Site Plan: The Site Plan prepared Glan- c-ey — Rockwell & Associates on May 24, 2007, labeled DD -0. 1, is approved
(stamped "Approved" on June 30, 2007, by the Meridian Planning Department) with the following changes (see redline
changes on plan):
1. Per UDC 11-313-8C.c, interior varkin2 lot landscave Wanters are reouired at all ends -of rows Of Darkiniz.
Planters shall not be less than 5 feet in width, as measured from inside curbs.
2. Per UDC 11-3A-14, outdoor storage areas shall be fully contained and out of view from adiacent properties

qualify as a screening material. Therefore, the existing chain link fence surrounding the site is not
considered adequate for screening purposes. Please contact the Planning Department to discuss screenin

Landscape Plan: The Landscape/site Plan prepared by Glancey — Rockwell & Associates on May 24, 2007, no label, is
approved (stamped "Approved" on June 30, 2007, by the Meridian Planning Department) with the following changes (see
redline changes on plan):
1. Per UDC 11 -3B -7C.3, all landscape buffers required along streets must be planted with trees and shrub,
lawn, or other yezetative groundcover. Rock is not an approved groundcover for the street buffer alon
Overland Road.
2. Per UDC 11 -3B -7C.3, provide a minimum of six (6) trees and vegetative groundcover within the street buffer
along Overland Road.
3. Per UDC 11-313-8C, all interior Planters shall be landscaped with at least one (1) tree and shall be covered
with low shrubs, lawn, or other ve2etative groundcover. Provide trees and 2roundeover within the landscap
Planters as noted on the submitted landscape plan.
The approved landscape plan is not to be altered without prior written approval of the Planning Department. No field
changes to landscapeplan permitted; prior written approval of all material changes is required. Prior to finalmispection and
sign off for this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a
landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion ofthe
landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials
and sprinkler installation, are in substantial compliance with the approved landscape plan.
Elevations: The Elevations prepared by Glancey — Rockwell & Associates on May 24, 2007, Sheet Numbers'DD- 1. 1, are
approved (stamped "Approved" on June 30, 2007, by the Meridian Planning Department) with no changes from the
Planning Department. The approved elevation plan is not to be altered without prior written approval of the Planning
Department.
Curbing: Per UDC 11 -3C -SB, all landscape areas and sidewalks adjacent to driveways, parking lots, or other vehicle
use areas, must be protected by curbing, and wheel stops or other approved protective devices. Overhang is allowed
and wheel stops / protective devices not required when two feet (2') is added to the width of the adjacent sidewalk or
landscaped area. Curbing may be cut to allow for storm water runoff.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC I 1-3B. Project engineer/architect
shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA).
Handicap accessible stalls must have signage in accordance per ADA and signed accessible.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree
Preservation section of the City's Landscape Ordinance. Per UDC 11-313-10, coordinate with the Parks Department
Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction.
Any severely damaged tree must be replaced in compliance with UDC 1 I' -3B- I O -C.5.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved
specifications and in accordance with LTDC I I -3A- 15.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to
occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall be
designed in compliance with LTDC 11-313-11 and UDC 11-3A-18.
Lightin : Lighting shall not cause glare or impact the traveling public or neighboring development and comply with
lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with
UDC 11-31).
TrashEnclosure: All dumpster(s) must be screened in accordance with UDC -1 1-3A-12. Trash enclosures must be built in
the location and to the size approved by SSC.
Handicgp-Accessibilily: The structure, site improvements and parking areas must be in compliance with all federal
handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be
made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian
Planning Staff for approval prior to the issuance of a building permit.
Certificate of OccLapancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A
Temporary Certificate of Occupancy may, be obtained by providing surety to the City in the form of a Letter of Credit or
cash in the amount of I 10% of the cost of the remaining improvements. A bid must accompany any request for Temporary
Occupancy.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan, and Elevations,
stamped "Approved" on June 30, 2007, are not to be altered without prior written approval of the Planning Department. No
significant field changes to the landscape/site plan are permitted; prior written approval of all changes is required.

