SUNDANCE SUBDIVISION
Statement of Compliance
1. All proposed streets will be dedicated and constructed to Ada County Highway
District standards. Curb, gutter and 5 foot sidewalks will be constructed on all
streets in compliance with Ada County Highway District and City of Meridian
standards.
2. This preliminary plat is in compliance with the Meridian Comprehensive Plan.
The Comprehensive Plan Map designates this area for single family residential
development.
3. The Subdivision will be serviced by central water. An existing 12 inch water main
is located west of the subject parcel in Overland Road. Central sewer will be
provided by an extension of the Five Mile Creek interceptor across Interstate 84,
south to Overland Road.
4. The proposed density of the Subdivision is 2.99 dwelling units per acre which is in
compliance with the R-4 zone density requirements. All dwelling .units will be single
family homes with a minimum square footage of 1400. All lots meet or exceed the
required 8,000 square foot minimum lot size for the R-4 zone. All applicable
setbacks of the R-4 zone will be adhered. The proposed lots meet the 80 foot
frontage requirement with the exception of lots which front on cul-de-sacs, lots on
90 degree corners and lots which are located on a substantial curve. The lots which
are on a curve require,a flared lot line in order to avoid an excessively large lot.
These lots are deeper than the average lot and do have an 80 foot width at the 20
foot front setback line.
5. All easements of record are delineated on the preliminary plat.
6. The proposed street names will comply with the City grid system.
7. The preliminary plat is a revision of the previously approved Sundance Subdivision.
The Meridian City Council approved the concept plan and denied the variance for
70 foot lot frontages. The Council's instructions based on the findings of fact and
conclusions of law instructed the applicant to revise the preliminary plat to meet the
standards for the R-4 zone as outlined in the Meridian Zoning Ordinance. We
believe the revised preliminary plat meets or exceeds the minimum standards.

A pre-application conference with Meridian City planning and engineering staff was
completed. The revised preliminary plat reflects their comments and recommended
changes.
The client's representative met with Ada County Highway District on three occasions to
obtain input and guidance. The Highway District had positive comments concerning the
redesign.
The client's representative also met with Dan Mabe of Meridian School District to review
the redesign. The Meridian School District was agreeable to the redesign.
The applicant believes the revised plan maintains the critical features approved in the
original concept. These features include the north and south collector to provide adequate
traffic circulation, the 4 acre school/park site at that southeast corner, the necessary stub
streets and the parkway feature with landscaping adjoining both sides of the collector.
The applicant respectfully requests the Meridian City Council vote to approve the revised
preliminary plat.

STANDARD REQUIREMENTS•
1. Street and drainage improvements required in the public right-
of-way shall be designed and constructed in conformance with
District standards and policies.
2. Dedicated streets and drainage systems shall be designed and
constructed in conformance with District standards and poli-
cies.
3. Specifications, land surveys, reports, plats, drawings, plans,
design information and calculations presented to ACHD shall be
sealed, signed and dated by a Registered Professional Engineer
or Professional Land Surveyor, in compliance with Idaho Code,
Section 54-1215.
4. Provide written approval from the appropriate irriga-
tion/drainage district authorizing storm runoff into their
system.
5. Locate obstructions (utility facilities, irrigation and drain-

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the City of Meridian and
the Laws of the State of Idaho, that the City Council of the City of Meridian will hold a
public hearing at the Meridian City Hall, 33 East Idaho Street, Meridian, Idaho, at the hour
of 7:30 p.m., on October 18, 1994, for the purpose of reviewing and considering the
Application of G.L. Voigt for a Preliminary Plat for approximately 97.02 acres of land
located in the NW 1/4 of Section 20, T.3N, R.1E, Boise Meridian, Ada County, Idaho, and
which property is generally located Soutth of Overland Road and East of Locust Grove

This letter is in regards to the Sundance Subdivision and a future late comers agreement.
The developer is requesting City Council acknowledge their desire to enter into a later
comers agreement with Mr. Voigt for extension of the St. Luke's sewer trunk line. The
developer intends to construct a 15 inch sewer trunk line south from the existing St. Luke's
sewer trunk across Interstate 84, through the Thomas parcel to Overland Road and
terminating at the Sundance Subdivision property.
The developer understands that the City of Meridian drafts and adopts a late comers
agreement after construction and acceptance of a sewer main. However, due to the
requirements of financing institutions, advance commitment is required.

