Dear Commissioners:
I have just reviewed the plans for Waterbury Subdivision No.
1. This planned development will accelerate the need for Joint
School District No. 2 to construct additional classrooms and/or
to adjust school attendance boundaries. Meridian Schools do not
have excess capacity. Nearly every school in the district is
beyond capacity. I would like to meet with the developers of
that area to select an acceptable Elementary School Site.
The Meridian School District supports economic growth for Idaho
and specifically the district's area, but such growth produces a
need for additional school construction. We ask that planning
for a development fee statute on new home construction or a real
estate transfer fee to help offset the costs of building
additional school facilities. We required from developers and
other interests seeking planning and zoning approval for
residential projects. If this support is lacking then we ask
that additional residential development be denied.
School bus service may be restricted if adequate turnarounds and
loading areas are riot provided.
Residents cannot be assured of attending the neighborhood school
as it may be necessary to bus students to available classrooms
across the district.
We ask that you assure the developer will provide walkways, bike
paths and safe pedestrian access.

I have reviewed this final plat submittal in accordance with the
applicable Meridian City Ordinances and policies and have the
following comments:
1. Add a note to the plat front stating "The owner of each lot,
across which passes an irrigation/drainage ditch or pipe, is
responsible for the maintenance thereof unless such
responsibility has been assumed by an irrigation/drainage
district."
2. Show the length of Lot 1 - Block 1, Lot 1 - Block 2, Lot 1 -
Block 3 paralleling Meridian Road right of way.
3. Show the east lot line dimension for Lot 25 - Block 2.
4. The center line of Meridian Road is S feet west of the
section line. The policy of the Meridian Transportation
Committee is for developers to provide for a future section
line road right of way width of 40 feet from center line.
Therefore, provide a 10 foot wide "Future Road Right of Way"
easement adjacent .to your east subdivision boundary.
5. What is the status of the ACRD storm drain retention pond
shown in the northeast corner of your preliminary plat?
6. What is the private park shown north of your northeast
.subdivision corner?
7. Does the area platted over the South Slough need to have a
lot number?
8. Provide a street name for the short length of street between
W. Woodbury Drive and W. Waterbury Drive.
9. Increase letter size of the W. Waterbury Drive Street name
shown on the stub length at the subdivisions wes t boundary.
10. Circle block numbers as shown in the legend.
il. The entrance island area shown as Lot 1 - Block 4 should be
Lot 1 - Block 6.
i2. Will there be common area along the south bank of the South
Slough?
13. Remove the small north arrow shown below the scale
designation.
14. Make spelling corrections in line 2 of the "Irrigation
Rights" note.
15. On sheet 2, the next to the last bearing i n the legal
