This letter is for your information, hoping that through it a potential "problem" can be avoided.
Information has been received from Meridian City Hall regarding a "rumor" that you intend to
convert the lot (Lot 7, Block 1, Doris Subdivision) east of the Idaho Athletic Club into an off-
street parking facility for the club.
This letter is just a reminder that if the "rumor" is true, approval from Ada County through a
Trak and Development Plan must be obtained.
Please contact Nathan Crane of this office as to your intentions; Nathan can answer any
questions you may have as well as forward the necessary applications, again if the information
is true.

It was discovered Tuesday, Oct 1, that new stormwater disposal facilities (seepage
bed) was being constructed in the parking lot directly east of the Idaho Athletic Club.
Tim E. shut them down and told them he thought they needed plans to be doing that
and that they needed to contact Bruce F. or me.
David Bailey of Pinnacle Engineers submitted calculations yesterday morning. I also
spoke with him on the phone. The calcs did not include a site plan. The open hole is
30'x70'x4'. Groundwater is 4' below grade. They excavated 6' deep and have already
placed 2' of sand in the hole.
Bruce and I spoke with Gary S. yesterday afternoon. We discovered that the lot had
not been annexed into the City. Bruce called the County to find out what their
requirements are. Gary told me to tell Pinnacle that they have to meet our
conditions or they can submit to the County. Gary wants to get the process going
because there is an open 30x70 hole open in that parking lot. After speaking with
Gary, the conditions that must be met are: 1) at
least one foot of separation between the drain

rock and the groundwater must be maintained by
adding sand, 2) must submit site plan showing Brad Watson, E.I.T.
water mains in Fairview Ave and 3) can leave DB- Assistant city Engineer

Dear Ms. Stiles,
Enclosed is a copy of the Parking & Landscaping Plan that is dated August 299
1994 and was submitted to your office on August 31, 1994.
Also enclosed is a copy of the approval letter from ACHD which allows the
landscaping to be planted in their right-of-way.
This plan shows the (2) additional trees and (4) additional shrubs that you and
I discussed.
This plan also shows the revised parking calculations that we also discussed.
These calculations show that the existing on-site parking is adequate to
support the proposed 5,000 sf addition above the swimming pool. The existing
parking area to east of the Idaho Athletic Club property will continue to be
used for overflow parking. The Idaho Athletic Club also owns this property.
You have indicated approval of this plan, but we have not received a written
approval at this time.

attached). The letter indicated compliance was required no later than July 1, 1994. To date,

intention of making these improvements. These improvements are necessary regardless of any
intent on your part to expand your facility. No action on building plans to be submitted will be

Thank you for meeting with me last Thursday to review your
site development and compliance with City Ordinance requirements.
Here is a summary of the Ordinance provisions pertaining to
improvements at the Idaho Athletic Club.
Landscaping • Landscaping is required for all off-street
parking areas in commercial developments. Underground sprinkling
systems are required to maintain screening, planting strips and
other landscaping. At least 1 tree of not less than 3 inches in
diameter size class shall be provided for every 1,500 square feet
of pavement area.
Screening: Construct a screen fence at least 6 feet high but
no more than 8 feet high along the north property line which abuts
your residential neighbors.
Trash Enclosure: Construct a trash enclosure which
effectively screens the debris and trash receptacle from abutting
residential neighbors. This enclosure may be incorporated into the
screening fence.
Windows: Our Ordinance does not specifically address second
story windows and screening requirements so I can not site actual
standards for your use. The City Council appreciates any
satisfactory method you can use to effectively screen the view from
the second story windows into the residential properties below.
Your architect has contacted the City and he has mentioned
installing immoveable shades as a solution to this screen problem.
After these window modifications have been made, please invite your
residential neighbors to observe and verify their screening effect.

The City Council fully understands the dilemma these (after
project) improvements present to the Idaho Athletic Club. Because
the windows and trash screening are major neighborhood concerns,
please have these improvements completed within thirty days (30) of
this letter. Because the fencing and landscaping improvements
involve major reconstruction, please have these improvements
completed no later than July 1, 1994.
We sincerely appreciate your willingness to work with the City
in ordinance compliance. Please call me at 888-4433 if I can help