I have reviewed this submittal and offer the following comments, for your information and
consideration as conditions of the applicant during the hearing process:
1. Numerous front lot dimensional design need to be revised to meet all the requirements of
an R-4 zoning classification.
2. 250 Watt high pressure sodium street lights will be required at the entrances to the
subdivision off Overland Road.
3. You will be required to file the Hunter Lateral, and any other ditches on site per City
Ordinance.
4. The elevation of the contour lines, as shown on the Preliminary Plat map, need to be
labeled.
5. Submit a master street drainage plan, including method of disposal & approval from the
affected irrigation/drainage district. Indicate any storm drainage facilities that will fall
outside the Public Right-of--Way.
6. Please develop and submit estimates of traffic impact on existing adjacent roadways &
intersections.
7. Determine the seasonal high ground water elevation, and profile the sub-surface soil
conditions.
8. Sewer service to this development will need to be by extension of the 5 Mile Creek
Interceptor project being proposed by St Lukes Hospital.

9. Water service to this property will need to be by extension of a 12 inch diameter water
main in Overland Road currently being constructed by "The playground". A 10 inch
diameter water main will be required in Red Cloud Way through the development. The 10
inch diameter main would extend south into the proposed school/park site, as well as east
to the east subdivision boundary. It would also extend west in S. Helena Street.
10. Water main sizing in this development is subject to change upon completion of the water
system modelling.
11. The sewer system within this development must be designed to provide a minimum of 4
1 /2 foot depth of cover over the sewer mains.
12. Submit letter from the Ada County Street Name Committee, approving the subdivision
name and street names.
13. Existing domestic wells and/or septic systems within this subdivision will have to be
removed from their domestic service per City Ordinance. Wells may be used for non
domestic purposes such as landscape irrigation.
14. Submit the proposed Restrictive Covenants and/or Deed Restrictions for review.
15. The Preliminary Plat Map needs to be stamped, signed, and dated by the Design Engineer
or Land Surveyor.
16. The legal description submitted with this application doesn't match the Preliminary Plat
Map.
17. Please indicate the street Right-of--Way widths on the Preliminary Plat Map.
18. Indicate Block Numbering on the Preliminary Plat Map.
19. Please provide a Statement of Development Features.

Re: Sundance Subdivision
Dear Councilmen:
I have reviewed the application for Sundance Subdivision and
find that it includes approximately 291 homes at a median value
of $135,000. We also find that this subdivision is located in
census tract 103.13 and in the attendance zone for Mary
McPherson Elementary, Lake Hazel Middle School and Meridian
High School.
Using the above information we can predict that these homes, when
completed, will house 97 elementary aged children, 73 middle
school aged children, and 64 senior high aged students. At the
present time Mary McPherson Elementary is at 101 of capacity,
Lake Hazel Middle School is at 111 of capacity and Meridian High
School is at 130 of capacity.
The Meridian School District is not opposed to growth in our
district, however this subdivision will cause increased over-
crowding in all three schools. There is little opportunity to
shift .attendance boundaries since the surrounding schools are
also well over capacity. Before we could support this
subdivision, we would need land dedicated to the district or at
least made available at a minimum price for a school site in this
area. The site would need water and sewer services available.
In addition we would need to pass another bond issue for the
construction of schools.
I suggest the developer donate four acres of land in the South
West corner of the property for a proposed school site, and that
the other four adjacent property owners do the same before
development. This provides the twelve acre school site required
for an elementary school.
Even if we were willing to use portable classrooms for a year or
two, this project would require five classrooms at the elementary
•
•
level, three at the middle school level and two at the high
school level. To build portables ready to occupy by students
will cost approximately $40,000 each. As you can see the total
for nineteen portables would be $400,000. We would welcome a
meeting with you to find ways of mitigating the projected costs
to the school district.
We are in a difficult position and need your help in dealing with
the impact of growth on schools.

