BY THE CITY COUNCIL: BIRD, HOAGLUN, ROUNTREE, ZAREMBA
A RESOLUTION APPROVING SUBMISSION OF THE CITY'S 2007 CDBG ACTION PLAN,
AS SUBSTANTIALLY AMENDED; AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AND ATTEST SUCH APPLICATION AND CERTIFYING DOCUMENTS ON
BEHALF OF THE CITY OF MERIDIAN; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Meridian, designated as an Entitlement Community by the United
States Department of Housing and Urban Development, submitted application materials for federal
financial assistance under the Community Development Block Grant CDBG program for Program
Year 2007 in August 2007;
WHEREAS, the City subsequently made substantial amendments to such materials and, in
accordance with the Citizen Participation Plan, held a public hearing on the draft substantially
amended PY07 Action Plan on February 10, 2009, and held a public comment period on the draft
substantially amended PY07 Action Plan from February 10, 2009 to March 24, 2009;
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF MERIDIAN, IDAHO:
Section 1. That the Program Year 2007 Action Plan, as amended, a copy of which is attached
hereto as EXFIIBIT A and incorporated herein by reference, be, and the same hereby is, approved as to
both form and content.
Section 2. That the Mayor and the City Clerk be, and hereby are, authorized to respectively
execute and attest said materials constituting the Program Year 2007 Action Plan for and on behalf of
the City of Meridian.
Section 3. That this Resolution shall be in full force and effect immediately upon its adoption
and approval. ' /~

SUBJECT: 2007 Community Development Block Grant Action Plan Amendment,
Public Comment Period
1. SUMMARY DESCRIPTION OF APPLICANT'S REQUEST
The 2007 Action Plan allocated just over $110,000 towards the demolition of a blighted and
substandard property within the Meridian Urban Renewal Area. The project cost $30,000.00
leaving a balance of unspent funds in the amount of $80,000.00. In accordance with our citizen
participation plan, which was approved with the CDBG Consolidated Plan, we are required to
have a public comment period to obtain input when additional projects are added to the CDBG
program. We are proposing to amend the 2007 Action Plan to add two new projects to expend
residual grant funds.
2. SUIVIIVIARY RECOMMENDATION
Staff recommends opening the public hearing comment period commencing February 10, 2009
and closing on Wednesday, March l la' at 5:00 P.M for the purpose of obtaining comment on
the proposed projects listed below.
3. SUMMARY OF SUBSTANTIAL AMENDMENT
a. At this time, staff is proposing to amend the 2007 action plan to add two new projects. The projects
are briefly listed below:
1. Provide Meridian Food Bank with $10,000 to substantially increase their ability to serve
the Meridian area and
2. Provide the. Boys and Girls Club with $2,000 to build a fence around their new location
to allow staff additional time to spend with other children.
