DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Clearwire US LLC, requests Certificate of Zoning Compliance (CZC) approval for the
collocation of wireless internet equipment to an existing 80 -foot tall stadium light pole at Meridian High
School, located at 1900 W. Pine Avenue.
The proposed wireless internet equipment consists of (6) Kathrein panel antennas, (2) microwave dishes,
and (6) dap heads mounted to the existing light pole at a height of 65 -feet. Associated equipment will be
placed in a cabinet at the base of the existing structure and will be fully enclosed by a 6 -foot tall cedar
fence.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits and/or inspections will be required.
Site Specific Conditions of Approval
1. Comply with the structure and site design standards, as set forth in UDC 11-3A-19.
2. Comply with all bulk, use, and development standards of the R-4 zoning district listed in UDC
Chapter 2 District regulations.
3. Comply with the outdoor service and equipment area standards as set forth in UDC 11-3A-12.
4. Install all utilities consistent with the standards as set forth in UDC 11-3A-21 and 11 -3B -5J.
Process Conditions of Approval
1. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
2. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
3. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site.
2. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.

Site Description
The proposed Clearwire facility will be located within a mostly
residential area. The area is flat with some deciduous trees that may
cause interference with coverage. The Meridian High School is the only
property within the search area that has a tall enough existing
structure to provide adequate coverage to meet Clearwire's needs.
Due to the primarily residential development around the site, Clearwire
chose the site location as it is central to the coverage issue. There
were no other property options to the Northwest that would be able to
meet zoning criteria for either a new wireless telecommunications
facility or a co -location.
Clearwire did look into the possibility of co -locating on the exiting T -
Mobile structure on Linder, but this site was not in a good location to
the service problem. The site was further south and the problem is to
the north. The compound for the site would also have to be expanded,
and there is not a viable location for this expansion. This site is not co -
locatable for Clearwire.
The Meridian High School property will allow Clearwire to solve
coverage problems and hopefully alleviate any future problems within
this area. If additional equipment is added, Clearwire will go back
through the CZC process again.

As a community company, Clearwire is serious about serving the
growing demands of the Boise area. For this very reason ClearWire US
LLC is requesting a Certificate of Zoning Compliance for a new wireless
internet location that will be attached to the existing light poles at
Meridian High School.
Clearwire's radio engineers have identified capacity issues in the area
due numerous customers use of the system. Propagation Maps
showing the poor coverage have been submitted along with this
application. Existing Clearwire sites do not properly cover this area.
Currently ClearWire does not have adequate coverage in the area to
support its customers growing needs and demands. Clearwire's radio
engineers have selected this proposed location to better support its
customer's needs.
ClearWire strives to have seamless coverage throughout its network,
and this area is not seamless. The site was selected because of its
central location to this area of the capacity issue and has the best
potential of resolving problems in the area. ClearWire is receiving an
increasing number of complaints from their customers and feel it is
time to address this coverage issue. Continuous coverage at the
highest quality of speed is of major importance for Clearwire's
business model.
Clearwire is proposing this facility as a co -location instead of trying to
build a new facility. Clearwire strives to co -locate on as many existing
structures as possible. The equipment will be placed on the ground
adjacent to the existing structure and will be fenced off from access to
the public. This will be an identical site to the existing facility at
Mountain View High School.

EXPOSURE TO RADIO FREQUENCY RADIATION

INTRODUCTION
This engineering statement was prepared to analyze the expected level of Non -Ionizing
Electromagnetic Radiation ("NIER') caused by the addition of radio transmission equipment
belonging to Clearwire at the following proposed radio frequency transmitter site:

