In this case, the proposed building fronts on two streets; Franklin Road and Stratford Drive. Unified Development Code (UDC)11-3A-19B allows for an applicant to submit an alternative compliance if they can meet the requirements set forth in UDC 11-SB-5. The purpose of administrative design review, among others, is to provide greater attention to the design and location of structures in relationship to the surrounding streets. The applicant has submitted a master site plan that depicts the proposed and conceptual parking layout for the site to demonstrate conformity with the 50 percent requirement overall. This property is in the process of subdividing into three parcels making this an infill project. Adjacent buildings constructed in the area have approved parking in between the structure and the street. In order to maintain cross access and have a cohesive development (with internal and surrounding development)the bank site has single loaded parking in the front of the building and the abutting streets. Staff has reviewed the applicant's request and believes the combination of parking and building fronting the public streets rather than the drive-through provides a better street presence for the development. Therefore, staff finds the site design consistentwith the City of Meridian Design Manual (See applicant's narrative for specific details). Site Plan: The Master Site Plan prepared by Larson Architects, P.A., dated April 13, 2009, labeled Sheet SP-1, is approved (stamped "Approved" on04/20/2009 by the Meridian Planning Department) withthe following comments: 1) Provide ~' bike rack near the front entrance in accord with UDC 11-3C-5C. Landscape Plan: The Landscape Plan prepared by South Landscape Architecture for Larson Architects, P.A., dated March 31, 2009, labeled Sheet L-1, is approved (stamped "Approved" on 04/20/2009 by the Meridian Planning Department) withno additional changes. The approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are in substantial compliance with the approved landscape plan. Protection of Existin Tg rees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3 B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocationrneasures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 1-BB-10-C.5. Parkin :The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructedpriorto occupancy. FRANKLIN ROAD To Whom It May Concern: We are writing this narrative to describe the proposed use of the above mentioned property. Please feel free to contact us if you have any questions or if you need additional information. Phase one of the proposed project will include a 2,451 S.F. building for a branch of Washington Federal Savings. The proposed building is a one-story structure with a hip roof. Exterior walls are to be a stucco finish with a 48" tall manufactured stone veneer wainscot on all four sides. The public entrance is located on the North elevation, and is flanked on either side by stucco columns. The roof at the entry changes to a gable-end to differentiate it from the rest of the building and to allow for signage. A gable end roof is also located on the South elevation over a vehicle drive-through area. This roof is supported by columns that match the columns at the entry to the building. The mechanical area extends from the West of the building and is screened by a 48" tall wall that is fmished in the same stone veneer wainscot material. Aluminum windows are placed strategically in the North elevation to create a symmetrical pattern centered on the entry while maximizing natural light into the building. Additional fenestration can be found on the East and South elevations as the floor plan allows. Typical window head heights are at 8'-0" above finished floor. A 6" wide trim surrounds the windows at the stucco walls to accentuate the openings. There is also a continuous architectural detail at 10'-0" to break up the height of the exterior wall. Colors for the project are as follows: Stucco -Synergy, #3061 Dune; Stucco Trim -Benjamin Moore, Davenport Tan HC-76; Stone veneer - El Dorado, Castillo Limestone; Standing seam metal roofing -Forest Green; Window /Doors - Bronze. The sidewalks do not interconnect the proposed sites, as we do not want to encourage foot traffic through the proposed drive-through lanes of Phase one. Phase one of the proposed project will include a 2,451 S.F. building for a branch of Washington Federal Savings. This building will have parking that fronts both Franklin Road and Stratford Drive, with adrive- through facility located at the South side (rear) of the building. Washington Federal would like their address and main entry doors facing Franklin Road. They have applied to the Federal Government for this branch with a Franklin Road address. 2. The Washington Federal standard Floor Plan is a small building with the teller lines straight in from the front door. -This Floor Plan forces the drive through window on the opposite side of the main entry so the tellers can serve both the walk up windows and the drive through windows with out over staffing the bank. Please review the plans submitted. 3. Washington Federal did not want the drive up window along Stratford or Franklin Road. They feel it is more pleasing to not have the drive up along these major streets. 4. An east or west facing drive up window poses sun problems in being able to read ATM or teller line screens at low sun angles. 5. Washington Federal is not able to use the entire site that they had to purchased and hence needs to sale some of the remaining land. This layout is the most efficient for the reuse of the land and best conforms to the existing curb cuts and traffic patterns. It also is about the only way to provide access to the remaining land and keep the drive through window area protected with one way traffic. 6. The property has some slope constraints and the proposed layout works better for three small buildings than one large building. 7. The existing buildings on both the south and east sides of the are in similar alignments with the street. This new three lot layout would provide a more consistent look for the surrounding buildings. 8. The proposed parking has been broken up so it is not all directly in front of the building. Some was position on Stratford and some adjacent to the building to comply with ADA codes. 