Landscaping: The Landscape Plan prepared by The Land Group, Inc., labeled L1.00 is approved (stamped "Approved" on October 5, 2007 by the Meridian Planning Department) with the following changes/notes: 1) Per the standards in UDC 11 -3B -8C2 install interior planter islands in any parking areas exceeding 12 parking spaces (see redlines on plan); Other than the above-mentioned changes, the approved landscape plan is not to be altered without prior written approval of the Planning Department. Except for the changes mentioned above, the approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: The Elevations prepared by LKV Architects, labeled Sheet A-5.1 are approved with no changes from the Planning Department. Alternative Compliance: LKV Architects has requested alternative compliance from UDC standard 11 -3C -6B, which requires 1 parking space for every 500 square feet of gross floor area for non- residential uses in a residential district. The applicant would be required to construct 140 total parking spaces on this site. The applicant has requested to construct 124 total parking stalls in lieu of the 140 required stalls. UDC 11-3 C -7A 1 allows for the director to approve an alternative if there are convenient pedestrian connections between separate properties. The school site provides numerous pathways and sidewalks to the neighboring residential subdivision. Therefore, the Director has approved the applicant's alternative compliance request. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-313- 10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-313-10-C.5. Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-313. Project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11-313-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-313-11 and UDC 11-3A-18. Lim: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handica-p-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap -accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. Sienna K-8 School will be located inside the Tuscany Subdivision, which is South of Victory Road and West of Eagle Road on a 11.37 acre lot. The parcel has been improved with curb; gutter, sidewalk and a public street continuing the full south property line. With the new City of Meridian Unified Development Code, the requirements for parking have - changed with educational facilities: We are requesting a slight variance from the re uired garkim spaces of 140 (70,000 sq. ft. / 500 gross sq.ft. -140 parking spaces) to , parting spaces. The site is designed to have separate bus and parent drop off areas. It has been a practice of the District to design these areas free of parking to prevent additional confusion and pedestrian verses vehicle accidents. It has been our experience on past school design to provide on the average, 120 parking spaces. The site circulation and parking demand has driven the site design decision's. Another factor has been the placement of the new curb cuts. The Ada County Highway District has determined the location of the three new vehicular curb cuts onto Rome Drive with alignments to.adjacent roadways. Due to those locations the parking -layout is, _somewhat predetermined. Additional parking could extend to the east, into the grass play area, but by doing so would limit the play -ability of the grass area with certain activities. (i.e. soccer) Reducing the required number of parking spaces by 12, will not impact the successful use of the property or the surrounding neighborhood: The site will be improved with the necessary landscaping in the property setbacks, landscape enhancements adjacent to the building, and parking lot trees and ground cover. All of the landscaping will help to provide a generous buffer zone between the school and the adjacent residential properties. Additional parking would only decrease the amount of landscaping on the, south property line and further impact the neighborhood with more hard surfacing. Findings for Consideration Analysis and Review for Future School Site Staff Comment: As required by Idaho State Code, a traffic impact study must be submitted with all school applications. A traffic impact study was submitted in conjunction with the Sienna Elementary application, but after review by ACHD staff it was determined that the study lacked a certain amount of information needed to satisfy the requirements established by Idaho State Code. A chief concern of ACHD staff was the traffic studies inability to establish a defined school zone boundary which is necessary to ultimately determine the school bus and pedestrian plan. After a meeting between ACHD staff and Meridian School District #2, it was determined that a school zone boundary cannot be established at this time because of the process needed to establish said school zone boundary. Only through a series of public information meetings can the school district determine the exact boundary. Therefore, ACHD will require the traffic impact study to address the following criteria submitted to ACHD Planning & Development staff no later than May 1, 2008: • location of school zone • school bus plan • pedestrian plan • crossing guard plan • need for flashing beacon • need for traffic control signal • speed on adjacent highways If any of the above requirements are deemed necessary by the traffic study, Meridian School District # 2 bears the responsibility to prepare the appropriate plans and constructing the appropriate improvements. All improvements must be installed and operational prior to occupancy. 