ANALYSIS
In 1985, the FCC adopted the 1982 ANSI guidelines for purposes of evaluating exposure due to
RF transmitters licensed and authorized by the FCC. In 1992, ANSI adopted the 1991 IEEE
standard as an American National. Standard (a revision of its 1982 standard) and designated it
ANSWEEE C95.1-1992. In 1996, the FCC adopted a modified version of its original proposal. The
FCC's action also fulfilled requirements of the Telecommunications Act of 1996 for adopting view
RF exposure guidelines, The FCC considered comments submitted by the EPA, FDA, NIOSH
and OSHA, which have primary responsibility for health and safety in the Federal Government.
The FCC's guidelines are based on recommended exposure criteria issued by the NCRP and
ANSWEEE and are similar to the ANSI/IEEE 1992 guidelines except for differences in
recommended exposure levels at lower frequencies and higher frequencies, and for controlled
and uncontrolled access areas. Over a broad range of frequencies, NCRP exposure limits for the
public are generally one-fifth those for workers in terms of power density..
The NCRP and ANSI/IEEE exposure criteria are frequency dependent since the whole-body
human absorption of RF energy varies with the frequency of the RF signal. The most restrictive
limits on exposure are in the frequency range of 30-300 MHz where the human body absorbs RF
energy most efficiently when exposed in the far field of an RF transmitting source. The exposure
limits adopted by the FCC in 1996 are shown in Appendix 1. The NCRP and ANSI/IEEE exposure
criteria and most other standards also specify 'Time -averaged" MPE limits. This means that it is
permissible to exceed the recommended limits for short periods of time as long as the average
exposure (over the appropriate period specified) does not exceed the limit. For example,
Appendix 1 shows that for a frequency of 100 MHz the recommended power density limit is 1
MW/CM
with an averaging time of six minutes (any six -minute period) for occupational/controlled
exposure.
The Clearwire proposed transmitters operate in the FCC EBS/BRS services and broadcast in the
2500 - 2690 MHz frequency range. In addition, there may be additional point-to-point microwave
transmitters operating between 5 and 23 GHz (see Table 1). Therefore, the proposed new
transmitters will fall into the 1500-100,000 MHZ frequency band for NIER evaluation. The
mandated maximum NIER limit for the 1500-100,000 MHz band for a "General

In response to the city's comments we offer the following:
1. The tower height and design have been included in the structural packet. See the attached spec
sheet from the manufacture KW Industries and the original design drawings (Sheet FL -2).
2. The mounting position. (65') drawing, elevation, cross section, etc has been included in the
structural packet. (See Sheet A2.0 and A3.0).
3. The tower is near capacity based on the limiting factor of the embedment of the foundation in the
soil. For the current configuration 13' of embedment is required, while 13'6" is provided. No
additional antennas maybe added to the tower without review by Cartwright Engineers. Due to
the multiple aspects of consideration for adding future equipment to the pole an allowable
additional antenna area and location. is not provided.
4. Antenna separation is not required for structural reasons. Antennas should be situated vertically
adjacent to each other and horizontally aligned per the required azimuths as shown on Sheet
A2.0 and A3.0.
5. Interference consideration is outside the scope and expertise of the structural engineer.

As per your request we have reviewed and analyzed the existing light pole and foundation for the above
referenced project. The purpose of our review was to determine if the light pole and its foundation have
the capacity to carry the loads imposed on them by the antenna configuration proposed by Clearwire.
That being the case, please allow this letter to serve as a report of our findings.
Clearwire telecommunications proposes that (6) antennas, (6) DAP heads and (2) microwave dishes be
mounted to an existing stadium light pole. The cabinet will be mounted on the ground.
Our analysis and supporting calculations which accompany this letter show that the existing light pole and
foundation have the capacity to support the new configuration listed above.

All of those existing sites have pre -approved documentation already submitted. Kristy and I talked and felt that
we did not have to re -submit those items since this wasjust changes to the antennas and everything else would

As far as Requirements D;
Item 3 — Would a letter from the Meriden School District stating that the school district is open to leasing space
on this pole and other poles at the high school? This would allow future tenants on these poles.
Item 4— Would a opinion letter from an aeronautical engineering firm stating that the FAA would not be
required for this co -location be suffice for this item? FAA isn't normally filed until a new towers is 200+ feet tall. I
can get a report for a firm that will backup this data.
I think you have everything so I will work on these items.