9. The proposed building architecture would provides a better street appearance without the drive up window next to a major street. 10. The proposed layout provide better visual contact for law enforcement to the inside of the building from both major street. We are proposing Staff consider this our request for alternative compliance for the reasons stated above and they would approve the plans as submitted. Please let us know how to proceed. The approved landscape plan is not to be altered without prior written approval of the Planning Department. Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. Irri ation: An underground, pressurized irrigation system must be installed to allandscape areas per the approved specifications and in accordance with UDC 1 ~3A-15. Protection of Existin Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3 B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 1-BB-10-C.5. Parkin: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordancewith 11-3A-17. Sidewalks shall be constructedprior to occupancy. Drainaee: Storm water drainage swales shall not have a slope steeper than 3 :1, shall be fully vegetated, and shall be designed in compliance with UDC 113B-11 and UDC 11-3A-18. Li_ hg Ling: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 1 ~3A-11. Si~nage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handica~Accessibility: The structure, site improvementsand parking areas must be in compliancewith all federal handicap-accessibility requirements ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. FRAIVIQ,IN ROAD To Whom It May Concern: We are writing this narrative to describe the proposed use of the above mentioned property. Please feel free to contact us if you have any questions or if you need additional information. Phase one of the proposed project will include a 2,451 S.F. building for a branch of Washington Federal Savings. The proposed building is a one-story structure with a hip roof. Exterior walls are to be a stucco finish with a 48" tall manufactured stone veneer wainscot on all four sides. The public entrance is located on the North elevation, and is flanked on either side by stucco columns. The roof at the entry changes to a gable-end to differentiate it from the rest of the building and to allow for signage. A gable end roof is also located on the South elevation over a vehicle drive-through area. This roof is supported by columns that match the columns at the entry to the building. The mechanical area extends from the West of the building and is screened by a 48" tall wall that is finished in the same stone veneer wainscot material. Aluminum windows are placed strategically in the North elevation to create a symmetrical pattern centered on the entry while maximizing natural light into the building. Additional fenestration can be found on the East and South elevations as the floor plan allows. Typical window head heights are at 8'-0" above finished floor. A 6" wide trim surrounds the windows at the stucco walls to accentuate the openings. There is also a continuous architectural detail at 10'-0" to break up the height of the exterior wall. Colors for the project are as follows: Stucco -Synergy, #3061 Dune; Stucco Trim -Benjamin Moore, Davenport Tan HC-76; Stone veneer - El Dorado, Castillo Limestone; Standing seam metal roofing -Forest Green; Window /Doors - Bronze. The property is located at the corner of E. Franklin Road and S. Stratford Drive, and currently exists as one parcel, located in the C-G zone. The proposed project would eventually see the property divided into three separate properties available for commercial development, the phasing of which is yet to be determined. This building will have parking that fronts both Franklin Road and Stratford Drive, with adrive-through facility located at the South side (rear) of the building. The master plan for the site allows for vehicular cross access, with each of the properties sharing access to both Franklin Road and Stratford Drive. Each property would have its own parking and sidewalk system. The parking has been spread throughout the site to avoid having a large group of parked cars in one area. Washington Federal would like their address and main entry doors facing Franklin Road. They have applied to the Federal Government for this branch with a Franklin Road address. 2. The Washington Federal standard Floor Plan is a small building with the teller lines straight in from the front door. This Floor Plan forces the drive through window on the opposite side of the main entry so the tellers can serve both the walk up windows and the drive through windows with out over staffing the bank. Please review the plans submitted. 3. Washington Federal did not want the drive up window along Stratford or Franklin Road. They feel it is more pleasing to not have the drive up along these major streets. 4. An east or west facing drive up window poses sun problems in being able to read ATM or teller line screens at low sun angles. 5. Washington Federal is not able to use the entire site that they had to purchased and hence needs to sale some of the remaining land. This layout is the most efficient for the reuse of the land and best conforms to the existing curb cuts and traffic patterns. It also is about the only way to provide access to the remaining land and keep the drive through window area protected with one way traffic. 6. The property has some slope constraints and the proposed layout works better for three small buildings than one large building. 7. The existing buildings on both the south and east sides of the are in similar alignments with the street. This new three lot layout would provide a more consistent look for the surrounding buildings. 8. The proposed parking has been broken up so it is not all directly in front of the building. Some was position on Stratford and some adjacent to the building to comply with ADA codes. 9. The proposed building architecture would provides a better street appearance without the drive up window next to a major street. 10. The proposed layout provide better visual contact for law enforcement to the inside of the building from both major street. We are proposing Staff consider this our request for alternative compliance for the reasons stated above and they would approve the plans as submitted. Please let us know how to proceed.
