d.
b. Maintain a minimum of 3 feet of clearance adjacent to the relocated fire hydrant.
c. Relocate the Amur Maple (AG) outside of the 20 water easement in accordance with
UDC 11 -3B -5J.2.
3. The elevations prepared by VCBO Architecture dated 3/17/10, labeled Sheet A2.1, are approved
(stamped "approved" on 4/13/10 by the City of Meridian Planning Department) with no changes.
4. The site plan, landscape plan, and/or building elevations shall not be altered without prior written
approval of the City of Meridian Planning Department.
5. The applicant shall revise the plans accordingly prior to initiating the plan intake meeting with
Building Services.

Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A.
4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
5. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. Itis unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The project is subject to all current City of Meridian ordinances and any applicable conditions of
approval associated with this site (AZ -05-065; PP -07-007; FP -07-027; DA #107164790; PBA -
09 -008).
3. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 1I -
3A -3.
ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS:
The proposed site and landscape plan depict the relocation of a fire hydrant. The IFC requires a minimum
of 3 feet of clearance to access to the hydrant; coordinate specific requirements with the Meridian Fire
Department.

In addition, there is a 5 -foot wide perimeter landscape buffer adjacent to the southern property boundary.
UDC 11-3B-8C.b requires a minimum of one tee per 35 linear feet. Per this requirement two additional
trees are required. The applicant has also proposed a tree within a City water easement. Per UDC 11-313-
5J.2 all trees shall be planted outside of any easement that contains a city water of sewer main.

Dear Bill,
Horrocks Engineers, on behalf of Gardner -Ahlquist Development, LLC, is requesting Certificate
of Zoning Compliance and Design Review approval of a general concept plan/parking and 8,000
sq. ft general office/retail building shell on Lots 1, 2 and 3, Block 2, of the Gardner -Ahlquist
Gateway Subdivision No. 1. This area is a portion of a larger development previously approved
and constructed under application numbers AZ -06-065, PP -07-007, FP -07-027, and VAR -07-006,
with a Development Agreement recorded as instrument no. 107164790.
Lots 1 and 2 are buildable lots. The CZC and DR approval of the 8,000 sq. ft. building located on
Lot 2 is requested with this application. This building will be constructed as a shell for
retail/office space. Individual CZC Verification will be submitted with tenant improvements for
this building. There are 23 parking stalls located immediately adjacent to this building on Lot 2,
which exceeds the minimum requirement of 16 stalls per UDC 11-3C-6. Detailed building
characteristics are described in the narrative written by VCBO Architecture, which is included
with this application package.
Lot 1 will be temporarily paved and striped to provide a finished surface and additional parking
until such time that the building is constructed, as was done on Lot 9, Blk. 3, (Bank parcel)
Gardner -Ahlquist Gateway No. 2 (approved under Revised CZC-07-249). Individual CZC and
Design Review for Lot 1 will be submitted separately at the time the applicant proceeds with
approval for building design/construction.
Lot 3, which is common, consists of 135 parking stalls and landscaping to serve Lots 1 and 2, as
well as provide cross -parking and access for adjacent businesses as allowed in the cross -parking
provision stated in the subdivision CC&R's. Landscape islands are provided at intervals of at
least 12 stalls throughout the parking area.
Perimeter landscaping along Franklin Rd. and Brooklyn Rd. has been previously installed as part
of required subdivision improvements. A 10' wide landscape buffer is provided along the eastern
end of the parking area with a 3.5' foot landscape buffer adjacent to the parking area along the
south side, which will provide adequate space for vehicle bumper overhang and will guard
against cars encroaching on adjacent property. UDC 11-3B-8Cl.a.(1) allows for a waiver or
reduction of the prescribed 5' buffer width where a shared driveway and/or cross parking
agreement exists with the adjacent property. This property meets both criteria of a shared
driveway, as well as a cross parking agreement among all lots within the development.
Primary access to the site is provided off of a secondary roadway (S. Brooklyn Avenue); there is
no direct access off of Franklin Rd. Lot 3 also provides a shared connection to Lot 4, Block 2,
adjacent on the southern lot line. Buildable lots are located along Franklin Rd, with parking
oriented towards the middle of the site and away from major roadways.
Pedestrian connectivity is encouraged through the use of pathways along Franklin Rd. and
Brooklyn Ave. In accordance with UDC 11-3A-19, pedestrian connectivity has been made from
the building entrance to the perimeter pathway along Brooklyn Rd. The pedestrian walkway
meets ADA standards, and has been placed in the 35' landscape buffer along Franklin Road, as
allowed by the recently amended UDC 11 -3B -7C6. Please see the attached landscape plan for
detailed landscaping to be provided on site.

b. Primary Entrances:

The primary entrances connect directly to the major pedestrian
circulation path for the project. The entrances are provided with
visual and physical distinction by the use of projecting canopies and
articulated building columns, providing a human scale.
C. Roof Lines:
The building facade modulates along the roof line, providing variation
in height and interest, along with color variation. The walls are
finished with an accentuated cornice, consistent on each of the walls
to provide a unified design.
d. Pattern Variations:
The use of projection's and recesses in both vertical and horizontal
divisions give order to the facade. The divisions allow for material
changes in an organized composition. The various finish materials
used across the facades are; granite stone columns with
architectural pre -cast concrete bases, glazed aluminum window
system, various colors of stucco in both field and accent element

The building fenestration is organized by the vertical and horizontal
division of the facade, providing an integrated appearance and unity
to the design. The required 40% transparency at ground level is
exceeded by the fenestration layout.
f. Mechanical Equipment:
Roof top mechanical equipment will be located in the center section
of the roof away from building perimeters. Equipment screen is
accomplished by the facade wall extending to conceal equipment
from pedestrian sight lines, while providing an integrated
architectural screen element.
2. Materials:
a. The project was designed using a combination of complementary
material to render a cohesive design. The materials used in the
building expression are stone, architectural concrete, stucco and steel
accents. The selected colors are subtle, neutral and natural for the
field materials complimented with accent colors and materials.
Pattern, texture and detailing are utilized in distinguishing the field
materials from accents. All materials transition and terminate in a
manner consistent with the natural appearance of the material.

and constructed under application numbers AZ -06-065, PP -07-007, FP -07-027, and VAR -07-006,
with a Development Agreement recorded as instrument no. 107164790.
Lots 1 and 2 are buildable lots. The CZC and DR approval of the 8,000 sq. ft. building located on
Lot 2 is requested with this application. This building will be constructed as a shell for
retail/office space. Individual CZC Verification will be submitted with tenant improvements for
this building. There are 23 parking stalls located immediately adjacent to this building on Lot 2,
which exceeds the minimum requirement of 16 stalls per UDC 11-3C-6. Detailed building
characteristics are described in the narrative written by VCBO Architecture, which is included
with this application package.
Lot 1 will be temporarily paved and striped to provide a finished surface and additional parking
until such time that the building is constructed, as was done on Lot 9, Blk. 3, (Bank parcel)
Gardner -Ahlquist Gateway No. 2 (approved under Revised CZC-07-249). Individual CZC and
Design Review for Lot 1 will be submitted separately at the time the applicant proceeds with
approval for building design/construction.
Lot 3, which is common, consists of 135 parking stalls and landscaping to serve Lots 1 and 2, as
well as provide cross -parking and access for adjacent businesses as allowed in the cross -parking
provision stated in the subdivision CC&R's. Landscape islands are provided at intervals of at
least 12 stalls throughout the parking area.
Perimeter landscaping along Franklin Rd. and Brooklyn Rd. has been previously installed as part
of required subdivision improvements. A 10' wide landscape buffer is provided along the eastern
end of the parking area with a 3.5' foot landscape buffer adjacent to the parking area along the
south side, which will provide adequate space for vehicle bumper overhang and will guard
against cars encroaching on adjacent property. UDC 11-3B-8Cl.a.(1) allows for a waiver or
reduction of the prescribed 5' buffer width where a shared driveway and/or cross parking
agreement exists with the adjacent property. This property meets both criteria of a shared
driveway, as well as a cross parking agreement among all lots within the development.
Primary access to the site is provided off of a secondary roadway (S. Brooklyn Avenue); there is
no direct access off of Franklin Rd. Lot 3 also provides a shared connection to Lot 4, Block 2,
adjacent on the southern lot line. Buildable lots are located along Franklin Rd, with parking
oriented towards the middle of the site and away from major roadways.
Pedestrian connectivity is encouraged through the use of pathways along Franklin Rd. and
Brooklyn Ave. In accordance with UDC 11-3A-19, pedestrian connectivity has been made from
the building entrance to the perimeter pathway along Brooklyn Rd. The pedestrian walkway
meets ADA standards, and has been placed in the 35' landscape buffer along Franklin Road, as
allowed by the recently amended UDC 11 -3B -7C6. Please see the attached landscape plan for
detailed landscaping to be provided on site.

