I have reviewed this plat and offer the following comments for your information and or use as
conditions of the applicant during your decision making process:
1. The plat compares with the previously approved preliminary plat for street configuration
and number of lots. (Seventy-eight lots were shown on the preliminary plat and 75 lots are
shown on this final plat. )
2. The sewer easement shown crossing Lot 9 -Block 10 and Lot 34 -Block 4 needs to be an
asphalt/ fenced access way to allow the City continued access to the sewer line. This is typically
being shown as a "common area" lot.
3. US West and CATV are asking fora 10 foot wide utility easement on each side of rear lot
lines even though our ordinance only requires 5 feet.
4. In the Certificate of Owners -
-Line 21- Should reference to Tract Subdivision be No. 3?
5. Certificate of Surveyor needs a signed and dated seal of the surveyor.

I have reviewed the application for Tract Subdivision No. 5 find
that it includes approximately 75 homes at the median value of
$110,000.. We also find that this subdivision is located in
census tract 103.11 and in the attendance zone for Chief Joseph
Elementary, Meridian Middle School and Meridian High School.
Using the above information we can predict that these homes, when
completed, will house 31 elementary aged children, 23 middle
school aged children, and 21 senior high aged students. At the
present time Chief Joseph Elementary is at 114 of capacity,
Meridian Middle School is at 126 of capacity and Meridian High
School is at 123 of capacity.
The Meridian School District is not opposed to growth in our
district, however this subdivision will cause increased over-
crowding in all three schools. There is little opportunity to
shift attendance boundaries since the surrounding schools are
also well over capacity. Before we could support this
subdivision, we would need land dedicated to -the district or at
least made available at a minimum price for a school site in this
area. The site would need water and sewer service available. In
addition we would need to pass another bond issue for the
construction of schools.
Even if we were willing to use portable classrooms for a year or
two, this project would require one classroom at the elementary
level, one classroom at the middle school level and one classroom
at the high school level. To build portables ready to occupy by
students will cost approximately $40,000 each. As you can see
the total for nine portables would be $120,000. We would welcome
a meeting with you to find ways of mitigating the projected costs
to the school district.

the impact of growth on schools.

The plans for the above mentioned project have been reviewed. The
pressure system for Tract Subdivision No. 5 will join to Cougar
Creek Subdivision's pumping system. This should be an adequate
pressure irrigation system for this area. The only problem that I
see is that the different phases are being pieced together. It is
too hard for us to tell whether the system, as joined together,
will perform adequately from the same source. It would be nice to
review a plan that shows all phases so that we can insure a final
system that will be adequate when complete.
Before Nampa & Meridian Irrigation District will operate and
maintain the pressure irrigation system, it will need to be
installed and inspected. The District will also require a
contract. Please contact Patricia Cooper at Nampa & Meridian
Irrigation District at 343-1884 and request that she start the
process to obtain the contract.

Pressure Irrigation
Dear Jim:
Nampa & Meridian Irrigation District has reviewed the pump station
details furnished for the above mentioned project. The pump
station and pumps appear to be adequate, thus if this portion of
the pressurized irrigation system is built according to the plans
that were reviewed, it will be adequate to meet the District's
requirements for this type of installation.
Nampa & Meridian Irrigation District does require a contract
between the developer or developers before the District can assume
control of the operation and maintenance of these facilities. If
this assumption is intended for the above mentioned project, please
have your client or clients contact Daren Coon, Secretary/Treasurer
of Nampa & Meridian Irrigation District, so that he can commence
with the paper work that is necessary.
