Dear Councilmen:
I have reviewed the preliminary plans for The Landing #5
Subdivision. This planned development will accelerate the need
for Joint School District No. 2 to construct additional
classrooms and/or to adjust school attendance boundaries.
Meridian Schools do not have excess capacity. Nearly every
school in the district is beyond capacity.
The Meridian School District supports economic growth for Idaho
and specifically the district's area, but such growth produces a
need for additional school construction. We ask your support for
a development fee statute on new home construction. We ask your
support for a development fee statute on new home construction or
a real estate transfer fee to help offset the costs of building
additional school facilities. If this support is lacking then we
ask that additional residential development be denied.
Residents of the new subdivision cannot be assured of attending
the neighborhood school as it may be necessary to bus students to
available classrooms across the district.
We ask that you assure the developer will provide walkways, bike
paths and safe pedestrian access.

(FINAL PLAT>
I have reviewed this submittal and have the following comments
for your consideration during the hearing process as conditions
of the applicant:
1. File a current application for approval as stipulated by the
commission.
2. Supply current proof of ownership of the real property
included in the proposed final plat and execute the Cert. of
Owners.
3. Supply a statement of conformance with the approved
preliminary plat and meeting all requirements or conditions
thereof.
4. Supply a statement of conformance with all requirements and
provisions of the subdivision ordinance.
5. Supply a statement of conformance with acceptable
engineering, architectural and surveying practices and local
standards.
6. Make the indicated corrections to the situate statement
across the top of the plat map.
7. Show correct street names as approved by Ada County Street
Name Committee.
8. Revise lot numbering to carry on the consecutive numbering
as started with previous recorded phases of the Landing and
the approved preliminary plat.
9. Indicate the lengths of all the boundaries of each lot
including the curve data.
10. Indicate, in heavier line weight than sreeosedansubdivision
of the exterior boundary of the p P

12. The following notes shall be added to the plat map notes:
1. The owner of each lot, across which passes an
irrigation or drainage ditch or pipe, is responsible
for the maintenance thereof unless such responsibility
has been assumed by an irrigation or drainage district.
2. This subdivision is within the Nampa Meridian
Irrigation District. The developer has made provisions
to provide irrigation water to the individual lots.
Each lot will be subject to the districts assessments.
3. Building and occupancy shall conform to the standards
established by the restrictofemiscellaneoussrecords of
Book at page
Ada County, Idaho, Instrument No.
4. The building setbacks in this subdivision shall be in
compliance with the applicable zoning regulations in
effect at the time of construction.
5. All lots have a 10 foot wide easement contiguous to all
streets and rear lot lines, or as noted, for public
utilities, drainage or irrigation purposes. Side lot
lines shall have a 5 foot easement on each lot for
natural gas, telephone, and irrigation. Other
easements are as shown.
6. Any re-subdivision of this plat shall comply with the
applicable zoning regulations in effect at the time of
re-subdivision.
7. Minimum house size is 1300 S. F..
13. Land surveyor to stamp and sign the face of the plat and the
Certificate of Surveyor on the 2nd sheet.

14. Land Surveyor preparing the plat should designate his
business name and address.
15. Symbol for Initial Point monumentation should be added to
the Legend of Symbols.
16. Show all adjacent platted subdivision names or as unplatted.
17. Add to the Certificate of Owners the following note: All of
the lots shown in this plat will be eligible to receive
water service from the City of Meridian water system. The
City of Meridian has agreed in writing to serve all of the
lots in this subdivision.
18. Add the developers name to the top of the plat under the
situate statement.
19. Indicate on the plat a 15' wide easement for the
transmission of sewer between Lots 12 and 13, Black 1 as
shown. This easement can be split t7. 5' each side) between
Lots 12 and 13. Also indicate a 15' wide easement for the
transmission of storm drainage between Lots 13 and 14, Block
1. This easement should all be on Lot 13. Lots 12, 13, and
14 should be adjusted to meet the 70' of frontage at the
setback line requirement.
20. Indicate sheet numbering (Sheet 1 of 2) on the plat map.
Remove the No. in the upper right corner of plat map.
21. The name "Central Valley Corporate Park No. 3" should be
removed from the certificates on the 2nd sheet of the plat
and the correct name "The Landing Subdivision No. 5" should
be added.

never being hooked up. I thought we took care of all the street lights in The Landing that
were overlooked to be energized. This street light is at the intersection of Canvasback
and Pelican.

Dear Sir:
For the last three weeks, we have seen surveyors and now heavy machinery
working in "The Landing" subdivision. As we made known in the hearing process
in September, 1992, for this subdivision, l sincerely hope they are preparing a
proper irrigation drainage for their development, though f haven't seen them
working on that. In 1992 we made it clear that our irrigation supply line and
drainage rights were to be protected.
Last summer we had several problems with irrigation water flooding into the
developed part of "The Landing" because the new houses had been built over the
previous irrigation lines. The developer had the farmer working his field connect
our shared line with another line, but it did not work. An open earthen ditch was
dug from the south side of Waltman Lane, connecting our ditch with two other
lines on the north side of Waltman Lane. Instead of our line draining out to the
north, the other two lines drained into our line, and from there into the subdivision,
flooding the southeastern most houses, yards and streets.
Skyline Corporation has been irresponsible in not providing proper irrigation
around its subdivision.
Attached is a copy of the letter we sent to the Department of Planning and Zoning
on September 17, 1992. In that letter we stated our concern about the irrigation
systems, our ditch rights and the proper drainage of the irrigation system. If you
allow further development of "The Landing" subdivision without attending to the
proper drainage of our irrigation system, then the City of Meridian is being
negligent. As our property is dependent on irrigation we expect to hear from you
on how you wilt honor the agreement you made to us during the hearing
prodedure for this subdivision.
We currently receive our irrigation water from the west side of our property (the
east edge of "The Landing's" subdivision, which currently has heavy machinery
working in it.) Our access is from an open concrete ditch, part of a system that
includes open earthen ditches and a short, covered portion of concrete ditch. We

are also concerned with the safety of children jumping over these ditches and
playing in the irrigation waters.

portion of the northeast yuarter of the southwest quarter of section 13, township 3 north,
range 1 west, boise Meridian, Ada County, Idaho, realize that Skyline Corporation plans to
develope a subdivision called "The Landing" at a portion of the west half of section 13,
township 3 north, range I west, Boise Meridian, Merl&an City, Ada County, Idaho. W"e
wish to express here our concem that this said sub-division does not in any way affect the
delivery of our irrigation systems, or our ditch rights. We will need to have the proper
drainage of our irrigation ditch installed so that it connects to an existing drainage ditch.
Currently our ditch appears to end in an alfalfa field, the proposed site for the sub-division.
