Public Hearing NoticesPublic Hearing Idaho Community Development Block Grant City of Meridian Tuesday February 14, 2006 7:00 p.m. HANDOUT ~~CEPVEI) ~~~ < 4 City of Meridian City Clerk Office PURPOSE of this public hearing is to allow citizens of Meridian to have input on the development of an Idaho Department of Commerce Community Development Block Grant application - In accordance with the Meridian Citizen Participation Plan EXPLANATION OF PROGRAM X The Community Development Block Grant Program (CDBG) was enacted by the Community Development Act of 1974 -which authorized H.U.D. to operate the program. This is a Federal program that distributes funds to Idaho cities directly through the Idaho Department of Commerce. X Cities and Counties are the only eligible applicants to this program. X Grant dollars available for the state of Idaho this year are approximately $576,000 for senior and community center improvements. X Application deadline this year is March 3, 2006 X The application handbook is available for review as well as on the Departrnent of Commerce website. PROTECT DESCRIPTION The City of Meridian is proposing phase II of a project that will upgrade the Meridian Senior Center with an accessible front ranlp, new ADA compliant doors, new windows, and new soundboards in the dining room. Subject to available dollars the project will consist of the following activities that were not completed under Phase I: COMPLETE: Priorities 1-7 were completed in 2005 and included: Priority 1: Modify existing restrooms to create new fully-accessible men's and women's restrooms to meet American's with Disability Act (ADA) accessibility Priority 2: Install ceiling and enclosed lighting in kitchen, exhaust ventilation, and cleanable wall surfaces to address health and safety codes Priority 3: Add an accessible exit (required) from the dining area to replace the existing one into the narrow, graveled area between buildings to address building code and ADA accessibility Priority 4: Modify existing west exit from dining area with ramp to meet ADA accessibility Priority 5: Replace leaking roof. Office/computer room wing has three layers of buckling shingles; roof historically leaks and could eventually create mold issues for the seniors and this facility. (Separate, privately funded part of the project using local cash and foundation grant) Priority 6: Lengthen existing ramp connecting dining area to recreational area. Ramp is functional, but rise does not meet current code. Modifications will require doorway modifications. Priority 7: Construction of a garage for the Seniors Van. YET TO BE COMPLETED: Modify ramping at main entrance and potentially exit from board/computer room. The seniors installed ramping to these areas; however the design no longer meets current code requirements. Air Conditioning the kitchen facility Replace all of the windows in the building to address rising heating and cooling costs Replace 30" office doors as well as front. entry doors Costs are estimates, made by a licensed contractor. No construction dollars can be spent without competitive bids. All costs are estimates. Total project costs are currently estimated at $79,993. Planning and Administrative Costs: $8,500 ^ Administration (109b of grant) _ $ 5,500 ^ Audit = $ 3,000 Construction: $71,493 ^ New Windows = $ 5,418 ^ Sound Boards = $ 2,000 ^ Front Entry Ramp = $ 10,400 ^ Air Conditioning-Kitchen = $ 16,000 ^ Replace Front Entry Doors = $ 2,400 ^ Replace 30" Office Doors = $ 10,000 ^ New Garage = $ 25,275 TOTAL COSTS: =$79,993 ^ Total sources of money are currently estimated at $ committed. ^ ICDBG Grant a $ 55,000 ^ Meridian Seniors (Cash) _ $ 25,275 (includes cost of new garage) ^ City of Meridian (In-kind) _ $ 3,000 (audit fee) ^ Private (In-kind) _ $ 2,500 (,rant writing) Total $85,775 We ask that if you would like to review the draft application document that it will be available starting tomorrow until Tuesday, February 21, 2006 at 5:00 pm. The funds are authorized by the Department of Housing and Urban Development Act of 1974.