STORMWATER MANAGEMENT RECOMMENDATIONS
We recomsend that the first one half inch of stormwater be
pretreated through a grassy swale prior to discharge to the
subsurface to prevent impact to groundwater and surface water
quality. The engineers and architects involved with the design of
this project should obtain current best management practices for
stormwater disposal and design a stormwater management system that
is preventing groundwater and surface. water degradation. Manuals

SUBJECT: SUNDANCE SUBDIVISION - PRELIMINARY PLAT
On October 19, 1994, the Commissioners of the Ada County Highway
District (hereafter called "District") took action on the
Preliminary Plat as stated on the attached staff report.
In order that the Final Plat may be considered by the District for
acceptance, the Developer shall cause the following applicable
standard conditions to be satisfied prior to District certification
and endorsement:
1. Drainage plans shall be submitted and subject to review and
approval by the District.
2. If public street improvements are required: Prior to any
construction within the existing or proposed public right-of-
way, the following shall be submitted and subject to review
and approval by the District:
a. Three complete sets of detailed street construction
drawings prepared by an Idaho Registered Professional
Engineer, together with payment of plan review fee.
b. Execute an Inspection Agreement between the Developer and
the District together with initial payment deposit for
inspection and/or testing services.
c. Complete all street improvements to the satisfaction of
the District, or execute Surety Agreement between the
Developer and the District to guarantee the completion of
construction of all street improvements.

3. Furnish copy of Final Plat showing street names as approved by
the Local Government Agency having such authority tocrether
with payment of fee charged for the manufacturing and
installation of all street signs, as required.
4. If Public Rights-of-Way Trust Fund deposit is required, make
deposit to the District in the form of cash or cashier's check
for the amount specified by the District.
5. Furnish easements, agreements, and all other datum or
documents as required by the District.
6. Furnish Final Plat drawings for District acceptance,
certifications, and endorsement. The final plat must contain
the signed endorsement of the Owner's and Land Surveyor's
certification.
7. Approval of the plat is valid for one year. An extension of
one year will be considered by the Commission if requested
within 15-days prior to the expiration date.

FACTS & FINDINGS:
1. Sundance is a 97.02 acre, 291-lot residential subdivision
(excluding 27 common lots) located on the south side of Over-
land Road and east of Locust Grove Road. This development
also proposes a lot to be a portion of a school site.
2. This subdivision was originally reviewed and approved by the
Commission on July 6, 1994, and was denied by the City of
Meridian because of sub-standard lot frontage lengths and lot
sizes. This report will address the revised preliminary plat
submitted by a different engineering firm.
3. A traffic study was submitted and reviewed for the original
preliminary plat. Staff accepts the results of the original.
traffic study for the revised site plan, based on the similari-
ties between the original and revised preliminary plat. The
the results of this study are incorporated within this report.
4. GENERAL INFORMATION:

Overland Road is improved with 24-feet of paving. Overland
Road is listed on the Five Year Work Program but is unfunded.

5. The site is bordered on the southwest by Rim View Subdivision,
Raven Hill Subdivision, and Los Alamitos Subdivision and on
the south by the proposed Highland Ranch Subdivision.
6. Four acres of this site are proposed for a portion of a
school/park site. The remainder of the school/park site will
be coordinated with neighboring developments (Los Alamitos and
Highland Ranch).
7. A residential collector standard road (Red Cloud Avenue) is
proposed between Overland Road and the school site. Staff
recommends that Red Cloud Avenue be a 37-foot back-to-back
street section from Overland Road to the south boundary (Los
Alamitos Subdivision) with parking restricted and bike lanes.
Staff sees a need for traffic calming devices on Red Cloud
Avenue since it is one-half mile in length, having a fairly
straight alignment and no front-on housing. Staff recommends
the installation of conversation corners (chokers) at
Blackfoot Street, White/Brown Bear Court, and Wasatch
Street/Court to deter vehicles traveling at high speeds.
8. Two public road connections off of Overland Road are proposed.
9. Staff recommends that center turn lanes be constructed on
Overland Road at Red Cloud Avenue and 5mokey Hill Street and a
deceleration lane on Overland Road at Red Cloud Avenue.
10. Staff supports the proposed stub street to the west property
line from War Hawk Street into Raven Hill Subdivision, located
approximately 107-feet south of the southeast boundary of Rim
Acres Subdivision (as measured to right-of-way line).
11. Staff supports the proposed stub street to the west boundary,
north of Rim View Subdivision at Helena Street.
12. Staff supports the two proposed stub streets on the east bound-
ary at Chicksaw Street and Shelby Street.
13. A passive neighborhood park is proposed. Parking will not be
allowed along the park's boundary.

