Thank you for your timely review of our plans. The following is in response to questions raised by the Fue
Marshall, City Engineer and CSI:
Meridian Fire Marshall:
1. Address numbers, 1130, will be located above the entrance door (vinyl plastic, stick-on
numbers).
2. Afire extinguisher is centrally located on the Moor plan and is within 75' of all pazts of the
building.
3. Fire hydrant is not by any on-site pazking.
4. All exit signs and emergency lighting will be installed.
5. Sprinkler system is being installed.
6. No alarm system is being installed.
Meridian Cily Engineer:
1. We have transmitted to our civil engineer, Dean Briggs of Briggs Engineering, your request
for drainage calculations. His office will provide these to you.
2. The Contractor could only locate one stubbed 4" sewer line on Lot 1.
3. There will be a sepazate metered line for the sprinkler.
CSI P-ancheck:
1. Additional dimension clarifications are being made which verify compliance with the ADA.
The stripping at the Handicap pazking will be revised to show an accessible walkway between
the 2 handicapped stalls. Mounting locations for all accessible fixtures will also be shown.
2. The following handicapped signage will also be added:

a. (2) handicap symbol signs on posts for pazking stalls. Signs to be mounted at 50".
An additional sign stating "Van Accessible" will be added below the accessibility
signage.
b. An international symbol of accessibility will be located at the front entrance and a
directional symbol of accessibility will be located at the back door.
c. The symbol of accessibility and "Restroom" signs will be located on both accessible
restrooms.
3. There is no piped-in gases being used in the clinir_. The Owner will provide a list of any
cylinder gases being used. (oxygen)
4. The Kalwall skylight system will comply with UBC Chapter 34.

Sheri Schweitzer, 703 N. Rotan. We did get water, it was August
1st, we did get a fence that came in August 2nd. I was afraid if
you didn't really stay on top of it the rest of it wouldn't get
finished either. We still have no front landscaping, that was a
priority you know if might promote the sale of the subdivision ar
rather the rest of the lots out there.
Tolsma: Mr. Johnson said the last time when we had this down
here we discussed a 8300.00 fine and I'd suggest to you that if
its not done post-haste then I think that's fair. It was
supposed to be completed 'in two weeks. Maybe if we instituted
the fine it would be done a little faster.
Bill Hammons with Caldwell Banker - Aspen Realty. I believe the
fine is probably in order, I don't think she has any problem with
that. Mrs. Arnold will be returning tonight and she does send
her apologies. I have a little problem with it. If our
landscapers would have performed, it would have been done.
Explained reasons for landscaping not being done yet.
Kingsford: I recommend that the Council vote the 8300.00 fine
starting tomorrow.

WHEREAS, the City Council and the Mayor of the City of
Meridian, Idaho, have concluded that it is in the best interest
of said City to vacate the two easements in Settlers Village,

Settlers Village, and 2. one easement between lots 2 and 3, Block
1, Settlers Village.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL

Section 1:: That pursuant to Section 50-1306A,
specifically, and Title 50, Chapter 13, Idaho Code, generally,

RE: Vacation of Easements for Lots 1, 2, 3, Block 1, Settler's
Subdivision.
Dear Jack,
Enclosed you will find letters from Idaho Power, Intermountain
Gas Co., U. S. West Communications, and United Artists, agreeing
to vacate their interests regarding the easements. Settler's
Irrigation District has no ditches flowing through the property,
therefore they have no easement rights.
Nampa & Meridian Irrigation District has a license agreement that
has to be filed. Application has been made, the $650 fee has been
paid, complete copies of the project plans have been provided, and
are being reviewed. No problems are anticipated and all laterals
and waste ways are protected.
We anticipate construction to start the first week in August with
a completion date near the first part of November. We are anxious
to get Meridian Minor Emergency Center completed so that we may
serve your city's medical needs.

The Nampa & Meridian Irrigation District's Jackson Drain courses
through the proposed site. The right of way is 75 feet, 35 feet
left and 40 feet right, and must not be encroached upon without a

Nampa & Meridian Irrigation District recommends that the irrigation
water be utilized on site.
The District is currently reviewing the proposed building site and

I spoke with your assistant regarding your request for vacation of an easement
but felt I should follow-up with a letter. The Nampa & Meridian Irrigation
District's Sargent Drain is coursing under a portion of this property. The
right-of-way must not be encroached on without a License Agreement from Nampa
& Meridian Irrigation District.
The right-of-way of the Sargent Drain is 75 feet: 35 feet on the left and 40
feet on the right from center facing downstream.

Council of the City of Meridian will hold a public hearing at the

Clerk Niemann: Gary and I have a problem with number two on the
zoning ordinance about the area, this is something new stuck in
there. About the irrigation easements, because sometimes they
classify those side lots as drainage and irriyation easements.
The purpose of this is so that when there's a big main ditch that
runs throuoh a property that is something like Five Mile Creek
that they don't show the lot going clear to the center of the
ditch, i don't think we want to do ail irrigation easements.

Boise Minor Emergency Center has purchased property on the corner of
Fairview and Jericho Road in Meridian with the intent of building a minor
emergency center. In order to do that we must make application to vacate
the easements between lots 1 and 2, and lots 2 and 3, of Settlers Village
Subdivision.
I have enclosed our check for $225 for the application fee. Also
enclosed is a site plan, a copy of the plat, and warranty deeds that show
the instrument numbers. If there is any other information that you require
please call me immediately.
I am aware that I must notify the utility companies by certified mail.
Letters will go out today to Idaho Power, Intermountain Gas, U.S. West
Communications, United Cable Television, Nampa-Meridian Irrigation District,
and Settlers Irrigation District.
The intent is to have Meridian Minor Emergency Center open by the first
part of October. Please put this application on your agenda for the Special
Meeting of the Council to be held on June 25, 1992.