2. W. Rome Drive/S. Turin Drive Street Section Policy: District policy 72-F1A, allows local residential public roads with a 33 -foot street section with parking on both sides of the roadway, if the amount of vehicle trips per day on the street does not exceed 1,000 and the appropriate fire department reviews and approves the street section. The proposed density of development that will utilize the internal local residential streets is anticipated to generate less than 1,000 vehicle trips per day. Residential Collector Policy: District policy 72-F1A, 7202.3.2 and 7202.3.5, requires that residential collectors be constructed as 36 -foot street sections with curb, gutter and 5 -foot wide concrete sidewalks with no front -on housing. The access restrictions for these street segments should be stated on the final plat. Unless otherwise noted, parking should be prohibited on these street segments. Coordinate the signage Program with District staff. Right -of -Way Policy: District policy 7204.4.1 and Figure 72-F1A requires 50 -feet of right-of-way on local streets. This right-of-way allows for the construction of a 2 -lane roadway with curb, gutter and 5 -foot wide concrete sidewalks. Applicant Proposal: The applicant is not proposing any improvements to W. Rome Drive or S. Turin Drive with this application. Staff Comment/Recommendation: W. Rome Drive and S. Turin Drive are built out to their current configuration. No additional improvements or right-of-way is required. 3 MCZC-07-209 3. Access Gravel Tracking Policy: Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with District policy, 7207.9.1, the applicant should be required to pave the driveway its full width and at least 30 -feet into the site beyond the edge of pavement of the roadway and install pavement tapers with 15 -foot radii abutting the existing roadway edge. Offset Policy: District policy 72-F4 (1) and 72-F4 (2), requires driveways located on local residential roadways to offset a controlled and/or uncontrolled intersection a minimum of 50 -feet (measured near edge to near edge). Applicant Proposal: The applicant is proposing 3 driveways in the following locations (measured near edge to near edge): 1) Intersecting W. Rome Drive approximately 220 -feet east of S. Turin Avenue and will align with S. Montague Way (full access). 2) Intersecting W. Rome Drive approximately 165 -feet east of S. Montague Way (right/left out only). 3) Intersecting W. Rome Drive approximately 335 -feet east of S. Montague Way (in only). Staff Recommendation: The applicant's proposal meets District policy and should be approved with this application. 4. Tree Planter Policy Tree Planter Policy: The applicant should also comply with the District's Tree Planter Width Interim Policy which prohibits all trees in planters less than 6 -feet in width. In addition to prohibiting trees in planters less than 6 -feet in width, the policy requires a minimum planter width of 6 -feet for class II tress with the installation of root barriers on both sides of the planter strip or a minimum planter width of 8 -feet without the installation of a root barrier. The policy also requires Class I and Class III trees to provide a minimum planter width of 10 -feet. C. Site Specific Conditions of Approval Submit the updated traffic study to ACHD Planning staff no later than May 1, 2008. 2. Construct the driveways intersecting S. Turin Avenue and W. All design and construction shall be in accordance with the Ada County Highway District Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Ordinances unless specifically waived herein. Notification shall include but not be limited to, project limits, scope of roadway improvements/project, anticipated construction dates, and any portions critical to the right of way improvements and coordination of utilities. 2) Plan Review: The developer shall provide the highway entities and all utility owners with preliminary project plans and schedule a plan review conference. Depending on the scale of utility improvements, a plan review conference may not be necessary, as determined by the utility owners. Conference notification shall also be sent to the UCC. During the review meeting the developer shall notify utilities of the status of right of way/easement acquisition necessary for their project. At the plan review conference each company shall have the right to appeal, adjust and/or negotiate with the developer on its own behalf. Each utility shall provide the developer with a letter of review indicating the costs and time required for relocation of its facilities. Said letter of review is to be provided within thirty calendar days after the date of the plan review conference. 3) Revisions: The developer is responsible to provide utilities with any revisions to preliminary plans. Utilities may request an updated plan review meeting if revisions are made in the preliminary plans which affect the utility relocation requirements. Utilities shall have thirty days after receiving the revisions to review and comment thereon. 