Landscaping.: The Landscape Plan prepared by T. O. Engineers, dated June 2009, labeled Sheet 1 of 1, is approved (stamped "Approved" on 7/16/09 by the Meridian Planning Department) with the following changes: • The utility boxes and service equipment that exist at the north boundary of the site need to be incorporated into the overall design of buildings and landscaping so that the visual and acoustic impacts of these functions are fully contained and out of view from adjacent properties and public streets, in accordance with UDC 11-3A-12B; install landscaping accordingly. • The applicant shall construct a planter island and install landscaping at the south end of the row of parking in accordance with UDC 11-3B-8C. The approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Irri ation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any seveXely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. ., Parkin :The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbin :Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. w Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. ACHD Acce tp ance: All impact fees, if any, shall be paid prior to the issuance of a building permit. Broadway Avenue Meridian, Idaho 83642 Re: Spring Creek Day Care Design Review/Certificate of Zoning Compliance The proposed project is a 4,900 square foot single story day care building. It will be located at 135 E. Caldwerwood Drive, Meridian ID 83642 also known as Lot 13, Block 1 of Larkspur Subdivision No. 1. The zoning designation is Limited Office. This new project will require a lot line adjustment. This design and survey work is currently underway and will shortly be submitted to the city and other agencies for review and approval. The site plan attached shows the existing and proposed lot lines. The day care. operation will run .Monday through Friday from Gam to 6pm. It is anticipated that there will be as many as 10 staff members working at any given time. The total number of children cared for is unknown, but will not exceed occupancy limitations as regulated by the 2006 International Building Code. The site layout is based on the approved preliminary plat for the subdivision which is intended to house an office park. The front entrance will face west to address traffic along Meridian Road, and vehicles as they enter the development off of Calderwood Drive. Parking is to the south of the building. There is also on-street parking available along Blackspur Way. An outdoor playground area exists to the south of the building with playground equipment. This area will be contained with a six foot wrought iron fence with plantings along the outside. Pedestrian circulation is an important component as staffing of the daycare .will be coordinated through the Spring Creek Assisted Living Facility to the east. Walkways tie into the sidewalk along Blackspur. At the northeast corner of the property a monument sign for the business is proposed. The building design responds to the city's newly adopted design manual. After discussion with the city and studying the surrounding environment the applicant chose to use the Suburban Design Guidelines. All of the facades are designed to DAVE EVANS CONSTRUCTION 7761 VU. This is done with the use of a predominant main entrance feature supported by manufactured stone columns, consistent window layouts, gabled entrance features over secondary building entrance/exits, and additional manufactured stone accents at building corners. The roof is hipped with its fascia line broken up by the gabled features over entrances. The materials used tie in with surrounding architecture and help provide articulation to the facades with a three toned stucco cladding system, manufactured stone, hardi-shingle cladding, and concrete roof tile. Mechanical equipment will exist along the east elevation. This will include air conditioning condensers mounted at grade and a gas meter. All of this equipment will be screened by landscaping that is incorporated into the landscaping plan. Please refer to the attached submitted materials for additional information.
