The approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to
landscape plan permitted; prior written approval of all material changes is required. Prior to final inspection and sign off for
this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a landscape
architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the
landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant
materials and sprinkler installation, are in substantial compliance with the approved landscape plan.
Design Review: The site design and building elevations are found to be consistent with the Meridian Design Manual and UDC
11-3A-19; stamped "Approved" onAugust 7, 2009.
Elevations: The elevations submitted for design review, prepared by CSHQA dated July 17009, labeled A4.1 are approved
(stamped "Approved" on August 7, 2009) with no changes.
Irri ag tion An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications
and in accordance with UDC 11-3A-15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree
Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department
Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to
construction. Any severely damaged tree must be replaced in compliance with UDC 11.3B -10-C.5.
Parkin: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and I1 -3B. Project
engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with
Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and siFd accessible.
Curbing: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be
protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall be designed in
compliance with UDC 11-3B-11 and UDC 11-3A-18.
Lighting: Lighting shall not cause glare orimpact the traveling public or neighboring development and comply with
lighting standards as defined in UDC 113A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with
UDC 11-3D.
Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built in the
location and to the size approvedby SSC.
Handicap -Accessibility. The structure, site improvements and parking areas must be in compliance with all federal handicap -
accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a buildingiermit. If any changes must be
made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian
Planning staff for approval prior to the issuance of a building permit.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan and Elevations stamped
"Approved" on August 7, 2009 are not to be altered without prior written approval of the Planning Department. No significant
field changes to the site or landscapeplans are permitted; prior written approval of all changes is required.

The proposed Ling and Louie's Restaurant site is located on the Northeast corner of South Eagle and East
Louise Drive in the Gardner -Ahlquist Gateway Subdivision No. One, Lot 2, Block 12 and is situated
within the General Retail and Service Commercial zone. The proposed site is currently a vacant tract of
land, consisting mainly of 0.37 acres of a bare dirt prepared building pad and a single row of asphalt paved
parking with concrete curbs on the north and east sides of the property. The proposed project is a restaurant
consisting of approximately 6,816 square feet and is a permitted use within the CG zone of the Meridian
Portico Development.
Each of the four facades of the building incorporates a projection that breaks up the wall expanse, as well
as, varied roof line heights and types as required by the Meridian Design Manual. The design
incorporates a primary tower element on the southwest corner of the building which has a large
overhanging roof and rich architectural detailing providing an identifiable architectural element as seen
from the street. Walls located between vertical elements will be capped with a tapered cornice.
A smaller tower element on the East side of the building identifies the entrance. The entry tower is
designed as a pedestrian scale equivalent of the larger corner tower and includes a covered awning over
each double set of glass entry doors.
The proposed restaurant will use aesthetically pleasing, high quality materials on all four sides of the
building. The stone veneer will be earth toned stacked slate wainscot, with 12" square slate tile accents.
Wood corbels and awning braces will be used to provide additional detail and add to the warm natural

integral color elastomeric coating in a warm color palette of rust, medium tans, and complimentary
yellow tones. Metal trims and roofing on the awnings will be a gray -blue color to harmonize with the
colors in the stone veneer.
The mechanical units shall be roof mounted units, which will be screened as required by the City's
Design Guidelines. The mechanical screen walls are offset toward the interior of the building to limit the
initial perimeter height of the building and provide a pleasant pedestrian scale.

The on-site parking is located along the north and east side of the building, and it is not between the
building and the abutting streets. Existing parking within the development is currently screened by an
existing landscaped berm. Vehicular access to the site is provided by the existing access point off Louise
Drive.
The site has pedestrian access via a walkway from the sidewalk along Louise Drive to the front entry.
The walkway will run along the landscaping and the outdoor dining patio area, and continue on to the
primary entrance. The walkway will have weather protection via the awning at the primary entrance.
We believe our submittal meets the criteria and submittal requirements for CZC and Design Review

Mr. Parsons:
The Certificate of Zoning Compliance (CZC-09-038) indicates "Per UDC 11-3B-8C2.d, provide one 2 -
inch deciduous tree in each of the planter islands". We'would like to request approval of alternate
compliance to this required condition for the planter located on the north east corner of the property. This
planter is positioned within the main path of pedestrian traffic from the existing parking lot to the front
entry of the restaurant.
In lieu of tress and landscaping within this planter island, we propose a hardscape patio area constructed
of integral colored concrete. In the center of the proposed patio area would reside a fire and water art
sculpture with integrated perimeter seating. The art sculpture would consist of a four sided center tower
which is approximately seven feet eight inches in height, each face having a sheet flow water element
stretching from the top of the tower to the seating level. Each water element will be flanked by stacked
slate stone that will match the stone used on the building. At the top and center of the tower will be a
propane or natural gas fueled fire element that would be lit at night for a dramatic effect. At the base of
the center tower, an integrated seating area is proposed. The approximate width of the sculpture including
the seating at the base is six feet six inches.
We believe the end result would allow pedestrians a pleasant path of travel from the adjacent parking lot
to the front entry, with an eye catching visual art piece, as well as built-in seating for patrons that may be
waiting for a table or others in their party to arrive.
