Occupancy. All changes in occupancy need to comply with the requirements of Building Services. It is
unlawful'to use or occupy any building or structure. until the Building Official has issued a certificate of
occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building
Services (208) 8.87-2211 after inspections are complete and the field inspection record is returned to

Elevations: Elevations prepared by vocon.architecture, labeled Sheet ELEV, are approved (stamped "Approved" on
5/26/09 by the Meridian Planning Department) with no changes.
Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved
specifications and in accordance with UDC 11-3A-15.
Protection of Existin Trees: Any existing trees on site must be protected or mitigated for in accordance with
the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks
Department Arborist (Elroy Huff, 888-3579) for approval ofprotection/relocation measures for the existing trees prior
to construction. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5.
Parkin: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project
engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans
with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed
accessible.
C_urbin: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must
be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm
water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to
occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be
designed in compliance with UDC 11-3B-11 and UDC 11-3A-18.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with
lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance
with UDC 11-3D.

Mr. Parsons:
The proposed KeyBank site is located on the Northeast corner of Eagle and Ustick in the Smitchger
subdivision, Lot 1, Block 1 and is situated within the General Retail and Service Commercial zone. The
proposed project is a bank consisting of approximately 3,700 square feet and is a permitted use within the
GRSC zone. There will be three drive-through lanes (two auto teller lanes and adrive-up ATM) and one
escape lane.
The operation of KeyBank fits within the purpose of the General Retail and Service Commercial zone.
KeyBank will also fit in with the Commercial District intention to provide compatible locations for retail,
office, and business/ commerce activities, of the community in accord with the Meridian Comprehensive
Plan.
Each of the four facades of the building incorporates a projection that breaks up the wall expanse. The
projections take up more than the 20% of the length of the facade as required by the City's design
standards. This projection also varies the roof line and has been treated with a cornice.
The primary entrance is set into atower-like projection and includes the entry vestibule. The entry tower
displays the Key logo near the top and has snatching red awnings above the storefront. The tower element
is more than the 30% of the length of the facade as required by the City's design standards.
The proposed KeyBank will use an aesthetically pleasing, high quality, masonry material on all 4 sides of
the building. The masonry veneer will be in 2 earth tones, and will be contrasted by a very light color,
smooth, accent band of cultured stone.
The ground and roof mounted mechanical units will be screened as required by the City's design
guidelines. The ground mounted equipment will be screened by an enclosure with the same veneer and
detailing as the building.

The parking' on-site is primarily along the north side of the building, and it is not between the building
and the abutting streets. Even considering 5 out of 24 spaces are between the main entrance and Eagle
Road, the site is screened by an existing landscaped berm.
The site has pedestrian access via a walkway from the sidewalk along Eagle Road to the front entry. The
walkway will run through the landscape berm, across a drive aisle, and continue on to the primary
entrance. As the pedestrian access crosses the drive aisle, the material will be a stamped concrete or
traffic rated pavers. The walkway will have weather protection via the awning at the primary entrance.
The bank will most likely operate from gam to 6pm Monday through Friday. We do not anticipate an
increase in traffic solely due to the bank operations. Considering the zoning, site layout, and hours of
operation we do not expect the drive-through to have a detrimental effect on its neighbors.
