DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Clearwire US LLC, requests Certificate of Zoning Compliance (CZC) approval to
upgrade the antennas and equipment on the existing 80 -foot stadium light pole at Mountain View
High School. The new equipment consists of (4) Kathrein quad antennas, (3) microwave dishes,
and (6) dap heads mounted to the existing light pole at a height of 75 -feet. The subject facility is
located at 2000 S. Millennium Way.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits and/or inspections will be required.
Site Specific Conditions of Approval
1. The schematic plans drawn and stamped by Glenn Walker, Architecture Designs Plus, dated
February 7, 2010, are approved with no changes from the Planning Department.
2. Comply with all bulk, use, and development standards of the R-4 zoning district listed in UDC
Chapter 2 District regulations.
3. Comply with the outdoor service and equipment area standards as set forth in UDC 11-3A-12.
4. Install all utilities consistent with the standards as set forth in UDC 11-3A-21 and 11 -3B -5J.
Process Conditions of Approval
1. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
2. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
3. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site.
2. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
3. The applicant shall have an ongoing obligation to comply with the applicable specific use
standards for wireless communication facilities as set forth in UDC 11-4-3-43.

As a community wireless company, Clearwire is serious about serving the growing
demands of the Meridian area. For this very reason, Clearwire is requesting a
Certificate of Zoning Compliance for upgrading its antennas and equipment to
existing Wireless Telecommunications Facility. Pursuant to the City of Meridian
Wireless Telecommunication Ordinance, co -location is encouraged. Clearwire is
complying with this request by the City of Meridian.
Clearwire's radio engineers have identified gaps in the area due to terrain challenges
blocking current coverage. Currently, Clearwire does not have adequate coverage in
the area to support its customers growing needs and demands. The best way to ease
the congestion and customer complaints is to modify the existing installation so a
new tower site would not be required. We are receiving an increasing number of
complaints from our customers and feel it is.time to address this coverage issue.
Continuous coverage is of major importance for the safety and convenience of all
users of wireless telecommunications.
To summarize this application, Clearwire is requesting the City of Meridian Planning
Department to issue a Certificate of Zoning Compliance approval for the upgrade of
the Clearwire's antennas and equipment to an existing Wireless Telecommunications
Facility. The tower already exists, and the addition is in line with City's Ordinance.

Site Description
The proposed Clearwire facility will be located on a high school property surrounded
by a residential area. The area is flat with some deciduous trees that may cause
interference with coverage. The existing light tower site sits in the middle of the
property.
Due to the primarily residential development around the site, Clearwire chose the
site location as it is central to the coverage issue. There were no other property
options to the North that would be able to meet zoning criteria for either a new
wireless telecommunications facility or a co -location.
Coverage/Propagation Maps were not included in this presentation as the coverage is
existing, but the capacity and quality of that coverage is what is degraded. The
coverage will be the exact same as the initial installation.
The augment of the existing facility will allow Clearwire to solve capacity problems
and hopefully alleviate any future problems within this area. If additional equipment
is added, Clearwire will go back through the CZC process again.

Site Description
The updated Clearwire facility will be located on an existing Wireless
Telecommunications Facility. The area around the property is a mix of
residential and commercial uses. The area is flat with a few deciduous
trees.
There are no natural or manmade impediments that would obstruct
adequate wireless telephone transmissions as this is wireless internet
and not telephone service.
There are no physical constraints that would preclude construction of a
wireless communications on this facility.

We appreciate the opportunity to analyze the above mentioned communications site. As we understand
the project, the existing site has existing communication equipment on a light pole (See attached picture).
The existing equipment will be changed out and replaced with the following equipment:
1. Three (3) Quad Pole Pannel Antennas.
2. Two (2) 2' Dishes with Radome.
3. Six (6) DAP
The new equipment is to be mounted at the same height as the existing location. Specifications of the
equipment and referenced zoning drawings are attached for reference. Since, limited information is
available on the existing light pole a comparative structural analysis was performed. The analysis yielded
that the equipment change out will yield a net decrease in effective area and as a result lower forces on
the existing light pole. Calculations are attached for your reference.