4) Final Notification: The developer will provide highway entities, utility owners and the UCC with final notification of its intent to proceed with right of way improvements and include the anticipated date work will commence. This notification shall indicate that the work to be performed shall be pursuant to final approved plans by the highway entity. The developer shall schedule a preconstruction meeting prior to right of way improvements. Appeal of Staff Decision: The Commission shall hear and decide appeals by an applicant of the final decision made by the ROWDS Manager when it is alleged that the ROWDS Manager did not properly apply this section 7101.6, did not consider all of the relevant facts presented, made an error of fact or law, abused discretion or acted arbitrarily and capriciously in the interpretation or enforcement of the ACHD Policy Manual. a. Filing Fee: The Commission may, from time to time, set reasonable fees to be charged the applicant for the processing of appeals, to cover administrative costs. b. Initiation: An appeal is initiated by the filing of a written notice of appeal with the Secretary of Highway Systems, which must be filed within ten (10) working days from the date of the decision that is the subject of the appeal. The notice of appeal shall refer to the decision being appealed, identify the appellant by name, address and telephone number and state the grounds for the appeal. The grounds shall include a written summary of the provisions of the policy relevant to the appeal and/or the facts and law relied upon and shall include a written argument in support of the appeal. The Commission shall not consider a notice of appeal that does not comply with the provisions of this subsection. c. Time to Reply: The ROWDS Manager shall have ten (10) working days from the date of the filing of the notice of appeal to reply to the notice of the appeal, and may during such time meet with the appellant to discuss the matter, and may also consider and/or modify the decision that is being appealed. A copy of the reply and any modifications to the decision being appealed will be provided to the appellant prior to the Commission hearing on the appeal. d. Notice of Hearing: Unless otherwise agreed to by the appellant, the hearing of the appeal will be noticed and scheduled on the Commission agenda at a regular meeting to be held within thirty (30) days following the delivery to the appellant of the ROWDS Manager's reply to the notice of appeal. A copy of the decision being appealed, the notice of appeal and the reply shall be delivered to the Commission at least one (1) week prior to the hearing. e. The proposed school generally conforms to the policies, goals and planning criteria of these governing documents. A traffic impact study (TIS) that included school traffic was prepared in 2002 for the Tuscany Subdivision. Projected external traffic impacts from the combined land uses in the subdivision were identified in that study and mitigated through the development approval process. A site specific bus route and schedule plan will be developed for each new school. Safety busing is generally provided for all students living 1.5 miles or more off campus. A school route plan for pedestrian access to the site will be prepared with input from the school administration as well as local neighborhood residents. The plan will be developed with consideration of the sidewalk and shoulder conditions within the service area and on the adjacent arterial roadways. School crossing guards and adult supervisors will receive training at the local school prior to deployment. Refer to MUTCD -Chapter 7E in Appendix A for an overview of this training. SIENNA SCHOOL TR, SPORTATION IMPACT STUDY I 6 t West Rome Drive is a residential collector with a 34 -ft. wide urban street 1 section with sidewalks and parking restrictions on both sides. The speed limit is 25mph. Other streets within the Tuscany Subdivision have standard 36 -ft. residential sections with sidewalks on both sides. The ACHD system roads bordering the section are typically 2 -lane rural highways with 4 -ft. gravel shoulders. Adjacent to developed subdivisions the l roads have been improved with disconnected segments of detached sidewalks in anticipation of roadway widening in the future. Roadway shoulders provide a marginal pedestrian space where there are no sidewalks. However, the canal and ditch crossings are as narrow as the travel way width and the shoulders at those points do not provide an adequate pedestrian area. The arterial/collector intersections on the ACHD roadways have all -way - stop -control with single lane approaches. This calculation was made to establish baseline conditions from which to assess site -generated traffic impacts. The baseline capacity of the adjacent system roadways is shown below in Table 2. Assumed in the analysis were year 2010 baseline traffic volumes plus new site -generated traffic. This analysis was based on the procedures and methodologies developed in the Highway Capacity Manual (TRB Report 209.) Capacity Analysis: Project Entrances The findings of this capacity analysis for the project entrances are summarized in Table 6. This manual provides realistic