November 30, 2007 City of Meridian Planning Department 660 East Watertower Lane, Suite 202 Meridian, ID 83642 RE: Certificate of Zoning Compliance Co -location — Wireless Telecommunications Facility 2078 South Silverstone Way As a community wireless company, Sprint/Nextel is serious about serving the growing demands of the Meridian area. For this very reason, Sprint/Nextel is requesting a Certificate of Zoning Compliance for adding additional antennas and equipment to existing Wireless Telecommunications Facility. Pursuant to the City of Meridian Wireless Telecommunication Ordinance, co -location is encouraged. Sprint/Nextel is complying with this request by the City of Meridian. Sprint/Nextel's radio engineers have identified gaps in the area due to terrain challenges blocking current coverage. Currently, Sprint/Nextel does not have adequate coverage in the area to support its customers growing needs and demands. Sprint/Nextel's radio engineers have selected the existing location to better support its customers needs. Sprint/Nextel strives to have seamless coverage throughout its network, and this area is not seamless. The site was selected because of its central location to this area of weak signal strength and has the best potential of resolving problems in the area. With the rapid growth of this area, we are receiving an increasing number of complaints from our customers and feel it is time to address this coverage issue. Continuous coverage is of major importance for the safety and convenience of all users of wireless telecommunications. Sprint/Nextel 1256 Exchange Street Boise, ID 83716 Tel 208.385.0441 Fax 208.343.8872 Sprint To summarize this application, Sprint/Nextel is requesting the City of Meridian Planning Department to issue a CUP Certificate of Zoning Compliance approval for the addition of the Sprint/Nextel's antennas and equipment to an existing Wireless Telecommunications Facility. The tower already exists, and the addition is in line with City's Ordinance. Thank you for your consideration of this proposal and I hope that the foregoing and enclosures are adequate to provide an evaluation of our proposed project. This report was commissioned by Ms. Lisa Hamedian of T -Mobile. The design for the existing structure meets the requirements of TIA/EIA-222-F for a 70 mph and for 1/2" radial ice (w/ 25% wind load reduction) for the proposed loading configuration. The foundation reactions, with the proposed loading configuration, were found to be less than the original design reactions. Therefore, it is our opinion that the design for the existing foundation will be adequate, if it was properly designed for the original tower reactions, and constructed accordingly. It was originally designed for T -Mobile by Paul J. Ford and Company of Columbus, Ohio. The original design load for the tower was for a 110 mph basic wind speed with 1/2" radial ice in accordance with TIA/EIA-222-F. The tower was originally designed to hold the following: Original Configuration Antennas: Elev. 95' (12) EMS RR65-19-OOXP Antennas on (3) 12' T -arms w/ internal coax Elev. 82' (12) EMS RR65-19-OOXP Antennas on (3) 12' T -arms w/ internal coax Elev. 69' (12) EMS RR65-19-OOXP Antennas on (3) 12' T -arms w/ internal coax The existing 100' monopole has three major sections connected by slip joints. It has 1 B sides and is evenly tapered from 41.23" (flat -flat) at the base to 24" (flat -flat) at the top. The structure is galvanized and has no tower lighting. The structural information was provided by T -Mobile in the form of the original tower drawings by Paul J. Ford (Job #: 29203-0350, dated November 19, 2003). The existing and proposed antenna information was provided by T -Mobile USA. The purpose of this independent structural analysis review is to determine if the design for the existing tower, with the proposed configuration, is in conformance to the latest EIA/TIA-222-F standard requirements. l& GPD ASSOCIATES STRUCTURAL ANALYSIS REPORT PAGE 2 SLO2113A BOISE CALL CENTER ANALYSIS The purpose of this structural analysis review is to determine if the design for the existing tower is in conformance to the latest TIA/EIA-222-F standard requirements. RISA Tower (Version v5.0.2.0), a commercially available software program, was used to create a three-dimensional model of thetower and calculate member stresses for various dead, live, wind, and ice load cases. All loads were computed in accordance with the ANSI/EIA/TIA-222-F and all local building code requirements. Selected output from the TIA/EIA-222-F analysis is included in Appendix 1. The current requirements of TIA/EIA-222-F are for a fastest wind speed of 70 mph with 1/2" of radial ice. A 25% reduction in wind load is allowed when wind and ice are applied simultaneously. TIA/EIA-222-F requires towers within Ada County, Idaho be analyzed with a 70 mph wind speed. IBC requires all structures in Idaho to be analyzed with a 90 mph 3 second gust. It was determined