Collins: Right mare than likely. Tolsma: There was also a comment in there from Gary Smith about the stub road to the west property boundary will tie into the Stonehouse Church property. Collins: Yes we've eliminated that. The one to the west going out of the southwest corner has been eliminated. The westerly exit to the south off the master parcel has been moved approximately 500 feet to the east to better fit some adjoining parcels to the south for future potential development as well as the entry road on the east off of Cherry Lane which is called Beth Street on the preliminary plat. I'm working on a realignment of that at Gary's request to better facilitate keeping the ten inch water line system near the corner. I have seen Gary's comments and have no trouble with any of those conditions. Kingsford: Anyone else to testify? No response. I will close the public hearing. Giesler: Mr. Mayor it is stated here that after 100 lots there will be an additional access onto Cherry Lane, is that correct'' Collins: Yes. Also, the client did want me to request that we be involved with the (in-audible) irrigation system rather than building a separate system within the subdivision. Meridian Schools does not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask that planning for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. We required from developers and other interests seeking planning and zoning approval for residential projects. If this support is lacking then we ask that additional residential development be denied. School bus service may be restricted if adequate turnarounds and loading areas are not provided. Residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. Developers are strongly encouraged to provide walkways, bike paths and safe pedestrian access to schools.
