A combination of donations and careful budgeting has allowed the seniors to accomplish the following since 1987. • Expand the dining room area in the early 1990's. • Replace carpet in the Recreation area and office hallways • Painting throughout • Replace utility/ice room floor, including replacing beams under the floor • Reinforce kitchen floor and replace plumbing • Replace carpet in dining room and repaint • Continual repairs to gas furnaces • Replace two outside AC units in two years time • Repair sections of sidewalk to ensure safe walking surfaces • Install new door to outside from boardroom with ramp • Purchase two additional/adjacent lots for parking area During the year 2003 the Meridian Area Seniors addressed a fire and safety concern identified by the Meridian Fire District. This involved removing foam insulation boards from the walls and ceilings in the main dining area, as well as installing emergency signage and lighting and repainting the area. The Meridian Area Seniors, like many senior organizations, have inherited an older facility in need of maintenance and upgrades that go beyond annual operating budget funding. While they have been able to fund a variety of these improvements through donations, they realized the need for additional outside funding would be necessary as they faced at least three major issues they had not yet been able to address: • an expanded garage - to house their 2002 bus, as well as their van • a new roof — one section has three layers of separating shingles that cannot be repaired any more • handicapped -accessible restrooms for both men and women In January 2004 the Meridian Area Senior Citizens, Inc. went through small purchase procedures to hire a professional architect who would complete a facility inventory so the Seniors knew about any code -related or major improvement needs; and also to prepare preliminary design and cost estimates in anticipation of seeking outside funding assistance. Johnson Architects, Inc. was selected and has been working with the Meridian Area Seniors Building Committee to develop the following improvements and cost estimates, which have been prioritized, based on need. Additional heating, cooling, and energy efficiencies would be possible with the replacement of the older single -pane windows, of which many have broken seals. This improvement will require further costibenefit comparisons and has not been specifically address in the prioritized improvements. Each proposed improvement identified by Johnson Architects is presented on the following pages in order of their priorities for completion. Each improvement has a brief description, representative photo, line item cost estimate and drawing. Proposed Improvements In General Priority Order of Importance Priority Need (Completed in 2003): Code/Fire Safety/Facility Upgrades - $8,328 The Meridian Seniors have been trying to fund facility upgrades during the past year. The Fire Marshall identified the need to remove wall and ceiling foam, repaint, and install additional Exit Lighting in the dining area. The Meridian Seniors addressed these fire safety issues first with volunteers and local funds. Priority Need #1: Code/ADA - Men's/Women's Restrooms $48,345 The restrooms are small, antiquated, and do not accommodate wheelchair patrons. Improvements will create fully accessible restrooms for both men and women but extending current restroom area into an existing storage area used by Central District Health. Food storage needs will be moved to storage at the opposite end of the dining area. Contract amount of $ 93,000 included this priority Priority Need #2: Code/Kitchen — $9,177 The ceiling insulation and fluorescent lighting is open to the food preparation area through plastic grid ceiling panels. Temperatures in the kitchen often exceed 107 degrees and are unbearable given inadequate ventilation in this area. This violates health and safety requirements in a commercial food preparation area. Improvements will install drywall on the ceiling, recessed and enclosed lighting, cleanable surface panels, and install exhaust unit(s) to address the temperature issues without the expense of a special HVAC system. Contract amount of $ 93,000 included this priority Priority Need #3: Code/Safety/ADA New Infill Entrance/Exit w/Ramp $8,185 The dining area has two exits now - the east entrance and a double -door exit on the north side that exits into a narrow, graveled area between the office wing and the dining area wing. This exit does not meet UBC requirements for emergency access and must be moved to the other side of the facility. Improvements will create a new; single -door exit with ADA ramp to the adjacent parking already in place. Contract amount of $ 93,000 included this priority Priority Need #4: Code/ADA Existing West Entrance & Ramp — 2"d Street $9,736 This west side entrance is used to access the activity room, dining room and gift shop. It currently has steep stairs and does not meet IBC/ADA Requirements. Improvements will create a fully accessible entrance with ADA ramp. These entrances/exits are immediately adjacent to handicapped parking areas next to the facility. ACHD will be replacing the sidewalk area on this side of the building as part of their in-kind contribution to this project. Contract amount of $ 93,000 included this priority Priority # 5 Replace Leaking Roof. $30,000 (as public works project) (Cost estimate, drawing, and bids follow) Priority # 6 Interior Ramp modifications $ 7,400 The existing hallway connecting the dining area to the recreational area no longer meets current ADA code for rise of ramp, although there is a usable ramp at this time. Handrails are available, the ramp is usable and the hallway wide enough. The ramp "rise" does not meet current IBC code for accessibility. Therefore, this was not deemed to be as critical as the emergency entrance/exit doorway and accessible entrance at 2nds Street, given the lack of identified funding at this time. This will be done, in order of priority, with available funding and bid as an "Add Alternate". Contract amount of $ 93,000 included this priority Priority # 7 Upgrade Front of Facility & Entrances $12,800 The Meridian Senior Facility's main entrances, as well as the nearby exit from the office/computer wing, both have ADA ramps in place. The Meridian Seniors installed the ramp from the office/computer wing in 1997 although it is never used as an entrance, and rarely used as an exit. As accessibility codes have been modified, these entrances should be upgraded, and the Meridian Seniors have identified this as a capital improvement. Priority #7 is part of the Phase II application Priority #8 Expanded Bus Garage. $15,000 Up until late 2003, the Meridian Seniors were able to store their bus in the old Meridian Fire Station; although that Fire Station has been sold and there is no other local storage to protect this $200,000 investment. The Meridian Area Senior's garage is too small and needs to be enlarged to handle both the van and bus. This existing garage will accommodate the small 12 -passenger van only; however, the state awarded us a new 20 -passenger model that will also transport three wheelchair patrons. The bus was purchased through an Idaho Transportation Department Public Transit Grant. (Chair -equipped buses, not passenger vans, are provided through this funding source.) Vandalism has been a problem with this vehicle parked in an unsecured area next to the existing garage. Continual exposure to all weather conditions will certainly compromise the lifespan of this vehicle without adequate storage. The seniors have successfully raised sufficient local funds to start construction on this project. Priority 9 Heating, Cooling, Energy Efficiencies. Requires further cost/benefit comparisons. The windows on the entire center need to be replaced for the efficiency of the heating and cooling systems. Approximate monthly costs run the Meridian Seniors $800-$900/month all year and summer temperatures put a strain on the existing HVAC units. Many of the windows have broken seals and/or are single -pane windows. Upgrading windows throughout the facility will provide operating costs savings. Window replacement $6,200 Sound Boards $1,600 New AJC -kitchen $16,000 Total $23,800 This Priority is part of the Phase II Renovation.