Design Review Committee:
This project is a continuation of an existing mixed-use development, that has previously met
the design guidelines. This narrative letter is to provide evidence of how the proposed Portico
Retail Space 'D' addresses the guidelines contained in the Meridian Design Manual and
UDC -11-3A-19, including amendment.
1. Architectural Character
a. Facades:
This building is located at the project North entry and Franklin Road,
obviously facing multiple roadways. The building facades have been
designed with consistent material combination and detailing to unify
the building design for this important corner. The facades on all
appropriate sides have been organized with horizontal and vertical
divisions, giving order to the fenestration, modulation accent
materials, building projection, providing a unified design.
The high level of design and detailing at the ground level provides for
a very human scale to the building. The ground level is divided from
the balance of the fagade by the use of canopies. The detailing at
this level is more intimate to the pedestrian with articulated stone
columns, accent lighting, various canopy configurations over head,
along with exceeding the 40% transparency requirement providing
connection to the building interiors.
Parapet walls extending above the roof are finished with an
accentuated cornice providing an appropriate termination of the wall.
b. Primary Entrances:
The primary entrances connect directly to the major pedestrian
circulation path for the project. The entrances are provided with
visual and physical distinction by the use of projecting canopies and
articulated building columns, providing a human scale.
C. Roof Lines:
The building fagade modulates along the roof line, providing variation
in height and Interest, along with color variation. The walls are
finished with an accentuated cornice, consistent on each of the walls
to provide a unified design.
d. Pattern Variations:
The use of projections and recesses in both vertical and horizontal
divisions give order to the fagade. The divisions allow for material
changes in an organized composition. The various finish materials
used across the facades are; granite stone columns with
architectural pre -cast concrete bases, glazed aluminum window
system, various colors of stucco in both field and accent element
application. The fagade is accented with metal canopies of differing
configurations and finish, additionally accent lighting on the building
fagade and columns provide daytime and nighttime interest.

The building fenestration is organized by the vertical and horizontal
division of the fagade, providing an integrated appearance and unity
to the design. The required 40% transparency at ground level is
exceeded by the fenestration layout.
f. Mechanical Equipment:
Roof top mechanical equipment will be located in the center section
of the roof away from building perimeters. Equipment screen is
accomplished by the fagade wall extending to conceal equipment
from pedestrian sight lines, while providing an integrated
architectural screen element.
2. Materials:
a. The project was designed using a combination of complementary
material to render a cohesive design. The materials used in the
building expression are stone, architectural concrete, stucco and steel
accents. The selected colors are subtle, neutral and natural for the
field materials complimented with accent colors and materials.
Pattern, texture and detailing are utilized in distinguishing the field
materials from accents. All materials transition and terminate in a
manner consistent with the natural appearance of the material.

OF APPLICANT'S REQUEST
The applicant, Gardner Ahlquist Development, requests Certificate of Zoning Compliance (CZC) and
Design Review (DES) approval to construct a new 8,000 square foot multi -tenant office/retail building
located at 20 S. Brooklyn Avenue. The subject site is currently zoned C -G. Per UDC Table 11-2B-2,
office and retail sales are principal permitted uses in the C -G zoning district.
DECISION
The applicant's request for CZC and DES is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits and/or inspections will be required
Site Specific Conditions of Approval
1. The site plan prepared by Horrocks Engineering dated 3/22/10, is approved (stamped "approved"
on 4/13/10 by the City of Meridian Planning Department) with the following changes:
a. Maintain a minimum of 3 feet of clearance adjacent to the relocated fire hydrant.
2. The landscape plan prepared by The Land Group dated 4/05/10, labeled Sheet LL00, is approved
(stamped "approved" on 4/13/10 by the City of Meridian Planning Department) with the
following changes:
a. Two deciduous trees are required to be planted in the planter island along the south side
of the property boundary in accordance with UDC 11-3B-8C2d.
b. Maintain a minimum of 3 feet of clearance adjacent to the relocated fire hydrant.
c. Relocate the Amur Maple (AG) outside of the 20 water easement in accordance with
UDC 11 -3B -5J.2.
3. The elevations prepared by VCBO Architecture dated 3/17/10, labeled Sheet A2.1, are approved
(stamped "approved" on 4/13/10 by the City of Meridian Planning Department) with no changes.
4. The site plan, landscape plan, and/or building elevations shall not be altered without prior written
approval of the City of Meridian Planning Department.
5. The applicant shall revise the plans accordingly prior to initiating the plan intake meeting with
Building Services.

Process Conditions of Approval
No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health asset forth
in UDC 11-5C-3 B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11-313-14A.
4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
5. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
6. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The project is subject to all current City of Meridian ordinances and any applicable conditions of
approval associated with this site (AZ -05-065; PP -07-007; FP -07-027; DA #107164790; PBA -
09 -008).
3. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 1I -
3A -3.
ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS:
The proposed site and landscape plan depict the relocation of a fire hydrant. The IFC requires a minimum
of 3 feet of clearance to access to the hydrant; coordinate specific requirements with the Meridian Fire
Department.

In addition, there is a 5 -foot wide perimeter landscape buffer adjacent to the southern property boundary.
UDC 11-3B-8C.b requires a minimum of one tee per 35 linear feet. Per this requirement two additional
trees are required. The applicant has also proposed a tree within a City water easement. Per UDC 11-313-
57.2 all trees shall be planted outside of any easement that contains a city water of sewer main.

We understand that there is a 1 year approval on the CZC for the Retail D area, which was
granted in April 2010. The parking areas and other additional site improvements of this
CZC have been constructed, excluding the building. The construction of the building will
be forthcoming, and will occur when a tenant has been procured. We understand that the
current CZC will need to be modified to remove the building, if construction has not
commenced within the approval time frame. At that point, a new CZC and Design Review will
be required for the building construction.
