does not release the applicant from any previous requirements of the other permits issued for this site (see Jabil
Circuits CZC and Jabil Subdivision (PFP-03-005)). As stated in the application letter, this phase of the facility
plan will not generate the volumes of bus, pedestrian, and student vehicle traffic as would a traditional school
facility. Because the next phase, phase 4, will generate larger volumes of traffic and people, a detailed site
plan addressing the items listed in the supplemental checklists for public school facilities shall be
completed.
Site Plan: The Site Plan prepared by Hummel Architects, on September 11, 2007, labeled Sheet A1.00 and
District Services Center Phase 3, is approved (stamped "Approved" on October 12, 2007 by the Meridian
Planning Department) with no changes.
Landscape Plan: The Landscape (photo) Plan prepared by Hummel Architects, on August 14, 2006, is approved
(stamped "Approved" on October 12, 2007 by the Meridian Planning Department) with the following

five lineal feet and shrubs, lawn, or other vegetative groundcover along all interior lot lines that are
adjacent to vehicular use areas; confirm that 5 feet of landscaping exists between the west property
boundary and the parking.
Ensure that all landscaping installed on the site complies with UDC 11-313. Other than the above-mentioned
change, the approved plans are not to be altered without prior written approval of the Planning Department.
Elevations: The Elevations prepared by Hummel Architects, on September 11, 2007, Sheet A3.00, are approved
with no changes from the Planning Department.
Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the

prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11 -3B -10-C.5.
Parking: The existing parking areas shall be paved and striped in accordance with UDC 11-3B. Project
engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans

Com: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas,
must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for
storm water nmoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior
to occupancy.

Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures must
be built in the location and to the size approved by SSC. NOTE: The existing trash areas on the west side of
the building are proposed to stay with this phase. Please note that chain link with slats does not constitute
screening of trash enclosures. With Phase 4 of the Meridian Services Center, and the relocation of the
dumpsters, the dumpsters shall be screened in accordance with UDC -11-3A-12.
Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any

Attention: Planning Department of Meridian, Idaho
Re: Certificate of Zoning Compliance
Dear Planning Department,
This letter is in regards to the Certificate of Zoning Compliance we are submitting for the Real
Property herein described currently zoned as C -G.
It is intended that the existing building, in conjunction with tenant improvements, on herein said
property will accommodate the Meridian Joint School District No. 2 District Offices and High
School Classroom needs.
The real property is legally described as:
A parcel of land lying in the SE '/4 of Section 18, Township 3 North, Range I East, Boise
Meridian, Ada County, Idaho. This parcel contains 33.315 acres, more or less. The site
includes: a 357,373 square feet, more or less building composed of CMU block and tilt -up
concrete, paved parking with 1,600 stalls, and complete landscaping throughout the parking lots,
around the perimeter of building, and at all boundary lines.
The following includes additional information to that provided on the aerial and site plan:
Parking lighting is provided with lampposts that are compliant with the UDC. All
bulbs are shielded with a hood. Down shielding of all lighting is compliant with the
UDC. Building lighting is minimal with canister lighting occurring at entryways and
surface mounted lights with proper down shielding at service doors. Up -lighting in
accordance with the UDC is provided at the entry sign and entry flag poles.
2. Existing trash areas are located against the west side of the building and are not
proposed to be relocated in this phase. In the next phase, phase 4, dumpsters will be
relocated and enclosed within a 3 -sided chain link fence with privacy slats. The
revised design will be reviewed with Sanitary Service Company for approval.
3. Underground -pressurized irrigation is provided at all landscaped areas.
4. Existing sidewalks occur at the perimeter of the building and parallel with E. Central
Drive on the North and South side of the street.

5. The existing building with tenant improvements will remain at the current location to
serve the needs of the District Offices and High School Programs.
6. Wire fencing exists on the South boundary line between the site and 1-84. No
proposed new fencing.
7. All trees will be retained. Trees will not be affected by tenant improvements to the
existing building as construction materials and construction vehicle access will remain
on paved surfaces. See the plant list depicting the variety of trees and plant species.
See aerial plan for location of all plants, including trees, shrubs, and groundcover.
8. Man-made elements: light poles compliant with the UDC are located throughout the
parking lots, a berm with trees, shrubs, and groundcover serves as a buffer on the
East side of property between the East parking lot and the ditch. Approval of the
request by Jabil to waive the tiling of the ditch located at the East side of the
property was recorded March 16, 1999 with the Meridian Clerks Office. Stop signs
are located at both exits from parking to E. Central Drive. Power poles are not
located on the site.
9. Sight triangles are depicted via photographs located on the site aerial plan.
Regarding the requirements for the Supplemental Checklist for Public School Facilities, this
phase of the facility plan will not generate the volumes of bus, pedestrian, and student vehicle
traffic as would a traditional school facility. The next phase of the project will require larger
volumes of bus, student vehicle and pedestrian traffic and would warrant a detailed public school
facility site plan as described on the supplemental checklist. A detailed site plan addressing the
items listed will be submitted with the next Certificate of Zoning Compliance.
Please review this information and let us know if you have any comments, questions, or
concerns.
Sincerely,
Hummel Architects PLLC

In response to your request for comment, the Ada County Highway District (ACHD) Planning Review
staff has reviewed the submitted application and site plan for the item referenced above. It has been
determined that there are no site specific requirements for you at this time due to the fact that:
• All required street improvements exist at the site.
If the site plan or use should change in the future, ACHD Planning Review will review the site plan and
may require improvements to the transportation system at that time.
• Prior to final approval you will need to submit construction plans to the ACHD
Development Review Department to insure compliance with the conditions identified
above or for traffic impact fee assessment. This is a separate review process that
requires direct plans submittal to the Development Review staff at the Highway
District.
• A traffic impact fee will be assessed by ACHD and will be due prior to the issuance of
a building permit. Contact ACHD Planning & Development Services at 387-6170 for
information regarding impact fees.
If you have any questions, please feel free to contact me at (208) 387-6187.
Sincerely,
ow, 4- j
