Site Plan: The Site Plan prepared by CSHQA dated Apri122, 2009, labeled Sheet SP0.0, is approved (stamped "Approved" on May 14, 2009 by the Meridian Planning Department) withthe following redline changes: Elevations: At this time a building is not proposed for this lot. The site is to develop as a fueling station to include fuel pumps, a 14,000 gallon fuel tank and a 1,400 square foot canopy. Therefore, the Planning Department has not approved any other structures other than the fuel islands and the canopy structure. Future structures will need Planning Department approval prior to issuance of a building permit. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parlcs Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 1 ~3B-10-C.5. Parkins: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signedccessible. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed priorto occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Ling: Lighting shall not cause glare orimpact the traveling public or neighboring development and comply with lighting standards as defined in UDC 113A-11. Si__gnag_e: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvementsand psrkingareas must be in compliancewith all federal handicap- accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply wih the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from Building Services (208) 887-2211 after inspections are complete and the field inspection record is returned to the Building Department. Plan Modifications Except for the changes mentioned above, the approved Site Plan and Landscape Plan stamped "Approved" on May 14, 2009 are not to be altered without prior written approval of the Planning Department. Description of the Site The Ada County Weed, Pest, and Mosquito Abatement department occupies a site south of East Pine Avenue and west of Locust Grove Road in Meridian, Idaho. The property is accessed by a two-lane private asphalt drive from E. Pine Avenue along the west edge of the property. This drive provides access to the main Weed and Pest building, the Weed Trucks and Rinsate System building, and the Emergency Medical Services building, and runs into East Commercial. Street near the southern portion of the site. East Commercial Street divides the site, with Block 1, lots 2'and 3 to the north, Block 2, lot 1 to the south of the road. The Gruber lateral and the 5 Mile Drain are in the southwest corner of Block 2. The site has a natural slope .from southeast to northwest. The entire site falls within a floodplain and the southwest portion of the site from the Gruber Lateral to the southeast property corner falls within a floodway. The fuels that this facility will accommodate include: Diesel and biodiesel (B-20) fuel E-10 (10% Ethanol) blended gasoline E-85 Ethanol blended gasoline Unleaded gasoline Fuel types not considered at this time: Compressed Natural Gas or Propane Concept The proposed system will utilize one 14,000 gallon compartmentalized tank, which stores 10,000 gallons of unleaded petroleum and 4,000 gallons of diesel. This system can be set up to store a variety of fuel types. Selected fuel system option: Install one two- compartment tank of 14,000 gallons and 2 dispensers with 2 nozzles each. One compartment and dispenser will be dedicated to unleaded gasoline and one compartment and dispenser will be dedicated to diesel fuel. The larger 10,000 gallon tank compartment will be initially be used to store unleaded gasoline or E-10 (10% ethanol). The majority of the fuel system components (tanks, piping, etc.) are compatible with the alternative fuels, but E-85 will require an E-85 compatible dispenser. The 4,000 gallon tank compartment will initially be used to store diesel fuel, and the tank and dispenser will be compatible for bio-diesel (B-20) as well. Ada County Meridian Fueling Station -Meridian, Idaho The entire site falls within a floodplain and the southeast portion of the site from the Gruber Lateral to the southeast property corner falls within a floodway. Nonresidential construction within the floodplain shall have the lowest floor, including basements, elevated to the- level of the base flood elevation or be flood proofed so that below the base flood elevation the stricture is waterproofed. Storage of materials that are buoyant, flammable, noxious, toxic or otherwise injurious to persons or property if transported by floodwaters are prohibited. The tank will be located above the Base Flood Elevation. Our proposed fueling station layout is located south of East Commercial Street, with stormwater infiltration ponds to handle runoff from the fueling island and paved roadways. The bermed fuel tank is between the fuel island and the street. This will effectively buffer the view of the fuel island from the rest of the Meridian complex. An existing curb cut at East Commercial Street will be utilized for the entry, and an additional curb cut will be made on East Commercial Street for the exit to the site, which would allow for easy in-out flow of fuel delivery vehicles and County vehicles that are refueling. Fuel Management System: A Fuel Control System such as Petro Vend K800 or comparable model provides many customizable features, reporting and operation by card, chip key or PIN number. Access to the fuel dispensers will require: Employee No. and Vehicle No. The accounting system will record fuel type and quantity. Any existing irrigation facilities shall be relocated outside of the right-of-way. 2. Private sewer or water systems are prohibited from being located within any ACHD roadway or right-of-way. 3. All utility relocation costs associated with improving street frontages abutting the site shall be borne by the developer. 4. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the construction of the proposed development. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by the District. Payment of applicable road impact fees are required prior to building construction. The assessed impact fee will be based on the impact fee ordinance that is in effect at that time. 11. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant shall be required to call DIGLINE (1-811-342-1585) at least two full business days prior to breaking ground within ACHD right-of-way.
