The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for this site. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the Building Department. Site/Landscape Plan: The Site Plan prepared by Kelly Design, dated December 6, 2009, is approved (stamped "Approved" on December 23, 2009 by the Meridian Planning Department) with the following comments: The City Council granted a variance to allow the construction of the pump house within the landscape buffer adjacent to Black Cat Road. As part of that approval, the applicant was required to obtain CZC and DES approval for the proposed pump house. The reason for the requirement was to ensure the building design of the pump house would comply with the existing homes in the area. The other reason was to ensure the existing landscaping would be protected during construction and any removal of trees would be mitigated in accordance with UDC 11-3B-10. 1) The landscaping adjacent to N. Black Cat Road shall remain protected during construction on the site. 2) The applicant shall contact the Planning Department to verify all improvements have been completed per the approved plans. The approved site/landscape plan is not to be altered without prior written approval of the Planning Department. Elevations: The Elevations submitted are approved (stamped "Approved" on December 23, 2009) with no changes from the Planning Department. The pump house shall be constructed of a mix of hardboard siding (board and batten and lap siding) and 30 year architectural composite shingles. The coloring rendering depicts three distinct earth tone colors. The roof design of the building is gabled 3/12 pitch finished with wrapped corners to add decorative end caps on all four corners. Staff believes the applicant has met the intent of the design manual and approves the applicants design review. The approved elevations are not to be altered without prior written approval of the Planning Department. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B- 10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocationrneasures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. ACHD Acce tp ance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Plan Modifications: Except for the changes mentioned above, the approved Site/Landscape Plan and Elevations, stamped "Approved" on December 23, 2009, are not to be altered without prior written approval of the Planning Department.
