To Whom It May Concern:
Medical and financial records pertaining to my medical
practice at 834 E. 2nd St, Meridian were maintained at that
facility as a convenience. There were in excess of 30,000 medical
records, which required almost daily information to fellow
physicians during the first 5 years, and 2 or 3 times per week
until the present time to satisfy patient, fellow physician, or
legal information.
After entering escrow, removal of this material was begun,
and finally completed the morning of 4/26/94.
Sincerely
..

Application for Use of Old Town Property
Property Address: 834 East Second Street, Meridian, Idaho
(Corner of East Second Street and Pine Street)
1. Applicant: Purchaser under Earnest Money
Stanley D. Smith, an unmarried man
P. O. Box 7065
Boise ID 83707
(208) 377-9460 (Message)
(208) 887-7697 (Ask for Joe, if must have immediate
attention the same day)
2. Owner: Stanley L. Drennan and Marguerite R. Drennan
Co-trustees under Trust Agreement dated June 15, 1982
3210 So. Eagle Road
Meridian ID 83642
(208) 888-7252
3. Legal Desc.: Lots 5, 6, 7, 8 and 10 of Block 7 of the Townsite of Meridian
together with that portion of Pine Street adjacent as vacated
by Ordinance No. 72 recorded February 10, 1922.
4. Proof of Ownership: See attached Deed No. 94003761
5. The building is currently used for professional record storage, plus 4
apartments and 6 garages which are used daily. The office space is accessed as
necessary to retrieve stored records.
6. Currently the signed usage is for a professional office building. The
owner/physician ceased seeing patients at this site and now sees patients at
Boise State University. All utilities have remained on and in use, i.e.: water,
sewer, electricity, gas, heating and cooling are fully operable and have always
remained so even when the office was not open for patients. All lights,
bathroom appliances, doors, etc. are fully operable. Other than the outdated
decor the building is fully inhabitable at this time. The apartments and garages
have always been in full use.
7. Proposed use if for professional offices, record storage and small retail
business(s) in the area which was retail prior to office use and is currently used
for storage. The apartments and garages will remain unchanged.
l
T~ ~~
There are a total of twenty eight (28) spaces of which two are for handicap,
this represents parking equal to One (1) space for each two hundred (200) sq. feet
of gross office/retail space. The gross building area totals five thousand four
hundred (5400) square feet which has a maximum requirement of twenty seven
(27) spaces under the most stringent of commercial and office uses as set for in
Section 2-414 E(b) Commercial. With the additional eleven (11) parking places
directly in front of the building on East Second Street, and the fact there is only a
single family residence directly across the street there is more than ample
parking for both office and retail use of the property.
3. Landscaping will be installed by removal of the existing concrete
BETWEEN the sidewalk and the front of the building along East Second Street
and installing shrubs, etc. Landscaping will also be reinstalled in the dirt along
the South side of the building between the existing sidewalk and the building.
An underground sprinkling system is already in place to service this
landscaping. An area at the corner of East Second and Pine Streets will also be
landscaped so as not to obstruct the line of sight.. A tree and landscaping is
proposed in an island created by the 60 degree angled parking along the South
side of the building.
4. It is the applicants belief that this application is solely for the purpose of
approval of use of the property for the purposes to which it has always been
used since the building was constructed on bare land back in the 1940's.
Your prompt and immediate attention to this matter will be much appreciated.
Because of the time necessary to schedule and initiate improvements during the
summer months please contact me immediately if you have any questions or
need additional information. A separate meeting is scheduled with the city
building inspector to discuss the proposed improvements.
Sincer ly you ,
~..,~~

SUBJECT: Conditional Use Permit for Professional Offices, Record
Storage, Etc. -Stanley D. Smith -Meridian Medical Building
This request for a Conditional Use Permit is consistent with the goals
of the Comprehensive Plan. The office portion of the building has been
vacant for some time and has fallen into disrepair. Mr. Smith has asked
for some leniency in defining exact uses for each area of the building
as he is trying to lease some of the space and would like to avoid
having to come in for a Conditional Use Permit for each tenant. This
requirement in Old Town can prove very restrictive, and his concern is
understandable.
Mr. Smith has worked closely with the City to try to conform with our
Ordinance in planning improvements to the building. I believe what he
is proposing can only improve the appearance of this building and will
be an asset to the community.
I recommend approval of this Conditional Use Permit.
