Description: The Phase 1 Site Plan incorporates the use of the existing building on site, no additions to-the building. The existing building is currently serviced by an existing septic system for sewer and private well for domestic water. As a condition of the annexation these services are planned to be converted to city services. The new services for sewer, domestic water, and fire sprinklers will be completed in accordance with Public Works requirements and standard details. The existing septic system will be abandoned according to Central District Health requirements and the existing well will be converted to landscape irrigation use. The property is assessed with surface water rights for irrigation by the Nampa-Meridian Irrigation District; however they cannot provide the needed 24hr service for pressure irrigation. All private improvements (i.e. sidewalk, parking area, drainage facilities, etc.) should terminate at or before the new right-of-way. 11. Please clarify; is the existing fence adjacent to E. Victory Road going to be removed or relocated? 13. Show the asphalt cut line, minimum 2-foot, for the pavement match on E. Pienza Street. 14. Provide centerline survey control with ties to known government or local monuments. Show centerline stationing. Note: The sidewalk on E. Per MUTCD Provisions Section 6D.02;. barricade must include a kick plate at the base of the sign to provide cane detection. 18. Provide signage at the terminus of E. Pienza Street identifying the termination of ACHD right-of-way and/or the entrance to private property. 19. Please clarify; is any of the existing gravity irrigation going to be affected by the right-of-way improvements? There is concern because the plan shows an irrigation box on the north side of E. Victory Road, at the intersection of S. Mesa Way, and no additional detail is provided. SPECIAL NOTICES and REMINDERS 20. Per Idaho state statute 55-1904, surveyors are required to file a record of survey within 90-days of performing a survey that changes a boundary line or corner. The professional land surveyor shall acknowledge understanding of this requirement for legal descriptions submitted to ACHD. 21. Due to the number of comments received, new comments may become apparent on future reviews. 22. Submit one coov of the revised civil plans to ACHD for review. Once approved, the District will require 1 ea 11x17 and 1 ea 22x34 copy of the final stamped plans. Standard Requirements: 1. Any request for variance of District policy must be made in writing and reference the appropriate section(s) of the ACHD Policy Manual or ISPWC. To be valid, the District must approve the variance request in writing 2. Any private sewer, water or other non PUC regulated utilities must be located outside of the right-of- way. 3. Any existing irrigation facilities shall be relocated outside of the right-of-way. 4. All utility relocation costs associated with improving street frontages abutting the site shall be borne. by the developer. 5. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the construction of the proposed development. Contact Construction Services at 387-6280 (with file number) for details. 6. Construct all utility cuts and street repairs per SD-301 and SD-303. A traffic control plan will also be necessary for any utility cut. Submit all traffic control plans to the District's Construction Services Division for review and approval. It is strongly recommended that the number of utility cuts within a street be reduced to the fewest possible. 7. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by the District. All design and construction shall be in accordance with the Ada County Highway District Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Ordinances unless specifically waived herein. An engineer registered in the State of Idaho shall prepare and certify all improvement plans. 9. The applicant shall submit revised plans for staff approval, prior to issuance of building permit (or other required permits), which incorporates any required design changes. 10. Construction, use and property development shall be in conformance with all applicable requirements of the Ada County Highway District prior to District approval for occupancy. 11. Payment of applicable road impact fees is required prior to building construction in accordance with Ordinance #202, also known as Ada County Highway District Road Impact Fee Ordinance. 12. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant shall be required to call DIGLINE (1-800-342-1585) at least two full business days prior to breaking ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-6190 in the event any ACHD conduits (spare or filled) are compromised during any phase of construction. 13. No change in the terms and conditions of the approval shall be valid unless they are in writing and signed by the applicant or the applicant's authorized representative. and an authorized representative of the Ada County Highway District. The burden shall be upon the applicant to obtain written confirmation of any change from the Ada County Highway District. 14. Any change by the applicant in the planned use of the property which is the subject of this development, shall require the applicant to comply with all rules, regulations, ordinances, plans, or other regulatory and legal restrictions in force at the time the applicant or its successors in interest advises the Highway District of its intent to change the planned use of the subject property unless a waiver/variance of said requirements or other legal relief is granted pursuant to the law in effect at the time the change in use is sought. Watters on 9/4/09) - Stone veneer wainscot s/b installed around the bottom portion of the structure - Install & paint belt course at the top of the wainscot around the bottom portion of the structure - Re-paint existing doors & frames - Metal awning to match root has not been installed on north end of building - Remove boarding & re-paint existing basement windows - (3) windows are missing on the east side of the building that are shown on the plan - Repair & re-paint existing stucco (if it hasn't already been done] - Paint existing concrete stairs on south end of building (if it hasn't already been done) Landscaping: (Per the plan dated 8/17/09, Sheet CZC3, stamped approved by S. Pienza Street Let me just preface that we don't know for certain until it is actually designed. With that in mind and going off of what was originally required when the land was rezoned in 2008, that report indicated sidewalk to 6e built no closer than 41-feet from centerline. Estimating a 5-foot buffer between face of curb to sidewalk you would be looking at curbing approximately 36-feet from centerline. Again this is all dependent on what actually transpires with the design.
