Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to the Planning Department,, prepared by a landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. September 7, 2007 by the Meridian Planning Department) with the following changes (see redline changes on site plan): 1) Provide a drive aisle at the northeast property boundary for cross access; 2) Provide a minimum 3 -bicycle rack on this site (see UDC 11 -3C -5C & UDC 11-3C-6 Except for the changes -mentioned above, the approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: The Elevations prepared by Erstad Architects, on August 21, 2007) labeled Sheet a3.1 I. are approved with no changes from the Planning Department. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in ac- cordance with UDC 11 -3 A- 15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC I I - 3B -10-C.5. Parking.- The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Cu : Per UDC 11-3B-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Dra Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall be designed in compliance with UDC 11 -3 B- I I and UDC 11 -3 A- 18. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and complywith lighting standards as defined in UDC 11-3A-11. Sigqaae: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11 -3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -1 1-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handic -Acces : The structure, site improvements and parking areas must be in compliance with all federal handicap -accessibility requirements. ACHD Acceptance: - All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupana: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the Building Department. Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan stamped "Approved" on September 7,.2007, and Elevations, and are not to be altered without prior written approval of the Planning Department. Overland Rd. The property was originally granted a Conditional Use Permit (CUP -04-017) in August of 2004 to construct 32,930 S.f. of retail office, a caretakers apartment and conditioned storage space on the north portion of the site adjacent to Overland. In June of this year we applied for and were granted a Conditional Use Modification (MCU 07-004) to construct a single story 15,620 s.f. retail/office building on the site in place of the previously approved structures. The specific conditions of approval as stated in the City of Meridian Findings of Fact, Conclusions of Law and Decision & Order are as follows: -Sewer will be connected along Stoddard to the lift station. -The required turnaround for the fire dept. will utilize grass-crete, as depicted on the revised site plan presented at the hearing. -if necessitated during the construction process, any trees located within the existing landscape buffers shall be relocated within the same buffer as opposed to removed from the site. -Provide Staff with a letter from the neighbor to the west stating agreement with the proposed changes to the landscape buffer prior to issuance of a Certificate of Zoning Compliance. -Any additional right-of-way along Overland shall be landscaped with grass or other vegetative groundcover, as allowed by ACHD. The site is located on the north portion of the existing Freedom Storage Center site. The project will consist of a single story 15,750 s.f. officelretail building as well as the conversion of the existing Freedom Storage Center office (approx 1100 s.f.) into a shipping and receiving space. The material palate for the building will consist of cement board panels, corrugated metal and concrete. The project will seek LEED —NC (Leadership in Energy and Environmental Design — New Construction) certification. Two of the many sustainable aspects of the project include a green roof on a portion of the building with drought tolerant plant species, as well as future photovoltaic arrays on the roof to provide a portion of the buildings required power. The design intent is to create a unique identity for the building to emphasize the office retail use and environmental nature of the project. The site design functions as a compromise between adequate parking for the buildings 54 offices and retail use with maximizing landscaped space. The design will look to exceed Meridian's zoning requirements by 25% for landscaped area. Much of the plant and tree species will be drought tolerant reducing the need for irrigation. The majority of the parking is on the west side of the building with a portion of the parking on the east side at the courtyard, to be reserved for hybrid vehicles. The site slopes +/- 6.5' north to south from Overland, this along with the proposed landscaping will help to screen the parking. The trash and recycling enclosures will be located inside the existing storage facility, screening them from public view. This site offers a wonderful opportunity and we are excited with the functional and aesthetically pleasing design that has been achieved. The remaining portion of the stall will be utilized for motorcycle/scooter parking. The loss of this parking space nets a total parking stall count of (67), exceeding the required (32) stalls for the 15,764 s.f. building. An additional smaller building sign was added for the office entry near the northwest corner of the building. 2. The new building transformer was moved east of its originally proposed location per Idaho Power requirements. There is also the additional of a separate electrical structure adjacent to the transformer housing infrastructure for the future photovoltaic panels that will occupy a portion of the roof. These items required a larger concrete pad and keystone retaining wall on the north side. 3. One of the bike racks was relocated from the courtyard on the east side of the building to the main entry at the northeast corner of the building. This was done to increase the visibility of the bike rack and to make it more accessible. The project is still able to park 6+ bicycles. 4. Reserved hybrid vehicle parking signs were added, three in the courtyard on the east side and one near the main entry at the north east corner of the building for a total of four. 5. The overall site landscape area was decreased by approximately 82 square feet. - 80 s.f. was added at the south end of the building against the existing storage (to be completed by summer of 2009). - 70 s.f. was added in the new planter around the monument sign. - 32 s.f. was added in the courtyard on the east side of the building. - 347 s.f. was lost on the south end of the courtyard and replaced with an artificial putting green. - 232 s.f. was lost with the increase in the size of the electrical equipment pad. - 32 s.f. was lost with the relocated bike rack location 6. The trash enclosure was relocated from the existing gravel parking area to an existing storage enclosure directly adjacent the existing office and was approved by SSC.
