Smith: I think probably I better talk with the Highway District and see what they have in mind. Giesler: Do we have a time on that fence that that will be worked out? Clerk Niemann: I think we can make them bond it before we sign the plat. Tealy: I don't see any problem with the fence on the north boundary at all. The Motion was made by Corrie and seconded by Yerrington to approve the final plat for Maws Addition #2 with conditions being met by the Engineer's comments concerning the right of way of Locust Grove Road also bond for fence be provided if the fence is not completed. Motion Carried: All Yea: ITEM #4; FINAL PLAT: PARKWOOD MEADOWS SUBDIVISION #2: Dan Torfin, representing the developer. This is the second phase of the Parkwood Meadows Subdivision and it contains 24 lots and is in compliance with all conditions of the preliminary plat approval. Currently working with the City Engineer to get our construction plans approved and start construction within the next month. We have read the Engineer's comments and will comply. The Motion was made by Giesler and seconded by Yerrington to approve the final plat with stipulation that requirements be approved from the City Engineer. Hunemiller: I have not. Cowie: Item #7 of Engineer's comments concerning house size, you wouldn't have a problem with this would you? Clerk Niemann: That's the way it is designated on the plat. Giesler: Gary has all the irrigation run-off problems out there been taken care of with the neighbors? Eng. Smith: I've been in contact with Mr. Hunemiller and he has posted a bond us to see that that work does get done. He has full intentions of completing the work your speaking of. We are requesting permission to have a temporary sales office an site in the development until which time we complete our first home. We then would be using the garage area for the temporary sales office, we estimate that to be no later than September 1st. Construction schedule is showing that we will be considerable sooner than that but not knowing what may come up with construction we wanted to give ourselves a little more lead time there. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask your support for a development fee statute on new home construction. We ask your support for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. If this support is lacking then we ask that additional residential development be denied. Residents of the new subdivision cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. We ask that you assure the developer will provide walkways, bike paths and safe pedestrian access. Owners of the property need to sign the'%back page of the plat. The acknowledgement of their signatures also needs to be signed. 2. Supply a Setter with a statemen of conformance with the approved preliminary plat and meeting all'the conditions and requirement's thereof. 3. Engineer/Surveyor Johnson -needs to stamp and sign the back page of the plat.: 4. Add'the City and State under the name of the land surveyors business name. 5. Add to the following notes on page 1 of 2: #2 - fill in recording information at the time of recording. #5 - , or as allowed by conditional use. #8 - Maintenance of any irrigation or drainage pipe or ditch crossing a lot is the responsibility of the lot owners unless such responsibility is assumed by an irrigation/drainage district. 6. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask your support for a development fee statute on new home construction. We ask your support for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. If this support is lacking then we ask that additional residential development be denied. Residents of the new subdivision cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. We ask that you assure the developer will provide walkways, bike paths and safe pedestrian access.
