The approved landscape plan is not to be altered without prior written approval ofthe Planning Department. No
field changes to landscape plan permitted; prior written approval of all material changes is required. Prior to
final inspection and sign off for this project, a written certificate of completion shall be submitted to the
Planning Department, prepared by a landscape architect, landscape designer or qualified nurseryman
responsible for the landscape plan upon completion of the landscape installation. The Certificate of
Completion shall verify that all landscape improvements, including plant materials and sprinkler
installation, are in substantial compliancewith the approved landscape plan.

Design Review: The site design and building elevations are found to be consistent with the Meridian Design Manual and
UDC 11-3A-19; stamped "Approved" on August28, 2009.
Elevations: Elevations, dated 08/24/09, labeled A3.01, are approved (stamped "Approved" on 08/28/09 by the Meridian
Planning Department) with no changes.
Irri ag tion An underground, pressurized irrigation system must be installed to all landscape areas per the approved
specifications and in accordance with UDC 113A-15.
Protection of ExistingTom: Any existing trees on site must be protected or mitigated for in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks
Department Arborist (Elroy Huff, 888-3579) for approval of protection/rdocation measures for the existing trees prior to
construction. Any severely damaged tree must bereplaced in compliance with UDC 1 1 -3B -10-C.5.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project
engineer/architectshall certify that the number and size of handicap -accessible spaces conforms to the Americans with
Disabilities Act (ADA). Handicap accessible stalls must have signage in accordancper ADA and signed accessible.
Curbing: Per UDC 11-3 B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be
protected by curbing, wheel stops,or other approved protective devices. Curbing may be cut to allow for storm water
runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to
occupancy.
Drainaize: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be
designed in compliance with UDC 113B-11 and UDC 11-3A-18.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with
lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with
UDC 11-3D.
Trash Enclosure: All dumpster(s)must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built
in the location and to the size approved by SSC.
Handicap -Accessibility The structure, site improvements and parking areas must be in compliance with all federal
handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes
must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the
City of Meridian Planning staff for approval prior to the issuance of a building permit.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan, and Elevations,
stamped "Approved" on 08/28/09, are not to be altered without prior written approval of the Planning Department. No
significant field changes to the site or landscape plans are permitted; prior written approval of all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision
improvements shall be installed prior to occupancy of the first structure in the subdivision.

The attached Design Review and Certificate of Zoning Compliance documents are for the
proposed construction of Commercial Tire Retail Store & Fleet Service Center, at 100 West
Pennwood Street, in Meridian
The building as proposed is 13,847 s.f., and will contain a retail tire store and truck service
center, including tire storage areas, covered truck canopy, offices, and public / sales areas.
The site is 1.83 acres and the work will include paving, concrete slabs and sidewalks, drainage
swales, and landscaping.
Site Access — The site runs parallel to Pennwood Street, and ingress/egress will be from (3)
existing curb cuts along the street. There is an existing curb cut along Meridian Road, which will
be removed, and replaced with a section of sidewalk.
Pedestrian Walks- Sidewalks currently exist along Pennwood Street and Meridian Road right-of-
ways. The main entrance of the facility will connect to the existing sidewalk at Meridian Road, as
shown on the site plan. The connecting walk will be 8 feet in width, and the concrete will be
colored and scored in a 2' grid. The walk will be covered with roof structure support by CMU
columns, along the east and south elevations, at the facilities main entry and sales area.
Building Orientation and Layout- The building as proposed, is positioned just outside the 35'
landscape buffer at Meridian Road and the 25' landscape buffer along the northern property line.
This location positions the main build facade as close Meridian Road as possible, and provides
addition screening between the project and apartments to the north.
Parking- The lot has 39 standard spaces, which include two accessible spaces adjacent to the main
entry. There is also area on the site for short-term parking for larger trucks. The lot is broken up
with landscape planters, and the parking lot along the Meridian Road frontage has been minimized.
Landscaping — The proposed site will have approximately 29,000 s./f. of landscaping. It will be a
mix of lawn areas and planters, with tree throughout the landscape areas. Additional landscaping
along Pennwood Street has been added to reduce and break up the parking lot. See attached
Landscape Plan.
Architectural Character — The building will be constructed with integral concrete masonry units at
exterior walls with multiple textures and colors, along with metal siding and columns at the
covered truck canopy, metal standing seam metal roofing at the covered sidewalk adjacent the
sales area, and a flat roof structure with mechanical units screened by parapet walls.

