Linder Road Proposed Use: New 7,868 square -foot fire station Zoning: Comments: Conditions of Approval: Project is subject to all current City of Meridian ordinances and development agreement (103012598), Conditional Use Permit (CUP -02-012), Preliminary Plat (PP - 02 -009), and Final Plat (FP -04-008) applications associated with this site, if applicable. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for this site. Landscaping: The Landscape Plan prepared by Brecken Land Design, Inc., labeled L1.1 is approved (stamped "Approved" on October 17, 2007 by the Meridian Planning Department) with the following changes/notes: 1) Install grass in the northeast and southeast corners of the site adiacent to Linder Road. Other than the above-mentioned changes, the approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are in substantial compliance with the approved landscape plan. Site Plan: The Site Plan prepared by Maxey Tookey Architects, LLP, labeled SD -1, is approved (stamped "Approved" on October 17, 2007 by the Meridian Planning Department) with the following changes (see redline changes on site plan): 1) Per UDC 11 -3C -5B3 Install wheel restraints to prevent cars from overhanging beyond the designated parking stall dimensions (see redlines on plan); 2) The drive aisles west of the building and north of the building shall be signed one-way (see redlines on plan); 3) Per UDC 11-3C-5 the parking stalls on the western boundary of the property shall be a minimum of 23 feet in length, revise accordingly; 4) The access aisle for the ADA parking shall be a minimum of eight feet, revise the accordingly; 5) The sidewalk on the south side of the building shall be a minimum of five feet wide; 6) Per UDC 11 -3C -5C and 11 -3C -6G, install a minimum one park bike rack near the entrance. Except for the changes mentioned above, the approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: This project complies with the Design Review requirements of UDC 11-3A-19. The Elevations prepared by Maxey Tookey Architects, LLP, labeled Sheet A-1 are approved with no changes from the Planning Department. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing_ Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-313- 10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-313-10-C.5. Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-313. Project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap -accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the Building Department. Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan stamped "Approved" on October 17, 2007, and Elevations, and are not to be altered without prior written approval of the Planning Department. No significant field changes to the site or landscape plans are permitted; prior written approval of all changes is required. Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision improvements shall be installed prior to occupancy of the first structure in the subdivision. Facades: The Fire Station, as seen from Linder Road, has multiple modulations in the roof, wall, and recesses. The roof line over the Apparatus bay is higher than over the office area and the locker area. The office area steps out 5' in front of the apparatus bay. The fitness room steps out 2' in front of the office area. b. Primary Public Entrance: The primary public entrance is clearly defined. The entrance canopy extends out from the office wall. The materials are different and contrasting colors. C. Roof Lines: There are two entrance canopies that extend from the office walls. The roof line of the apparatus bay and offices are different. The overhanging eaves around the building are T wide. d. Pattern Variations: There are multiple changes in color and material throughout this building. On the apparatus bay there are three materials, stucco, smooth faced cmu, and split face cmu. There are also three different colors on the apparatus bay. Light grey, dark grey and salmon. The office area continues the material and color variations. The stucco on the elevations is light grey in the field and dark grey under the windows and on the cmu block veneer quoins. The stucco over the doors and windows copies the salmon color on the apparatus bay. e. Mechanical Equipment: The mechanical equipment is screened using the same building materials as the apparatus bay. 2. Color and Materials: This building uses high quality, long lasting materials. It is constructed of smooth faced and split faced concrete masonry units. The finish over the office area is portland cement plaster stucco over wood stud walls. With concrete masonry unit veneer quoins at the corners of the office area to further accent the building. 3. Parking Lots: There is no parking between the front of the structure and the street. 4. Pedestrian Walkways: a. There is a sidewalk provided from the perimeter sidewalk to the entrance of the building. There are no sale displays, vending machines, or temporary structures b. The internal pedestrian walkway is to be distinguished by the use of a different finish texture. C. There is no parking more than 200 feet from the building d. The walkways lead to covered entrances. The proposed site for the new Meridian Fire Station was identified in the preliminary and final plat. In the review of Lochsa Subdivision it was identified that the location of the future fire station would be Lot 42, Block 1. The applicant has proposed to construct two driveways that intersect N. Linder Road, one for employee use and access to the parking lot located approximately 22 -feet north of the south property line (measured property line to near edge) and the other as an entrance only driveway for fire trucks and emergency vehicles located approximately 47 -feet south of the north property line (measured property line to near edge). The applicant's proposal for the driveways meets District policy. The construction of sidewalk on Linder Rd. was required with the approval of Lochsa Subdivision. The applicant will be responsible for installing emergency signals on N. Linder Rd on either side of the proposed fire/emergency driveway. The applicant is required to coordinate with District Traffic Services and Development Review Staff on the location of the fire signal and associated conduit and junction boxes. The signals shall be installed prior to occupancy of the facility. Linder Road is classified as a minor arterial roadway and is scheduled in the District's Capital Improvement Plan to be widened to 5 lanes from McMillan to Chinden between 2013 and 2017. Prior to final approval the applicant will need to submit plans to the ACHD Development Review Department. Prior to the construction or instillation of any roadway improvements (curb, gutter, sidewalk, pavement widening, driveways, culverts, etc), a permit or license agreement must be obtained from ACHD.
