Site/Landscaping: The Site/Landscape Plan prepared by James Gipson Associates on December 29, 2009 is
approved (stamped "Approved" on January 8, 2010 by the Meridian Planning Department) with the following
comments:

2) UDC 11 -3B -2d requires landscaping meet the standards set forth in UDC 113B for additions to existing
structures. The proposed addition does not exceed 25% of the existing building. Therefore, no additional
landscaping shall be required with this CZC approval. Subsequent additions shall be cumulative and may
require the site to conform to the standards set forth in UDC 11-3B. The existing landscaping is not to be
altered without prior written approval of the Planning Department. No field changes to landscape plan
permitted; prior written approval of all material changes is required.
Design Review: The site design and building elevations are found to be consistent with the Meridian Design
Manual and UDC 11-3A-19; stamped "Approved" on January 8, 2010
Elevations: The elevations prepared by James Gipson Associates, labeled Sheet 2, are approved with no
changes from the Planning Department
Irrigation An underground, pressurized irrigation system must be installed to all landscape areas per the
approved specifications and in accordance with UDC 113A-15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with
the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the
Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/rebcation measures for the
existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 1I -
3B -10-C.5.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B.
Project engineer/architectshall certify that the number and size of handicap -accessible spaces conforms to the
Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA
and signed accessible.
Curbing: Per UDC 11-313-5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use
areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to
allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed
prior to occupancy.
Drainage: Storm water drainage swalesshall not have a slope steeper than 3:1, shall be fully vegetated, and
shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18.
Ling: Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11-313.
Trash Enclosure: The applicant states that trash will betaken to the curb and that a trash enclosure will not be
provided on the site. If a dumpster is provided in the future, the dumpster(s) must be screened in accordance
with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC.
Handicap -Accessibility The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Plan Modifications Except for the changes mentioned above, the approved Site/Landscape Plan and
elevations are stamped "Approved" on January 8, 2010 and are not to be altered without prior written approval
of the Planning Department. No significant field changes to the site or landscape plans are permitted; prior
written approval of all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision
improvements shall be installed prior to occupancy of the first structure in the subdivision.

Dear Planning Department :
This property has been used for many years as an automotive and machine repair and
maintenance facility. The proposed use is the same, with no change proposed. The present
project is to include expansion of the entry and front office area as a small addition to the
East side of the existing building, and additional landscaping and minor modification of
the parking area. The existing dome metal building will be painted, and sunscreens added
to the Main Street facing windows.
This proposed work will significantly enhance the appearance of the facility, as well as
improve the function. This will be an asset to the neighborhood and to the community,
with increased continuing viability of the long-established business, and greater
compatibility with the design character developing in the neighborhood.
The project is located within the "Old Town" zoning district, and we believe that both the
use and the design are compatible with the goals of that district.
Please understand that the use of the subject property will very likely be changed within
the next few years, depending on economic and community growth conditions. It does not
appear that the highest and best use of the property will continue to be an automotive and
machine repair facility, while other properties in the area are changing and developing,
and the character of the area is changing considerably.
With this in mind, and especially considering the current state of our economy, it is only
feasible to do a limited amount of work to improve the facility. The design proposed will
greatly improve the function and appearance of the facility, and still be feasible. This
means that we are not able to fully meet all of the potentially applicable design criteria.
Considering the project as a whole, the proposed addition will represent a significant
improvement, although perhaps not the ultimate best use or design for the property. We
therefore respectfully request approval of the CZC and associated DR, with allowance for
the few non -conforming elements of the design. Thank you for your consideration.

Conditions of Approval: Project is subject to all current City of Meridian ordinances and the approvals for
Meridian Automotive (CUP -02-004 and CZC-04-072). The issuance of this permit does not release the
applicant from any previous requirements of the other permits issued for this site.
Site/Landscaping: The Site/Landscape Plan prepared by James Gipson Associates on December 29, 2009 is
approved (stamped "Approved" on January 8, 2010 by the Meridian Planning Department) with the following
comments:
2) UDC 11 -3B -2d requires landscaping meet the standards set forth in UDC 11-311 for additions to existing
structures. The proposed addition does not exceed 25% of the existing building. Therefore, no additional
landscaping shall be required with this CZC approval. Subsequent additions shall be cumulative and may
require the site to conform to the standards set forth in UDC 11-3B. The existing landscaping is not to be
altered without prior written approval of the Planning Department. No field changes to landscape plan
permitted; prior written approval of all material changes is required.
Design Review: The site design and building elevations are found to be consistent with the Meridian Design
Manual and UDC 11-3A-19; stamped "Approved" on January 8, 2010.
Elevations: The elevations prepared by James Gipson Associates, labeled Sheet 2, are approved with no
changes from the Planning Department.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the
approved specifications and in accordance with UDC 11-3A-15.

Protection of Existing Trees: Any existing trees on site must be protected or mitigatedfor in accordance with
the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the
Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/rebcation measures for the
existing trees prior to construction. Any severely damaged tree must be replaced in compliancewith UDC 11-
3B -10-C.5.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-313.
Project engineer/architectshall certify that the number and size of handicap -accessible spaces conforms to the
Americans with Disabilities Act(ADA). Handicap accessible stalls must have signage in accordance per ADA
and signed accessible.
Curbing: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use
areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to
allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed
prior to occupancy.
Drainage: Storm water drainage swalesshall not have a slope steeper than 3:1, shall be fully vegetated, and
shall be designed in compliance with UDC 11-313-11 and UDC 11-3A-18.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 113A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11-31).
Trash Enclosure: The applicant states that trash will betaken to the curb and that a trash enclosure will not be
provided on the site. If a dumpster is provided in the future, the dumpster(s)must be screened in accordance
with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC.
Handicap-Accessibilitx The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Plan Modifications: Except for the changes mentioned above, the approved Site/Landscape Plan and
elevations are stamped "Approved" on January 8, 2010 and are not to be altered without prior written approval
of the Planning Department. No significant field changes to the site or landscape plans are permitted; prior
written approval of all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision
improvements shall be installed prior to occupancy of the first structure in the subdivision.