Facades- The south and east fagades, which face the streets, numerous windows and
overhead doors with glass. The main entrance is also covered and lined with column,
which provides relief in elevation, for the elevations facing Meridian Road and Pennwood
Street, as shown on attached elevations.
Primary Entrance- The primary public entrance is at the south elevation of the structure,
and faces Pennwood Street. The entrance is at the main showroom and sales area. The
entrance is covered and has a multiple 12' high storefront windows, at the south and east
elevations.
Roof Lines- The building has a flat roof with parapet walls. The height of the parapet
walls varies, as shown on elevations. Standing seam metal roof slope roof supported by
column (at the covered walk) has been added at the main building entry/sale area
Pattern Variations- See attached exterior building elevations and Color Board.
Mechanical Equipment- The project will have two roof top mechanical units. Each will be
screened by parapet walls along the south, east, and north elevations that will be 4' to 5' high at
location of mechanical units. The other mechanical units are on the interior of the building.
Color and Materials- The structure is proposed to be integral color split -faced CMU, with accents
in a different color, which will be integral color ground face CMU. The structure will also have
standing seam meeting roofing at the covered walk and metal siding above the truck canopy.
Signs and Lighting- The building as proposed will have two main signs, above the covered entry /
sales area, and it will have a number of smaller signs identify the different auto / tire bays. See
attached elevation for locations and approximate sizes. The area adjacent to the building will be lit
with wall mounted and recessed (at covered sidewalk area) exterior florescent fixtures. The
parking areas and vehicular entries will be lit with pole mounted light fixtures. See attached Site
Photometric Plan for fixture types, location and site photometric readings.

Proposed Use: 13,847 square foot minor vehicle repair facility and accessory outdoor storage
Comments:
Conditions of Approval: Project is subject to all current City of Meridian ordinances and previous
development applications associated with this site. The issuance of this CZC does not release the applicant
from any previous requirementsor other permits issued for this site.
1) Applicant is required to adhere to the specific use standards specified in UDC 11-4-3-37:
Vehicle Repair, Minor.
2) Applicant is required to adhere to the outdoor storage standards specified in UDC 11-3A-14
and UDC 11-4-3-33.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of
Occupancy. All changes in occupancy need to comply with the requirements of Building Services. It is
unlawful to use or occupy any building or structure until the Building Official has issued a certificate of
occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building
Services (208) 887-2211 after inspections are complete and the field inspection record is returned to Building
Services.
Landscaping: The Landscape Plan, dated 02/08/10, labeled Sheet L1.1, is approved (stamped "Approved" on
02/09/10 by the Meridian Planning Department) withthe following comments:
1) Coordinate with NMH) regarding the landscape improvements within the easement adjacent to
the northern property boundary.
2) Coordinate with ACRD regarding the landscape improvements within the right-of-way
adjacent to the eastern property boundary.
3) Provide a 5 -foot wide planter island along the western edge of the enclosed storagearea. The
planter island shall be landscaped with one tree and shall be covered with shrubs, lawn or other
vegetative ground cover.
The approved landscape plan is not to be altered without prior written approval of the Planning
Department. No field changes to landscape plan permitted; prior written approval of all material
changes is required. Prior to final inspection and sign off for this project, a written certificate of
completion shall be submitted to the Planning Department, prepared by a landscape architect,
landscape designer or qualified nurseryman responsible for the landscape plan upon
completion of the landscape installation. The Certificate of Completion shall verify that all
landscape improvements, including plant materials and sprinkler installation, are in
substantial compliance with the approved landscape plan.
Site Plan: The Site Plan, dated 11/20/09, labeled Sheet ALOO, is approved (stamped "Approved" on 02/09/10
by the Meridian Planning Department) withthe following change:
1) Provide a 5 -foot wide planter island along the western edge of the enclosed storage area.
The approved site plan is not to be altered without prior written approval of the Planning Department. No field
changes to plan permitted; prior written approval of all material changes is required.
Design Review: The site design and building elevations are found to be consistentwith the Meridian Design
Manual and UDC 11-3A-19; stamped "Approved" on August28, 2009 and February 9, 2010.
Elevations: Elevations, dated 08/24/09, IabeledA3.01, are approved (stamped "Approved" on 08/28/09 bythe
Meridian Planning Department) with no changes.
Irri ag tion An underground, pressurized irrigation system must be installed to all landscape areas per the
approved specifications and in accodance with UDC 11-3A-15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance
with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-313-10, coordinate
with the Parks Department Arborist (Elroy Huff, 888-3 579) for approval of protection/relocation measures for
the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC
11-313-10-C.5.
Parking: The proposed parking areas shall be pavai and striped in accordance with UDC 11-3C and 11-3B.
Project engineer/architectshall certify that the number and size of handicap -accessible spaces conforms to the
Americans with DisabilitiesAct (ADA). Handicap accessible stalls must have signage in accordance per ADA
and signed accessible.
Curbing: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use
areas, must be protected by curbing, wheel stops, or other approved protectivedevices. Curbing maybe cut to
allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed
prior to occupancy.
Drainage: Storm water drainage swalesshall not have a slope steeper than 3:1, shall be fully vegetated, and
shall be designed in compliance with UDC 11,313-11 and UDC 11-3A-18.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply
with lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11-313.
Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures
must be built in the location and to the size approved by SSC.
Handicap -Accessibility The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to theissuance of a building permit.If any
changes must be made to the site plan to accommodate the ACI3D requirements, anew site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan) ,andscape Plan, and
Elevations, stamped "Approved" on 08/28/09 and 02/09/10, are not to be altered without prior written approval
of the Planning Department. No significant field changes to the site or landscape plans are permitted; prior
written approval of all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision
improvements shall be installed prior to ocatpancy of the first structure in the subdivision.
