Overland Road Meridian, ID Project No. 07115 Dear Ladies and Gentlemen: CSHOA C.W. Moore Plaza 250 S. 5-th Street Boise, ID 83702 208.343.4635 Fax: 208.343.1858 On behalf of KeyBank, CSHQA, a professional association is pleased to submit the enclosed Certificate of Zoning Compliance (CZC) application for the above referenced project.. This application is associated with the proposed development of a 1,500 square foot expansion to the existing 2,800 square foot KeyBank located within the El Dorado Business Campus at the southwest comer of Overland Road and Eagle Road. Originally this site was approved to have a retail business in the proposed expansion area; KeyBank has since adjusted its business plan to include more square footage at the existing facility. As required by the Certificate of Zoning Compliance application, we submit this letter of justification. The proposed project is located in the Community Business District (CC) zone. The existing bank with drive through was approved by the City of Meridian City Council, planning and building departments in late 2003 and 2004 and opened for business in the Fall of 2004. The site has been designed to meet the requirements set forth in the City of Meridian Zoning Ordinance for General Commercial Developments. Parking stalls have been provided at a rate of one stallper 200 square feet of gross floor area, (1/200 s.f — x/ 4,300--sf x = 21.5 stalls required), 34 stalls have been provided, including two handicap parking stalls. This site was originally approved by ACHD adjacent to one of three access points entering El Dorado Business Campus. The centrally located access point enters a driveway that is located along the west side of the existing KeyBank parcel. No change is being proposed to the existing entrance configuration. The proposed storm water drainage system for the KeyBank development consists of catch basins piped to infiltration trenches under ground. We trust that the proposed project will meet with your approval and look forward to working with you. If you have any questions or comments, please call. Huber, Commissioner Dave Bivens, Commissioner Carol A. McKee, Commissioner In response to your request for comment, the Ada County Highway District (ACHD) Planning Review staff has reviewed the submitted application and site plan for the item referenced above. It has been determined that there are no site specific requirements for you at this time due to the fact that all street improvements exist. If the site plan or use should change in the future, ACHD Planning Review will review the site plan and may require improvements to the transportation system at that time. Prior, to final approval you will need to submit construction plans to the ACHD Development Review Department to insure compliance with the conditions identified above or for traffic impact fee assessment. This is a separate review process that requires direct plans submittal to the Development Review staff at the Highway District. A traffic impact fee will need to be assessed by ACHD and will be due prior to the issuance of a building permit. Contact ACHD Planning & Development Services at 387-6170 for information regarding impact fees. Prior to the construction or installation of any roadway improvements (curb, gutter, sidewalk, pavement widening, driveways, culverts, etc), a permit or license agreement must be obtained from ACHD. If you have any questions, please feel free to contact me at (208) 387-6177.
