Tolsma: Is there a representative present?
Gary Lee, JUB Engineers, representing the developer for
Properties West. Tract Subdivision #3 of course is the third
phase of the preliminary plat that was approved about a year ago
on this project. There are some differences however from the
original preliminary plat. We've combined what was identified as
Phase three and four on the approved preliminary plat. The
reason for doing that was 1) we wanted to make that street
connection at Lark Avenue, Meridian Place #3 has been completed
so now we can tie our traffic flow into that street and have our
second access; 2) The second reason for the combinations of the
subdivision is that the project is going fairly well and phase
four was fairly small in numbers of units so the developer felt
that it would be better to combine the two of them at this time
and make it one plat. So the plat you see before you consists of
64 lots far combined phases three and four. Another point of
interest, the marketing team has convinced the developer to go
with a few larger lots in this phase and we have reduced the
number from the original approved preliminary plat. We are
taking out five lots in this general area than what was
originally presented to the Council. It's been reduced in number
and so of course the density has gone down some. If you have any
questions, I'd be happy to answer them at this time.
Giesler: Have you seen the comments from the City Engineer?
Lee: I have reviewed those comments today and we will address
the issues that he has brought up.
The Motion was made by Giesler and seconded by Corrie that the
final plat for Tract Subdivision #3 be approved with stipulations
that Engineer's requirements be met.

Dear Commissioners:
I have reviewed the preliminary plans for Tract Subdivision #3.
This planned development will accelerate the need for Joint
School District No. 2 to construct additional classrooms and/or
to adjust school attendance boundaries. Meridian Schools do not
have excess capacity. Nearly every school in the district is
beyond capacity.
The Meridian School District supports economic growth for Idaho
and specifically the district's area, but such growth produces a
need for additional school construction. We ask your support for
a development fee statute on new home construction. We ask your
support for a development fee statute on new home construction or
a real estate transfer fee to help offset the costs of building
additional school facilities. If this support is lacking then we
ask that additional residential development be denied.
Residents of the new subdivision cannot be assured of attending
the neighborhood school as it may be necessary to bus students to
available classrooms across the district.
We ask that you assure the developer will provide walkways, bike
paths and safe pedestrian access.

Dear Commissioners:
I have reviewed the preliminary plans for Tract Subdivision #3.
This planned development will accelerate the need for Joint
School District No. 2 to construct additional classrooms and/or
to adjust school attendance boundaries. Meridian Schools do not
have excess capacity. Nearly every school in the district is
beyond capacity.
The Meridian School District supports economic growth for Idaho
and specifically the district's area, but such growth produces a
need for additional school construction. We ask your support for
a development fee statute on new home construction. We ask your
support for a development fee statute on new home construction or
a real estate transfer fee to help offset the costs of building
additional school facilities. If this support is lacking then we
ask that additional residential development be denied.
Residents of the new subdivision cannot be assured of attending
the neighborhood school as it may be necessary to bus students to
available classrooms across the district.
We ask that you assure the developer will provide walkways, bike
paths and safe pedestrian access.

I have reviewed this -submittal and have the following comments

1. Tract Subdivision No. 3 as submitted encompasses "Phases III
and IV as shown on the Preliminary Plat.
2. With the platting of this subdivision, the sanitary sewer
easement that was granted to the City April 3, 1992 as
instrument No. 9220404, for the` purpose- of transmitting
sewage across the balance of the property that was not yet
platted, wi l 1 no longer be necessary. J. U. B. Engineers,
Inc. should prepare a vacation of easement document for the

2. 30 copies of the Final Plat, Sheet 1, 18"x24", at a scale
of 1" = 100'.
3. 3 copies of the Final Plat signature page, Sheet 2,

4. 10 copies of a reduced copy of the Final Plat at a scale

Also, per City requirements, on behalf of the developer, Properties.
West, Inc., we wish to make a Statement of Compliance as follows:
1. Streets, curbs, gutters, and sidewalks will be constructed
to standards as required by Ada County Highway District
and Meridian Ordinance. Dimensions will be determined by

width.
2. The proposed use of this development is in conformance
with the City of Meridian Comprehensive Plan.
