The City has received several complaints concerning trash from the building activities in this subdivision and asked that we do something about the problem. We expect all builders to keep their building sites clean, particularly with respect to paper and other trash that can be blown about in the wind. All storm water discharges to these drains require a permit from Reclamation. We have discussed permits for The Landing phases 1 and 2 with both the developer and your City Engineer. Upon ACHD's contacting us, we have anticipated issuing a permit to ACRD for phases 1 & 2. This is our first opportunity to review phase 3. We don't have any drainage plans or calculations to base a review on. Trespass drainage structures installed in this development's first phase have not been resolved. We don't know the relationship of No. 3's drainage to the earlier phases. We'd also like to know if there are later phases planned. If so, we can include them in our review and issue one permit. We request final plat approval be withheld until the overall storm water runoff design is reviewed by Reclamation and Nampa Meridian Irrigation District. Assuming BMP infiltration/detention and treatment satisfactory to Reclamation and the Nampa Meridian Irrigation District, Reclamation can then issue a discharge permit.
