Site/Landscape: The Site and Landscape Plan prepared by Olson and Associates Architects, on May 21, 2007, labeled Sheet A 1.0, is approved (staxnped "Approved" on June 7, 2007 by the Meridian Planning Department) with the following changes/notes: The existing bike rack shall have at least six (6) bicycle parkins spaces or an additional bike rack shall be added to meet UDC-11-3C-6G, which requires one bicycle parking space for every twenty-five (25) vehicle parking spaces. Other than the above-mentioned changes, the approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a landscape. architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, axe in substantial compliance with the approved landscape plan. Elevations: The Elevations prepared by Olson and Associates Architects, dated May 21, 2007, are approved with no changes from the Planning Department. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11- 3B-10-C.5. Parkin :The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbin :Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Li~htin$: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Si na e: No signs are approved with this CZC. All business signs, will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the Building Department. Prior to occupying this space, the school obtained anon-expiring Conditional Use Permit from the city and .satisfied all requirements of the Ada County Highway District. This summer, the School is purchasing the property from the Church and, in turn, leasing space back to the Church. This transaction involves the transfer of ownership, but the property will continue to accommodate both the Church and, the School, as it has for the past .two years. We are currently applying for a tenant improvement building permit for arenovation/remodel project to the facility. The project consists of mostly interior work with one new linking corridor between the two buildings. This hallway will add 217 square feet to the building. The following points address specific information requested on the Public School Facility checklist: • Crossing guard plan - No crossing guard is currently provided. It was determined that interrupting the flow of traffic on Cherry Lane with a crossing guard would poke an additional risk to both pedestrians and vehicular traffic: ,There are only a small portion of students who live on the other side of Cherry Lane. These parents have been informed that it is their responsibility to transport their children to the school. If such transportation is not possible, any walking children have been instructed to cross at the light at either Ten Mile or Linder Road. • Barriers between highway and school -the playground is completely fenced in at the south and west sides of the gymnasium. • Location of school zone, need for flashing beacon & need for traffic control signal - at the most recent ACHD review, none of these were required and, hence, none are currently provided. No new signage is proposed. + Speed on adjacent highways and traffic volumes on adjacent highways -the property sits immediately to the south of West Cherry Lane. At this point, Cherry Lane is a busy 5-lane road. with a 35 mph speed limit. • Effect upon the highway's level of service and need for acceleration/deceleration lanes - we are not proposing any change to the current traffic flow to and from the site. Bath the School and the Church have been co-occupying this site for the last two years and they will continue as such. Since no acceleration/deceleration lanes were required before, we see no need to add any now. • Zoning in vicinity -the property in question is completely surrounded by residential properties. District staff explained that as a public charter school a traffic impact study would be required per Idaho Code 67-6519(3), and that the recommendations for pedestrian improvement would come out of the traffic impact study. The applicant's architect did provide some information related to the Public School Facility check list, but it did not include any analysis, recommendations, and was not prepared by a professional engineer.
