Conditions of Approval: Project is subject to all current City of Meridian ordinances and the
conditions of approval for the Bridgetower Development. Issuance ofthis permit does not release the
applicant from any previous requirements of other permits issued for this site. The issuance of this
permit does not release the applicant from any requirements of the approved Annexation & Zoning
(AZ -0 1-003), Conditional Use (CUP -0 1 -006), Preliminary Plat (PP -02-014), Final Plat (FP -05-034),
as well as any Development Agreements recorded for this site.
Site Plan: The Site Plan prepared by Rudeen & Associates, Sheet Numbers A1.01 & A1.02 are
approved (stamped "Approved" on August 14, 2007, by the Meridian Planning Department) with no
changes from the Planning Department. The approved landscape plan is not to be altered without
prior written approval of the Planning Department, No field changes to landscape plan permitted;
prior written approval of all material changes is required. Prior to final inspection and sign off for this
project, a written certificate of completion shall be submitted to the Planning Department, prepared
by a landscape architect, landscape designer or qualified nurseryman responsible for the landscape
plan upon completion ofthe landscape installation. The Certificate of Completion shall verify that all
landscape improvements, including plant materials and sprinkler installation, are in substantial
compliance with the approved landscape plan.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per
the approved specifications and in accordance with UDC I I -3A- 15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in
accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11 -311-
10, coordinate with the Parks Department Arborist (Elroy Huf� 888-3579) for approval of
protection/relocation measures for the existing trees prior to construction. Any severely damaged tree
must be replaced in compliance with UDC I 1 -313- 1 O -C. 5.
Parking: The parking areas shall be paved and striped in accordance with LTDC 11-3B. Project
engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the
Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance
per ADA and signed appropriately,
Curbing:. Per LJDC I 1 -313-51, all landscape areas adjacent to'driveways, parking lots, or other vehicle
use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing
may be cut to allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be
constructed prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully
vegetated, and shall be designed in compliance with LTDC 11-3B-1 I and UDC 11-3A-18.
Fencing: Any required or proposed fencing shall be installed with current fencing standards as
defined in UDC 11 -3A-7.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development.
Comply with a lighting standards as defined in LTDC 11 -3A- 11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign
permit in compliance with UDC 11 -3D.
Trash Enclosure. The applicant is proposing to pull the garbage to the curb. Any future dumpster(s)
must be screened in accordance with UDC -1 1-3A-12. Trash enclosures must be built in the location
and to the size approved by SSC.
Handicap-Accgssibility, The structure, site improvements and parking areas must be in compliance
with all federal handicap -accessibility requirements.
ACHD Accgptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If
any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan
shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a
building permit.
Certificate of Occupangy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A written certificate of completion shall be prepared by the landscape
architect, landscape designer or qualified nurseryman responsible for the landscape plan upon
completion of the landscape installation. The Certificate of Completion shall verify that all landscape
improvements, including plant materials and sprinkler installation, are in substantial compliance with
the approved landscape plan.
Other Reguirements: As previously stated, issuance of this permit does not release the
applicant from any previous requirements of other permits issued for this site, including CZC-
04-028 and CZC-06-177. A final inspection has not been scheduled to dose File No. CZC-04-

028 or CZC-06-177, as several required items have yet to be completed. Please complete the
following outstanding items prior to occupancy of the subject modular building:
1) The six (6) trees and grassy area as depicted within the planter island Ad4acent to the
drop-off site on Coppercloud Wa shall be instagedger the specifications of th
landscape plan prepared by LKV Architects on FebruaEX 20, 2004.
2) The strilling and signing at,the drop-off site shall be completed iper the specifications 0
the site plan grepared by LKV Architects on February 20, 2004.

Occupancy for the portable classroom building may be withheld until an required
improvements have been made per the subject Certificate of Zoning Compliance (CZC-07-
177), in addition to that of CZC-04-028 and CZC-06-177.
Plan Modifications: The approved Site Plan stamped "Approved" on August 14, 2007,is not to be
altered without prior written approval of the Planning DepartmMit. No significant field changes to the

To whom it may concern:
This letter is presented as part of the Certificate of Zoning Compliance Application for the Treasure
Valley YMCA's proposed Portable Modular Child Care facility at Hunter Elementary School. It is intended
to clarify some of the requirements that may not be addressed on the plans.
Proiect History:
The YMCA has had a childcare site at Meridian Elementary School, since 2000. Currently, the site serves
60 children, ages 5- 12. The modular unit is to take the place of the space currently used by the YMCA
within the school, which will no longer be available to them.
The Treasure Valley Family YMCA has benefited from a great relationship with the Meridian School
District over the past 10 years and the concept of putting a modular unit on Meridian school grounds is
not new. The YMCA has similar units in place at Meridian Elementary School, Ustick Elementary School
and Seven Oaks Elementary School in Eagle.
Proiect PrODosal:
The proposed project is to place a modular unit in the southeast corner of the playground at Hunter
Elementary School. The location of the unit would not interfere with any underground utilities for the
school. The size of the unit is 2,656 square feet (4 IN x 64), and it would be fully self-contained, with all
utilities provided from underground.
The exterior of the unit would be attractive, with fbxtures, entrance areas, security, and appropriate
landscaping. Accessibility to the unit would meet all ADA requirements. Signage for the unit would show
clearly that it is a YMCA Childcare site, and would adhere to any regulations of the school district and
City of Meridian.
Since the unit is proposed to be placed in the southeast comer of the school's playground, which is
currently lawn, the existing irrigation system v011 have to be modified to accommodate the unit location.
Since the modular unit will be taking up approximately 2,656 s.f. of existing lawn area and there are new
paved areas, the existing system should be more than capable of handling the proposed landscape areas
around the modular unit.
Landscape areas adjacent too the unit and within the new walkways are proposed to be grass since it is a
playground area and will continue to be used for play activities around and adjacent to the modular
building. The paved entry court shown provides a small, hard surface for outdoor activities such as
outdoor classes, weather permitting.

