Elevations: The building elevations prepared by Tomlinson Designs on 12/30/09, labeled Sheet A.1, are approved with no changes from the Planning Department. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with. UDC 11-3A-15. Protection of of Existing: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11 -3B -10-C.5. Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Com: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap -accessibility requirements. ACHD Acce tp ante: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for .approval prior to the issuance of a building permit. Fairview Ave Meridian, Idaho Tomlinson Designs has been commissioned to submit proposed changes to the existing building located at 132 E. Fairview Ave in Meridian, ID. The building previously operated a Schuck's Automotive parts retail store and is now vacant. The new owner intends to improve the existing building with both interior and exterior modifications. The exterior elevation modifications will consist of new stone pilaster bases, a furred out stucco fagade with new gable parapet on the front. This will increase the visual appeal of the building and allow for a custom appearance, thus eliminating the feel of the existing commercial retail store. There is a proposed side entry to the building that will allow entrance for a second tenant to occupy the rear portion of the building. A fire rated demising wall will be detailed within the tenant improvement drawings to be submitted once the design review process is complete. The building will be painted to match the proposed color scheme as shown in the colored elevations as part of this submittal package. In reference to addressing the strategies as outlined in the "Urban Design Guidelines", we have attempted to resolve several short falls with the current structure. Because the site has been previously developed, and it makes no economic sense to reconstruct the site, the therefore the Site Character of this project will remain the same. With regards to the architectural character, we have kept the primary entrance to the front retail space on the front fagade of the building to address Fairview Ave. The parapet lines have been articulated to improve interest and false windows have been added to break up the expanse of the taller walls. Arches over the existing flat top windows will create a pattern variation to soften the existing rigid appearance. Steel canopies will be introduced over the existing windows and entrance to enforce a human scale on the front of the building. All existing and new mechanical equipment resides on the roof and is screened behind the parapet wall. Although there's no real architectural character to the adjacent properties in order to adhere to, we feel that the proposed design will indeed enhance the feel of the site. Interior improvements will consist of tenant improvements to both the front and rear portions of the building. The front 2322 s.f. will consist of a tanning and salon facility while the rear 4278 s.f will provide a wide open venue space for a variety of events. These improvements will be detailed in future submittal drawings. Site improvements will be minimal. The existing parking field and landscaping will remain unchanged. The Meridian City P&Z have determined that additional paring stalls will not be required for the proposed assembly type of occupancy, and therefore no changes to the site are proposed at this time. All improvements are existing to remain. Thank you for considering the proposed changes to this facility.
