Independent Contractor Services Agreement with Pipeline Inspection Services for the FY2010 Manhole Retrofits Project for a Not -to -Exceed Amount of $150,000.00 Description: The continuation of the manhole retrofit project will eliminate at least 140,000 additional gallons per day of groundwater infiltration, raise an additional 54 manholes to proper grade and repair an additional 12 manholes that are damaged or deteriorating. A Similar Agreement for Motor Vehicle Registration Records Was Approved on the 11/17/09 Consent Agenda; ITD Requires the City To Sign Before They Execute The Agreement. Presentation on Master Street Map and Transportation and Land Use Integration Plan (TLIP) Coordination with the Ada County Highway District (ACHD) Update; discuss draft Master Street Map and implementation strategy. Description: Joint presentation by city and ACHD staff on the draft Master Street Map and procedural documents for implementing this phase of TLIP. Over the past several months, City and ACHD staffs have been working on composing a master street plan for the arterial roadways in the City. During this workshop, staff will present the draft typologies for the street system in Meridian and our Area of Impact. Staff will run through the Map and discuss how agency staffs may be implementing the plan. We want to also discuss an adoption strategy. Server Training Ordinance Update Description: At the October City Council workshop, Bill Nary presented a draft ordinance requiring alcohol servers in the City to be certified in safely serving alcohol, as well as a draft MPD administrative policy enumerating acceptable training providers, and a draft resolution effectuating the policy. Following Council's discussion, Mr. Nary was directed to meet with Susan Stertz, a training provider who was present at the meeting and had comments and suggestions regarding the draft ordinance. Mr. Nary and staff did meet with Ms. Stertz, and this updated draft incorporates her suggested improvements, as well as staff's fine-tuning. Bill Nary 10 minutes C. Parks Department 1. Administrative Policy: Metal Detecting in Parks Description: This report is a follow up to the discussion with City Council at October workshop regarding the MPR Department's approach to metal detecting in City parks and facilities. Per the MPR Commission's recommendation at their November 18 meeting, the suggested approach, as revised pursuant to Council direction, is to regulate metal detecting not by a permitting process but via administrative rules of the MPR director that would be formalized by Council resolution. Summary Staff Report of ACHD 2011-2015 Draft A of Five Year Work Plan Description: ACHD recently released Draft A of the Five Year Work Plan (FYWP) for FY11-15 for agency review. Last year the City submitted some comments to ACHD on Draft A. During this workshop, city staff will once again summarize Draft A and highlight the programming status of "priority" projects in Meridian. Staff will be available during the workshop to also take notes on any comments you would like forwarded on to ACHD Staff regarding Draft A. Caleb Hood 20 minutes 2. Overland Road Design - Median and Access Discussion with Staff and Property Owners Description: In 2007 the City adopted the Ten Mile Interchange Specific Area Plan. The Plan defines Overland Road, between Ten Mile and Linder, as a 4 - lane parkway with landscaped medians and limited access points. The concept of medians on this segment of Overland Road has been part of the South Ridge Subdivision plans since 2007. The City approved the Southridge project with the median concept. However, ACHD Commission action on the preliminary plat of South Ridge deferred action so that ACHD Staff and the property owners could work out median locations. ACHD is preparing to finalize the design for Phase II of Overland Road, Ten Mile to Linder with plans to construct the northern travel lane and associated improvements (center medians, curb, gutter, sidewalk, etc.) in 2011. The ACHD Commission has scheduled a public hearing for December 16th and invited property owners in this section of roadway whose driveway access will be impacted by this roadway project. While creating the Ten Mile Plan, medians were discussed, but the affected Overland property did not comment to the Council on median design and location. Staff believes that it is appropriate to give the property owners an opportunity to talk with the City Council about the plan to limit access on Overland Road using medians. City Staff recently met with some of the property owners in the area of this roadway project. Staff has compiled a pros and cons list to help portray some of the goals of the Ten Mile Plan and the property owners concerns. Staff has invited the property owners to the workshop, and we would ask that Mayor and Council allow them the opportunity to testify. Anna Canning 20 minutes 3.