Please accept this application for Certificate of Zoning Compliance for Western States Equipment Company's
proposed additions to the current equipment shop and office facilities.
The existing facility consists of multiple buildings located on this property, with an approximate floor area of
77,382 SF. The 16.136 acre commercial site is zoned C -G, and the proposed use is within compliance with
this zone.
The proposed project consists of three new additions with an approximate floor area of 27,680 SF which has
a 35.7% floor area ratio to the existing facility. The proposed expansion falls within the 25% to 50%
percentile for improvements per the City of Meridian Zoning Code UDC 11-313-2D, perimeter landscaping has
been addressed and complies with this section.
The existing parking arrangement satisfies the existing facility, additional parking will be added to satisfy the
new additions. The existing equipment storage area is screened from public view by a landscape berm to
the north and the surrounding buildings. To maintain a dustless environment around the building regular
anti -dust applications are applied to all surfaces.
The proposed structures will be constructed and finished using the same materials as the existing facility to
maintain a consistent appearance. Additional parking, with required landscaping, will be provided to handle
the additions. Storm water retention for this new parking area will be accomplished through the use of
subsurface drain fields. All mechanical units are to be located on the roof and shielded from the public view
by the building parapets.

Planning Review staff has reviewed the submitted application and site plan for the item
referenced above. It has been determined that there are no site specific requirements for
you at this time due to the fact that all street improvements exist.

Planning Department. The approved elevation plan is not to be altered without prior written approval of the Planning

Curbing: Per UDC 11 -3C -SB, all landscape areas and sidewalks adjacent to driveways, parking lots, or other vehicle
use areas, must be protected by curbing, and wheel stops or other approved protective devices. Overhang is allowed
and wheel stops/ protective devices not required when two feet (2') is added to the width of the adjacent sidewalk or
landscaped area. Curbing may be cut to allow for storm water runoff.
Parking:'Ibe proposed parking areas shall be paved and striped in accordance with UDC 11-313. Project engineer/architect
shall cer* that the number and size ofliandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA).
Handicap accessible stalls must have signage in accordance per ADA and signed accessible.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree
Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department
Arborist (Elroy Huff, 888-3 579) for approval of protection/relocation measures for the existing trees prior to construction.
Any severely damaged tree must be replaced in compliance with UDC 11 -3B-1 O -C.5.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved
specifications and in accordance with IJDC 11 -3A -IS.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to
occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall be
designed in compliance with UDC 11-3B-1 1 and LTDC 11-3A-18.
Liftin : Lighting shall not cause glare or impact the traveling public or neighboring development and comply with
lighting standards as defined in UDC 11-3A-11.
Sigriage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with
UDC 11-31).
Trash En I closure: All dumpster(s) must be screened in accordance with UDC -1 1-3A- 12. Trash enclosures must be built in.

Handicap-Arcessibility: The structure, site improvements and parking areas must be in compliance with all federal
handicap -accessibility requirements.

In the early 1980's Western Equipment Company sold it's facility in Boise to the State
Dept, of Transportation for the connector and relocated to Meridian. At that time there
were no other facilities on the South side of 1-84 and we had to bore under the interstate
for services. Considering the need for acreage and the location along the interstate We felt
it was an ideal location and well worth the added expense.
Over the years the area has boomed and numerous businesses and residences have moved
in. As with all growth there is a price to pay: some good and some bad. The goodis that
our property values have sky rocketed, but the bad are starting to cause us some hardship.
I am referring to our current shop expansion that has triggered some additional landscape
requirements. If it were not for the recent sale of right of way to ACHD we would not be
having this conversation, but now that our setbacks have diminished due to progress (all
be it good) here we are.
This brings us to our display berms along Overland Road. When we moved here in the
early 80's we set our main facility back from Overland Road farther than we felt
necessary to satisfy current and finure growth. Unfortunately today that is not the case.
The City is requiring a twenty five foot setback from the back of the sidewalk. If we are
required to meet this setback we will loose our valuable display area that is integral to our
business.
I am requesting a variance from the twenty five foot setback to fifteen feet along
Overland road. I have attached an Alternate Compliance Application spelling out my
proposal that meets the landscape requirements with some modifications increasing the
landscape to the sides of the display area while decreasing the setback from twenty five
feet to fifteen feet.