14. The ACHD Capital Improvement Plan indicates that Overland Road
is approved for use of Road Impact Fee funds to increase its
capacity; therefore, Road Impact Fee offsets may be given for
construction of the roadway improvements (excluding sidewalk).
along Overland Road and for right-of-way dedication in addi-
tion to what exists now. If the developer wishes to be paid
for the additional right-of-way, he/she must submit an applica-
tion to the impact fee administrator prior to breaking ground,
in accordance with Section 15 of ACHD Ordinance #188.
15. This application is not yet scheduled for a re-hearing by the
Meridian Planning & Zoning Commission.
SITE SPECIFIC RE UIREMENTS:
1. The street layout submitted on the preliminary plat date
stamped September 26, 1994, shall be used, except as provided
below.
2. Dedicate 45-feet of right-of-way from the centerline of Over-
land Road abutting parcel (20 additional feet). The owner
will be compensated for this additional right-of-way from
available impact fee revenues in this benefit zone.
3. Construct 5-foot sidewalk on Overland Road abutting parcel.
4. Construct center turn lanes on Overland Road at the intersec-
tions of Red Cloud Avenue and Smokey Hill Way. Coordinate
with District staff.
5. Construct a deceleration lane on Overland Road at Red Cloud
Avenue that is 100-feet in length and tapers to 12-feet in
width.
6. Dedicate and construct Red Cloud Avenue to the following pro-
portional minimum dimensions:
- 37-foot back-to-back street section
- 60-feet of right-of-way
- 5-foot sidewalks
- parking restricted on both sides
- striped with 13-foot travel lanes, which will result in
4.5-foot bike lanes
- at Overland Road, 20-feet wide face-to-face on the west
side of the landscaped island and 24-feet wide face-to-
face on the east side
- conversation corners (chokers) at Blackfoot Street,
White/Brown Bear Court, and Wasatch Street/Court. All
four corners of the intersection shall be included in the
design to be reviewed and approved by District staff.

SUMMARY OF FINDINGS
Sun Dance Subdivision Traffic Studv

1. Sun Dance Subdivision is a single family residential development
containing 300 residential lots and an elementary school site. The
property is situated on the south side of Overland Road between Eagle
Road and South Locust Grove Road.
2. The current APA traffic model projects a relatively low traffic growth for
this area through the next decade. Those projections did not anticipate
the extension of municipal sewer and the medical facility complex now
planned for the Eagle Interchange. In light of these recent developments,
a more aggressive growth scenario was employed to analyze the future
traffic for this study.
3. The internal street system will include both local and residential collector
class streets. A spine type collector road will extend from Overland to the
school site with local traffic feeding from side streets.
4. Traffic volumes will reach 3000 vpd on Red Cloud Way and will be less
than 500 vpd on all other residential streets.

5. Overland Road is a substandard two lane minor arterial. In order to
accommodate the site traffic volumes and anticipated area growth, a
median turn lane should be constructed at the subdivision entrances.
6. Overland Road is included in the ACRD Capital Improvements Plan
(CIPP-999) and is eligible for the use of impact fee funds.
7. Sun Dance Subdivision will generate approximately $270,000 in highway
impact fee funds at full buildout based on the current rate schedule for the
Meridian area. (Note: The site is now located in the "Far Rural" zone
district, but should be included in the Meridian Assessment zone upon
annexation. )

PROPOSED DEVELOPMENT
Study Objectives
The purpose of this study is to assess the traffic impacts resulting from the
development of Sun Dance Subdivision and evaluate'the capacity of the road system to
accommodate the site-generated traffic.
On-Site Development
Sun Dance Subdivision is a proposed 90 acre residential subdivision consisting
of 300 residential lots and elementary school site to be developed on the south side of
Overland Road between Eagle Road and South Locust Grove Road.
Illustrated in Figure 1 is a map showing the location of the projects and general
vicinity of the area.
G.L. Voigt Construction has submitted a preliminary plat application to Ada
County and the City of Meridian. This report will provide an analysis of traffic impacts
related to the development of the Sun Dance Subdivision to assist decision-making
agencies with their review of the application.

