I am writing this letter in response to your request for a letter
of compliance regarding Candlelight Subdivision No. 2.
To answer the questions in numerical order as stated on the
application:
1. All of the streets, curbs, gutters and sidewalks will be
constructed to standards as required by Ada County
Highway District and Meridian Ordinance. The sidewalks
are designed to be 5 feet in width.
2. The use of the development is in conformance with the
City of Meridian's comprehensive plan.
3. The development will connect to the city's services.
4. The development will comply with City ordinances.
5. The preliminary plat did include all appropriate
easements.
6. The street names shall not conflict with the City grid
systems.

Re: Candlelight Subdivision #2
Dear Councilmen:
I have reviewed the application for Candlelight Subdivision #2.
This planned development will accelerate the need for Joint
School District No. 2 to construct additional classrooms and/or
to adjust school attendance boundaries. Meridian Schools do not
have excess capacity. Nearly every school in the district is
beyond capacity.
The Meridian School District supports economic growth for Idaho
and specifically the district's area, but such growth produces a
need for additional school construction. We ask your support for
a development fee statute on new home construction or a real
estate transfer fee to help offset the costs of building
additional school facilities. If this support is lacking then we
ask that additional residential development be denied.
Residents of the new subdivision cannot be assured of attending
the neighborhood school as it may be necessary to bus students to
available classrooms across the district.
We ask that you assure the developer will provide walkways, bike
paths and safe pedestrian access.

I have reviewed this submittal and present the following comments
for your information and/or consideration as conditions of the
applicant during your decision making process:
1. This plat conforms to the previously approved preliminary
plat.
2. Sheet No. 2 of the plat needs to be submitted for review.
3. Street names need to be shown in accordance with the Ada
County Street Name Committee review.
4. The east and south subdivision boundary distances and tie
distances need to be amended.
5. Witness corners need to be shown on the plat as called out
in the legend.
6. The distance of Line 1 should be 30.00 feet as recorded on
the No. 1 plat.
7. Call out the "North Boundary Line of United States Nine Mile
Drain Easement."
8. What is the significance of Note No. 7 and No. 9?
9. Add the following to note No. 10... or the United States
Nine Mile Drain easement."
10. Show the 1/4 section distance of 2695.06 feet from the
section corner to the 1/4 corner.

Subject: Review of Candlelight Subdivision Preliminary Plat (Zoning Review)
Dear Sir/Madam:
To fully inform and prevent problems for future homeowners, we repeat our 1992
request that the plat be clearly labeled, "United States' Nine Mile Drain
Easement" along that facility.
We additionally request plat note 11 be amended to read, "No buildings, fences
trees or shrubs shall be allowed within the noted ACRD storm drain easement or
the United States' Nine Mile Drain easement."
We request final plat approval be withheld until these items are taken care
of. This project can then make an orderly addition to your community.