No additional parking is proposed for the site. The existing site has more than an adequate amount of
parking for both the school and the modulai's use, as shown in the parking count on the plans. Also, the
modular unit is to be used for the YMCAs after school childcare programs. Since the unit is used after
school hours and is located adjacent to an existing parking lot (drop-off area) on site, there is no need for
additional parking. The existing chain link fence will be modified to accommodate entry to the unit.
No additional trash enclosures are proposed for the site due to the additional modular unit. Trash
produced from the activities of the childcare program will be minimal. It will be disposed in plastic trash
containers, kept neatly on the side of the building, and put out for collection on the appropriate days.
This is the procedure currently in place for the Y's modular unit at Meridian Elementary school. The
Sanitary Service Company has approved this with the comment that the Y will have to place the
containers on the curb for pickup.

For entrances, stairwells, corridors and other pedestrian areas
CONSTRUCTION
Housing is white polyester powder painted steel backplate on which electri-
cal components are mounted. Cast housing (PE option) is rugged, lightweight
cast aluminum with dark bronze polyester powder finish. Electrical compo-
nents are mounted to the cast housing for maximum heat dissipation.
Closed -cell gasketing between the backplate and the mounting surface
seals the junction. Stainless steel external hardware includes slotted and
tamper -proof Torx-head fasteners.

Dark bronze (DOB) corrosion resistant polyester powder.
OPTICAL SYSTEM
Front cover/refractor is injection-mulded, one-piece, LIV-stabilized polycar-
bonate. The optical system is sealed and gasketed to inhibit the entrance of
outside contaminants.
ELECTRICAL SYSTEM
Multi -volt (120-277) high power factor, solid state, electronic ballast is stan-
dard. (Requires 4 -pin lamp.) Electronic components are mounted to the
housing, providing easy access during servicing.
Four -pin, positive -latch thermoplastic socket. Requires four -pin lamp.
Four -pin tri -tube lamp included.
INSTALLATION
Designed to be mounted to a 4" round or 4" square outlet box. Surface con-
duit mount requires exterior collar accessory (standard version). Cast hous-
ing (PE option) has 3/4" threaded hub for surface conduit

• Existing natural features such as canals, creeks, drains, ponds, wetlands,
floodplains, high groundwater areas, and rock outcroppings.
• Location, size, and species of all existing trees on site with trunks 4 inches or
greater in diameter, measured 6 inches above the ground. Indicate whether the
tree will be retained or removed.
• A statement of how existing healthy trees proposed to� be retained will be
protected from damage during construction
• Existing structures, planting areas, light poles, power poles, walls, fences, berms,
parking and loading areas, vehicular drives, trash areas, sidewalks, pathways,
stormwater detention areas, signs, street furniture, and other man-made elements.
• Existing and proposed contours for all areas steeper than 20% slope. Berms shall
be shown with one -foot contours.
• Sight Triangles as defined in I I -3A-5 of this ordinance.
• Location and labels for all proposed plants, including trees, shrubs, and
groundcovers (trees must not be planted in City water or sewer easements). Scale shown for
plant materials shall reflect approximate mature size
• A plant list that shows the plant symbol, quantity, botanical name, common name,
minimum planting size and container, tree class (1, 11, or 111), and comments (f6r
spacing, staking, and installation as appropriate).
• Planting and installation details as necessary to ensure conformance with all
required standards.
• Design drawing(s) of all fencing proposed for screening purposes
• Calculations of project components to demonstrate compliance with the
requirements of this ordinance, including:
> Number of street trees and lineal feet of street frontage
> Width of street buffers (exclusive of right-of-way)
> Width of parking lot perimeter landscape strip
> Buffer width between different land uses (if applicable)
> Number of parking stalls and percent of parking area with internal landscaping
> Total number of trees and tree species mix
> Mitigation for removal of existing trees, including number of caliper inches
being removed

Planning Review staff has reviewed the submitted application and site plan for the item
referenced above. It has been determined that there are no site specific requirements for
you at this time due to the fact that the proposed development will:
Generate less than 10 additional vehicle trips per day (VTD) and is not a
change in use.
If the site plan or use should change in the future, ACHD Planning Review will review the
site plan and may require improvements to the transportation system at that time.
A traffic impact fee will not need to be assessed by ACHD.