Development and Growth
The subject property is located in the Meridian Planning Area of Ada County.
Until recently the land has been used for agricultural production. Now the area is in a
transitional stage, and land use is changing to medium density single family residential.
Development around the Eagle Road-I 84 interchange has been constrained by the
lack of municipal sewer service. With the extension of the sewer main that is now
proposed to serve the St. Luke's project, development of the area is expected to
progress. The Meridian Comprehensive Plan recommends a mixed use
(commercial/office/industrial) type of land use along the Overland Road corridor and a
single family residential use south of Overland Road.

It was assumed in these growth projections that very little development would
occur in the study area between 1990 and 2000. Only TAZ 287, which includes
Meridian Greens and Sportsman Pointe, was expected to develop. The data further
implies that a small employment expansion was envisioned for the study area during
that period. With the extension of municipal sewer and the commercial activities at the
interchange a more intensive short term growth rate should now be anticipated.
In the long term (2000 to 2015) the residential projections for TAZ 285 and 287
seem appropriate. However, a buildout of TAZ 286 and a much higher employment

base should be considered for TAZ 284 and the adjacent zones surrounding the Eagle
interchange.
For the purpose of this traffic study, the following growth assumptions were
used:
1. By the year 2000, Traffic Zone 286 will develop to include the Sun Dance
Subdivision (300 lots) plus an additional 400 lots in the proposed
Highlands Ranch and Los Alamitos subdivisions south of Sun Dance.
2. By the year 2015, TAZ 286 south of Overland Road will build out with a
total of 1400 residential units. All other TAZ's will develop according to
APA projections.
3. TAZ 286 north of Overland Road and TAZ 284 will develop with office and
industrial uses. An employment base of 500 workers was assumed for
these zones.
4. Background traffic will increase at a 5% annual rate between 1995 and
2000 and at a 2% annual rate between 2000 and 2105, in addition to the
assumed buildout of the study area listed above.

PROJECTED TRAFFIC
Existing Traffic and Circulation
Overland Road is a substandard minor arterial distributing distributing area
traffic to the principal arterials at Eagle Road and Meridian Road. It is currently a two
lane road with a 28 ft. paved surface. The posted speed limit is 50 mph. The adjacent
segment of Overland Road is not included in the APA 2010 Transportation Plan, but is
included in the ACHD Capital Improvement Plan as a future candidate for widening.
South Eagle Road is a standard minor arterial south of Overland Road with a

posted speed limit of 50 mph. Eagle Road is not programmed for widening in any of
the system improvement plans.
The Overland/Eagle Road intersection has atwo-phase actuated signal and is
improved with 5 lanes on the north approach and 3 lanes on all other approaches.
In 1991 and 1992 traffic counts were made by ACRD staff and supplemented by
recent peak hour counts taken by Dobie Engineering, Inc. Figures 2 and 3 contain
recent peak hour turning movement counts for the Eagle/Overland intersection.
Existing traffic volumes on the area roads are presented in Table 2.

which were previously discussed, higher traffic volumes appear likely. Presented in
Table 6 is a recalculation of the arterial traffic with the volumes adjusted to reflect the
most current assumptions for residential growth and employment in the local study
area.

Trip Distribution
The subject property is located south of I-84 in the Meridian Planning Area, and
the majority of the primary attractions (school, shopping, employment) are located to
the north and east. Similarly, access to the Boise metropolitan area and access to
Interstate Highway 84 are to the east. This geographic setting would suggest that PM
trips would arrive from the east to access residential dwellings from the project
entrances on Overland Road.

the available turning movements at the Sun Dance Subdivision entrance. The

Future trips resulting from development of the Sun Dance Subdivision were
estimated and allocated to the local streets. Shown in Figure 4 are the probable daily
traffic volumes on the Sun Dance streets at full buildout of the project. Figures 5 and 6,
which follow, illustrate the turning movements at the Red Cloud Way and Apache Way
intersections with Overland Road for the Peak Hour periods in the years 2000 and
2015.