policies, practices and standards for traffic control within school zones. (Copy attached in Appendix A for reference.) A proposed sign plan is presented in Figure 3. Advanced warning signs should be placed approximately 300 feet ahead of the school boundaries. Pavement markings may be used in addition to the recommended signs. Coordination with ACHD standard policies will be required. In addition, a crosswalk and signing should be installed at the Eagle Road/Rome Drive intersection. If the school service area includes the residential areas north of Victory Road, a crosswalk should be installed at the Victory/Balthasar Way intersection. Therefore, school walk routes are most important on the internal subdivision streets in the Tuscany development and on the Eagle Road, Amity Road, Victory Road and Locust Grove Road. Sidewalk access will be available to the school site on all internal Tuscany Subdivision streets. External system roads will be fully improved and provide adequate pedestrian access following completion of ACHD CIP projects. In addition, pedestrian signal control will be available at the arterial intersection. Prior to completion of these programmed improvements for system roads, a safe route to school plan should avoid areas where the usable road shoulder is less than 4 feet such as road ditch crossings and canal bridges. Section 7A.04 Scope Standard: i Part 7 sets forth basic principles and prescribes standards that shall be followed t in the design, application, installation, and maintenance of all traffic control devices and other controls required for the special pedestrian conditions in school areas. Such devices and controls include signs, signals, markings, adult crossing guards, student patrols, and grade -separated crossings. Portable school signs shall not be used. SIGNS Section 711.01 Size of School Sims Standard: Page 7B-1 The sizes of signs and plaques to be used on conventional roadways in school areas shall be as shown in Table 711-1. The standard sign size shall be used on public roads, streets, and highways unless engineering judgment determines that a special sign size would be more appropriate. The special sign size shall be used on expressways. Option: The special sign size may be used for applications that require increased emphasis, improved recognition, or increased legibility. The minimum sign size may be used on local residential streets, in urban areas, and where there are low traffic volumes and low vehicle speeds, as determined by engineering judgment. Section 7B.02 Illumination and Reflectorization Standard: The signs used for school area traffic control shall be retroreflectorized or illuminated. Section 7B.03 Position of Signs Guidance: Signs should be placed in positions where they will convey their messages most effectively without restricting lateral clearance or sight distances. Placement therefore should consider highway design, alignment, vehicle speed, and roadside development. Signs should have a maximum practical clearance from the edge of the traveled way for the safety of vehicles that might leave the roadway and strike the sign supports. Except as.noted in the Option, signs should not be closer than 1.8 m (6 ft) from the edge of a paved shoulder, or if none, 3.7 m (12 ft) from the edge of the traveled way. Section 713.10 SCHOOL BUS STOP AHEAD Sign (S3-1) Guidance: The SCHOOL BUS STOP AHEAD (S3-1) sign should be installed in advance of locations where a school bus, when stopped to pick up or discharge passengers, is not visible for a distance of 150 in (500 ft) in advance and where there is no opportunity to relocate the bus -stop to provide 150 in (500 ft) of visibility. Section 7B.11 School Speed Limit Assembly (� S44, S4-2, S4-3, S44, S5-1) Standard: A School Speed Limit assembly or a School Speed Limit (S5-1) sign shall be used to indicate the speed limit where a reduced speed zone for a school area has been established (in accordance with law based upon an engineering study) or where a speed limit is specified for such areas by statute. The School Speed Limit assembly or School Speed Limit sign shall be placed at or as near as practical to the point where the reduced speed zone begins. Guidance: The reduced speed zone should begin at a point either 60 in (200 ft) from the crosswalk, or 90 in (300 ft) from the school property line, whichever is encountered first as traffic approaches the school. If used, the School Reduced Speed Ahead assembly shall be followed by a School Speed Limit sign or a School Speed Limit assembly. Section 7B.13 END SCHOOL ZONE Sign (S5-2) r Standard: The end of an authorized and posted school speed zone shall be marked with a standard Speed Limit sign showing the speed limit for the section of highway that follows or with an END SCHOOL ZONE (S5-2) sign. Section 713.14 Parking and Stopping Signs (117 and R8 Series) Option: Parking and stopping regulatory signs may be used to prevent parked or waiting vehicles from blocking pedestrians' views, and drivers' views of pedestrians, and to control vehicles as a part of the school traffic plan. Support: Parking signs and other signs governing the stopping and standing of vehicles in school areas cover a wide variety of regulations. Typical examples of