that the calculated wind forces using the loading profile from TIA/EIA-222-F for a 70 mph sustained wind speed were found to be greater than the wind forces using the loading profile from IBC for a 90 mph 3 second gust. Therefore, the wind loading profile from TIA/EIA-222-F controls. ANALYSIS FASTEST WIND SPEED: 70 MPH The tower and foundations are assumed, for the purpose of this analysis, to have been properly fabricated, constructed, maintained, and to be in good condition with no structural defects. This is not a condition assessment of the tower and has been provided without the benefit of a GPD Associates site visit. GPD ASSOCIATES STRUCTURAL ANALYSIS REPORT PAGE 3 SLO1311A LONE PEAK PARK CONCLUSIONS AND RECOMMENDATIONS Based on the computer structural analysis results, the design for the existing 100' monopole meets the requirements of TIAIEIA-222-F standards for a basic wind speed of 70 mph with 1/2" of radial ice (w/ 25% wind load reduction), along with the requirements of IBC for a 90 mph 3 second gust, for the proposed antenna configuration. The foundation reactions, with the proposed loading configuration, were found to be less than the original design reactions. Therefore, it is our opinion that the design for the existing foundation will be adequate, if it was properly designed for the original tower reactions, and constructed accordingly. Summary of Findings Monopole Satisfactory Anchor Bolts Satisfactory Base Plate Satisfactory Foundation Adequate Therefore, based on our analysis results, the design for the existing structure is structurally satisfactory for the proposed loading configuration. The tower already exists, and the addition is in line with City's Ordinance. Thank you for your consideration of this proposal and I hope that the foregoing and enclosures are adequate to provide an evaluation of our proposed project. TOWER ELEVATION DRAWING GPD ASSOCIATES SL02113A BOISE CALL CENTER EXECUTIVE SUMMARY The purpose of this analysis was to verify whether the design for the existing tower is structurally capable for the installation of the new antenna and coax loads as specified by T -Mobile, USA. Therefore, it is our opinion thatthe design for the existing foundation will be adequate, if it was properly designed for the original tower reactions, and constructed accordingly. 95' (12) EMS RR65-19-OOXP Antennas on (3) 12' T -arms wl internal coax Elev. 82' (12) EMS RR65.19-OOXP Antennas on (3) 12'T -arms w/ internal coax Elev. 69' (12) EMS RR65-19-OOXP Antennas on (3) 12'T -arms w/ internal coax The existing 100' monopole has three major sections connected by slip joints. It has 18 sides and is evenly tapered from 41.23" (flat -flat) at the base to 24" (flat -flat) at the top. The structure is galvanized and has no tower lighting. The structural information was provided by T -Mobile in the form of the original tower drawings by Paul J. Ford (Job #: 29203-0350, dated November 19, 2003). The existing and proposed antenna information was provided by T -Mobile USA. This analysis and report are based solely on this information. The purpose of this independent structural analysis review is to determine if the design for the existing tower, with the proposed configuration, is in conformance to the latest EIA/rIA-222-F standard requirements. AvZ & GPD ASSOCIATES STRUCTURAL ANALYSIS REPORT PAGE 2 SL02113A BOISE CALL CENTER ANALYSIS The purpose of this structural analysis review is to determine if the design for the existing tower is in conformance to the latest TIA/EIA-222-F standard requirements. RISA Tower (Version v5.0.2.0), a commercially available software program, was used to create a three-dimensional model ofthetowerand calculate member stresses for various dead, live, wind, and ice load cases. 10 GPD ASSOCIATES STRUCTURAL ANALYSIS REPORT PAGE 3 SLO1311ALONE PEAK PARK CONCLUSIONS AND RECOMMENDATIONS Based on the computer structural analysis results, the design for the existing 100' monopole meets the requirements of TIA/EIA-222-F standards for a basic wind speed of 70 mph with Y2" of radial ice (w/ 25% wind load reduction), along with the requirements of IBC for a 90 mph 3 second gust, for the proposed antenna configuration. The foundation reactions, with the proposed loading configuration, were found to be less than the original design reactions. Therefore, it is our opinion that the design for the existing foundation will be adequate, if it was properly designed for the original tower reactions, and constructed accordingly. Summary of Findings Monopole Satisfactory Anchor Bolts Satisfactory Base Plate Satisfactory Foundation Adequate Therefore, based on our analysis results, the design for the existing structure is structurally satisfactory for the proposed loading configuration, DISCLAIMER OF WARRANTIES The engineering services rendered by GPD ASSOCIATES in connection with this Structural Analysis are limited to analyses of the tower structure, size and capacity of its members.
