The open ditch along the property to the south. Hunemiller: I'm open with adjoining neighbors on that. I believe I signed a deal with the City that whatever it took at the time if we can get together with adjoining property owners that we would. Kingsford: Any other questions for_ Russ? No response. Any questions far the staff? Giesler: Gary you had some questions, have these been resolved? Eng. Smith: I haven't heard from their engineer yet. One of my biggest concerns was the easement width of the sanitary sewer crossing that lot, whether or not there's enough room there to accommodate the sewer easement plus the house setbacks and so forth. Hunemiller: I think the width is 20. Kingsford: You'll guarantee that you will put that in the middle of the easement? Hunemiller: I guess so. It's already there, so I guess what it is it is. The Motion was made by Tolsma and seconded by Yerrington to approve the Final Plat on Sunburst Subdivision #3, with the consideration of the Engineer's request for the sewer easement on Lot 18, Black 1. Giesler: I'd like to have all these comments in that motion. The motion was withdrawn by Tolsma and the second was withdrawn by Yerrington. The new motion was made by Tolsma and seconded by Yerrington to approve the Final Plat on Sunburst Sub. #3 conditioned upon the City Engineer's recommendations being meant. Basically Tract #2 is 44 lots, we are just continuing E. Meadowgrass, a Collector further west and those other streets coming off. We are also making a paved walk path into Chief Joseph Elementary School. We did move the original well lot, your engineer felt that it was a better location to serve the City's needs. Corrie: Gary had a comment on Lot 14, Block 4, minimum was 70 ft. and I believe it was 69.34. Max Boesiger: That catches me by surprise. If that's the case I would think something that small we can fix. The Motion was made by Corrie and seconded by Tolsma to approve the final plat on One Subdivision #3 with the adjustment of lot line of Lot 14, Block 4. The site plan far Phase I shows how the 44 units will tie in with what we call Phases II and III. At your March 17th meeting you approved the rezone that was requested for the three acres that comprises Phase I and also approved a conditional use permit far a forty unit project. We came back to you with a forty four unit project, which is an increase in the density of the development on the ordet^ of 10% and 1 submit to you there has been no reduction in quality of construction or amenities. This project will earn rents up to 5530.00 a month and up by anybody's definition I think it's fair to describe it as an upscale, first class apartment project. Gave brief history on owner's history. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. We require support for these revenue sources from developers and other interests seeking planning and zoning approval for residential projects. If this support is lacking then we ask that additional residential development be denied. School bus service may be restricted if adequate turnarounds and loading areas are not provided. Residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. We ask that you assure the developer will provide walkways, bike paths and safe pedestrian access.