regulations are as follows: A. No Parking 8:00 AM to 5:00 PM School Days Only; B. No Stopping 8:00 AM to 5:09 PM School Days Only; C. 5 Min Loading 8:00 AM to 5:00 PM School Days Only; and D. No Standing 8:00 AM to 5:00 PM School Days Only. Sections 213.34, 213.35, and 213.36 contain information regarding the signing of parking regulations in school zone areas. June 2001 Sea. 711.12 to 7B.14 Page 7C-2 Option: December 2000 For added visibility, the area of the crosswalk may be marked with white diagonal lines at a 45 -degree angle to the line of the crosswalk or with white longitudinal lines parallel to traffic flow. When diagonal or longitudinal lines are used to mark a crosswalk, the transverse crosswalk lines may be omitted. Guidance: The diagonal or longitudinal lines should be 300 to 600 mm (12 to 24 in) wide and spaced 300 to 600 mm (12 to 24 in) apart. The spacing design should avoid the wheel paths. Section 7C.04 Stop Line Markings Standard: Stop lines shall consist of solid white lines extending across approach lanes to indicate the point at which the stop is intended or required to be made. Guidance: Stop lines should be 300 to 600 mm (12 to 24 in) wide. Stop lines should be used to indicate the point behind which vehicles are required to stop, in compliance with a STOP sign or traffic signal. Stop lines, if used, should be placed 1.2 in (4 ft) in advance of the nearest crosswalk line, except at roundabouts as provided for in Section 3B.24. In the absence of a marked crosswalk, the stop line should be placed at the desired stopping point, but should be placed no more than 9 in (30 ft) nor less than 1.2 in (4 ft) from the nearest edge of the intersecting traveled way. Stop lines should be placed to ensure sufficient sight distance for all approaches to an intersection. Stop lines at mid -block signalized locations should be placed at least 12 m (40 ft) in advance of the nearest signal indication (see Section 4D.15). Section 7C.05 Curb Markings for Parking Regulations Standard: Signs shall be used with curb markings in those areas where curb markings are frequently obliterated by snow and ice accumulation, unless the no parking zone is controlled by statute or local ordinance. 11 Sect. 7C.03 to 7C.05 June 2001 l Page 7C-4 December 2000 Except as noted in the Option, pavement word and symbol markings should be no more than one lane in width. CROSSING SUPERVISION Section 7E.01 Types of Crossing Supervision Support: There are two types of school crossing supervision: A. Adult control of pedestrians and vehicles by adult guards or police officers; and B. Student control of only pedestrians with student patrols. Information for the organization, operation, and administration of an adult crossing guard program are given in "Civilian Guards For School Crossings" (available from the Traffic Institute of Northwestern University, 405 Church Street, Evanston, IL 60204) and "Adult School Crossing Guards" (available from the American Automobile Association, 1000 AAA Drive, ( Heathrow, FL 32746). Information for the organization, administration and operation of a student patrol program are given in 'Policies and Practices for School Safety Patrols" (available from the American Automobile Association, 1000 AAA Drive, Heathrow, FL 32746). Section 7E.02 Adult Guards Option: Adult guards may be used to provide gaps in traffic at school crossings where an engineering study has shown that adequate gaps need to be created (see Section 7A.03), and where authorized by law. Section 7E.03 Qualifications of Adult Guards Support: High standards for selection of adult guards are essential. Guidance: Adult guards should possess the following qualifications: A. Average intelligence; B Good physical condition, including sight, hearing, and mobility; C. Mental alertness; D. Neat appearance; E. Good character; F. Dependability; and June 2001 Sect. 7E.01 to 7E.03 December 2000 Page 7E-3 Section 7E.07 Student Patrols l I Option: Students patrols may be used to direct and control pedestrians at crossings near schools ( where adequate gaps in traffic occur frequently enough so that gaps do not need to be created. Student patrols may be used to direct and control pedestrians at signalized intersections where turning movements are not a significant problem, and may be used to assist adult guards in the control of pedestrians at crossing locations used by large numbers of pedestrians. Guidance: ( Student patrols should not be responsible for directing vehicular traffic. They should t not function as police officers or adult guards. I Section 7E.08 Choice of Student Patrols Guidance: Student patrols should be carefully selected. They should be students from the fifth grade or higher. Leadership and reliability should be determining qualities for patrol membership. Parental approval should be obtained in writing before a student is used as a member of a student patrol. Section 7E.09 Operating Procedures for Student Patrols Guidance: Student patrols should use a flagging device to stop pedestrians behind the curb or edge of the roadway, and should allow them to cross only when there is an adequate gap in traffic. Standard: Flagging devices used during periods of twilight or darkness shall be retroreflective or illuminated.
