Site/Landscape Plan: The Site/Landscape Plan prepared by Architectural Productions, on February
13, 2007, labeled Sheet A2.0, is approved (stamped "Approved" on May 14, 2007 by the Meridian
Planning Department) no changes.
Design Review: Staff has determined that this use in this location does not require a Design Review
application. The building improvements will be internal only.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring
development and comply with lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign
permit in compliance with UDC 11-3D.
Parking: Two, on-site parking spaces have been provided as required. The proposed parking
areas shall be paved and striped in accordance with UDC 11-311. Project engineer/architect
shall certify that the number and size of handicap -accessible spaces conforms to the
Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in
accordance per ADA and signed accessible.
If there is a change of use on this property, staff will once again review the parking
requirements for this site. Staff anticipates the introduction of an in lieu fee for required
parking spaces in the downtown area in the future, which this site is a part of.
Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance
with all federal handicap -accessibility requirements.
Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash
enclosures must be built in the location and to the size approved by SSC.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit.
If any changes must be made to the site plan to accommodate the ACHD requirements, a new site
plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a
building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing
surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the
remaining improvements. A bid must accompany any request for Temporary Occupancy.
Plan Modifications: The approved Site Plan and Landscape Plan, stamped "Approved" on March
14, 2007, and Elevations, and are not to be altered without prior written approval of the Planning
Department. No significant field changes to the site or landscape plans are permitted; prior written
approval of all changes is required.

Our long-term objective in purchasing the building is to create a
regional meeting place for Cigar and Pipe smokers to meet and
exchange'Viewpoints and information about different brands and
blends of Tobacco. To help create this atmosphere, we have
designed unique experiences into the building.
Showroom- The retail area is open and bright with showcases
designed to allow our customers an opportunity for hands on
access to the latest products. In addition, we will have a
multimedia presentation area that will feature presentations on new
product offerings and information from the leading names in Cigar
and Pipes.
Humidor- we are having built, a Walk-in. Humidor that will allow
patrons to inspect over 1,000 different product facings in a
controlled environment. Each Box of Cigars will have a short
summary of the taste highlights as well as Ratings from leading
Industry Publications, all in an effort to enable our clients to
experience the best products available. The Humidor will contain a
state of the art Humidification system as well as active monitoring
systems to insure the highest degree of freshness. The room is
lined with imported hardwoods that protect Tobacco products from
insect infestation, airborne contaminants, and humidity
fluctuations.
Cigar Lockers- we, have contracted with a local furniture builder
to make 48 storage lockers. These lockers will be made available
to local patrons that look at some of their purchases as investments.
This will allow them to store their valuable tobacco acquisitions in
a controed, secured environment. These will be the only Tobacco
storage lockers in the State of Idaho. These lockers are constructed
of imported hardwoods that will assure that the contents are
protected from outside contaminants.

has reviewed the submitted application and site plan for the item referenced above. It has
been determined that the Right -of -Way and Development Services Department does not
have any site specific requirements for you at this time due to the fact that the proposed

Submit a "Driveway Approach Request" form to Ada County Highway District (ACHD) Construction (for approval by
Development Services & Traffic Services). There is a one week turnaround for this approval.
O Working in the ACHD Right -of -Way
Four business days prior to starting work have a bonded contractor submit a "Temporary Highway Use Permit Application" to
ACHD Construction — Permits along with:
a) Traffic Control Plan
b) An Erosion & Sediment Control Narrative & Plat, done by a Certified Plan Designer, if trench is >59 or you are
placing >eoo sf of concrete or asphalt.
Construction (Subdivisions)
O Sediment & Erosion Submittal
At least one week prior to setting up a Pre -Con an Erosion & Sediment Control Narrative & Plat, done by a Certified Plan
Designer, must be turned into ACHD Construction — Subdivision to be reviewed and approved by the ACHD Drainage
Division.
O Idaho Power Company
Vic Steelman at Idaho Power must have his IPCO approved set of subdivision utility plans prior to Pre -Con being scheduled.
O Final Approval from Development Services
ACHD Construction — Subdivision must have received approval from Development Services prior to scheduling a Pre -Con.
