A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
MERIDIAN TO PROVIDE FOR FINDINGS AND TO ESTABLISH A STANDARD
SPECIFICATIONS & DRAWINGS 2002 MANUAL FOR THE PUBLIC WORKS
DEPARTMENT FOR THE CITY OF MERIDIAN; PROVIDING FOR THE
FOLLOWING: GENERAL - DEFINITIONS, TRENCH EXCA VA TION, BACKFILL
AND SURFACE REPAIR, WATER LINE CONSTRUCTION, SEWER LINE
CONSTRUCTION, SEWAGE LIFT STATION CONSTRUCTION, RESERVED FOR
FUTURE USE, STANDARD DETAIL DRAWINGS, PRESSURIZED IRRIGATION AND
STORMW A TER DRAINAGE; AND PROVIDING AN EFFECTIVE DA TK
WHEREAS, the Mayor and Council have the authority [pursuant to lC § 50-
302] to establish resolutions not inconsistent with the laws of the state ofIdaho as may be
expedient, in addition to the special powers therein granted, to maintain the peace, good
government and welfare of the corporation and its trade, commerce and industry; and
WHEREAS, the Mayor and Council have deemed it expedient and in the best
interests of the City of Meridian to establish a Standard Specifications & Drawings 2002 Manual
for the Public Works Department for the City of Meridian so that there will be a guideline for all
infTastructure construction within the City of Meridian or within the jurisdiction of the City of
Meridian, and such construction shall be in accordance with the Standard Specifications &
Drawings 2002 Manual, the approved Construction Plans, all applicable State, Federal, County
and local district regulations and Specifications, and in compliance with the City of Meridian
Subdivision Ordinance.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF MERIDIAN, IDAHO as follows:
SECTION 1. Pursuant to Idaho Code §50-301 et seq., the Mayor and City Council
hereby adopt the City of Meridian Standard Specifications & Drawings 2002 Manual for the
Public Works Department for the City of Meridian, a copy of which is attached hereto and by
this reference incorporated herein. A copy of this Resolution and the attached City of Meridian
Standard Specifications & Drawings 2002 Manual shall be held on file in the office of the City
Clerk.

Proposed Agenda Item for September 17 City Council Meeting
The Public Works Department respectfully requests that the following item be placed on the
September 17 City Council agenda, on the Consent Agenda, for Council's consideration:
1)
AGREEMENT FOR ROADWAY CONSTRUCTION / SEWER & WATER LINE
IMPROVEMENTS OVERLAND ROAD. East of Meridian Road to east of Eaale Road
ACHD PROJECT NO. 502005. This agreement is identical to the one the City
entered into with ACHD on the Locust Grove, Fairview to Ustick, road re-build project
in 2001. We have an agreement with Civil Survey Consultants to complete the
design of all remaining water and sewer mains, services stubs within the limits of the
road re-build project. Those plans are 95% complete and will undergo final Public
Works review this week. An unsigned copy of the agreerñe"nt is attached. The bid
date for this project is currently October 23.
Recommended Council Action: Approve the AGREEMENT FOR ROADWAY
CONSTRUCTION I SEWER & WATER UNE IMPROVEMENTS OVERLAND
ROAD. East of Meridian Road to east of Eaale Road ACHD PROJECT NO.
502005 with Ada County Highway District and authorize the Mayor to sign and
City Clerk to attest.
South Slough Sewer - Re-ApprovaJ of Easement, Dixie Roberts. This easement was
brought to Council on August 6, 2002 and approved on the consent agenda. My
memo accompanying this easement indicated there was no compensation
associated with granting the permanent and temporary construction easements. That
was incorrect. The negotiation of the easement included payment of $5,233.00 in
accordance with the appraised value. A copy of my May 23, 2002 letter to Ms.
Roberts and a copy of the appraisal summary in attached.

Recommended Council Action: Approve payment of $5,233.00 to Dixie
Roberts for the pennanent and temporary construction sewer easements
accepted August 6, 2002.
Resolution : 2002 Public Works Standard Sœcifications & Drawinas. This
resolution fonnally adopts the updated Public Works Department Specifications and
Drawings for water, sewer, pressurized irrigation and slolm water facility construction.
These were last updated in 1996. Draft documents were sent to a handful of
engineers, contractors and DEQ over a year ago. Although Public Works staff met
with DEQ to discuss the proposed standards, no Wlitlen comments have ever been
received from them nor the engineers and contractors.
This update is the culmination of countless hours of review, editing, drawing revision
and discussions on the part of Water, Wastewater and Public Works staff over the
last two years. The document has been Wlitten to address repetitive questions from
designers and contractors and modemize the requirements. A copy of the proposed
document is being forwarded to you (quiz in week!).
I would like you to know as well that our volunteer, Bob Reid, has expended a
tremendous amount of effort on this project. He is responsible for the
grammar checks, readable formatting and always asking the question, "what
does this really mean?" and "what are you trying to say here, Brad?" We
thank him for his efforts.
