Curbing: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use
areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to
allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with I I -3A- 17. Sidewalks shall be constructed
prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and
shall be designed in compliance with UDC 11 -313- 11 and UDC 11 -3 A- 18.
Lightin : Lighting shall not cause glare or impact the traveling public or neighboring development and

Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -1 1-3A-12. Trash enclosures
must be built in the location and to the size approved by SSC.
HandicAp-Accessibilfty: The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Occppana: All required improvements must be complete prior to obtaining a Certificate of
Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is
unlawful to use or occupy any building or structure until the Building Official has issued a certificate of
occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building
Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the
Building Department.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan and Landscape Plan

We are resubmitting the CZC's for LBP Bldg 3 and 5 due to the extensive changes to the site plan. Bldg 6 has
been revised to reflect the 35' landscape buffer from the Chinden Blvd ROW We eliminated the parking field to
the north of the building, moved the trash enclosures forward to meet the fire departments requirements, and
adjusted the landscaping accordingly. Since we already had a water line easement to the north of the building,
John Boyd preferred that we limit the amount of heavy vegetation in that area. This Is why you will see mostly
grass between the building and northern boundary.
Bldg 3 was resubmitted due to a water easement issue as well, Due to an existing water line along the east
property line, we were required to slide the building I I ft to the west. This changed the interior landscaping,
sidewalk location and perimeter landscaping as well. Again, we have avoided placing any trees within the
easements at the request of public works. The parking layout for big 3 did not change.

Altemative Compliance Narrati
A change was mandated by the city to alter the North side of this building's site layout in order to accommodate a
proposed ITD setback off of Chinden. A fire hydrant has been installed within this setback Prior to its introduction. In
order to maintain fire access to the existing hydrant, as well as comply with the JTD setback, the following as been
proposed. Seven 9'x 2 F compact parking stalls will be located to the North of the building. These parallel stalls are
accessed by a 12' one way drive aisle bordered by a I' wide ribbon curb. The ribbon curb will separate the asphalt
from a 7' wide strip of grass crete. The grass crete is in place so that emergency vehicles may access the fire hydrant.
A sign indicating that the grass crete is intended for emergency vehicles only will deter the public from parking in this
area. The intention of this submittal is to ask for a determent from uDC 11-3b-51 which requires that all planting areas
that border driveways, parking lots, and other vehicle areas are to be protected by curbing. This submittal contends
that the ribbon curb serves that purpose while alleviating the necessity for a standard curb on the North side of the
grass crete.
Please note that one of the Golden Desert Ash trees has also been removed from this landscape plan, a tree that was
included in the original CZC application. The reason for this being that the tree was in close proximity to the existing
fire hydrant and posed potential access issues.

Sonya, we're working for RS Hosac on the Lochsa Business Park. The owner has requested us to change the
materials on a couple of the accent columns. The upper portion of the columns were originally approved as
stucco, but we are looking at revising these to be stone all the way up. The colors of the building are similar in
tone, just switching to the Sherwin Williams brand from the Benjamin Moore colors. I have attached the revised
elevation sheet with these email for your review as well. My real question is whether or not this minor of a change
will require full re -submittal of the DR application, or if we can proceed with what I have submitted. I'm obviously
trying to save the owner time and costs since they are substantially through their construction phase on the
buildings. Just let me know. I appreciate your time.

We ate resubmitting the CZC's for LBP Bldg 3 and 6 due to the extensive changes to the site plan. Bldg 6 has
been revised to reflect the 35'landscape buffer from the Chinden Blvd ROW. We eliminated the parking field to
the north of the building, moved the trash enclosures forward to meet the fire department's requirements, and
adjusted the landscaping accordingly. Since we already had a water line easement to the north of the building,
John Boyd preferred that we limit the amount of heavy vegetation in that area. This is why you will see mostly
grass between the building and northern boundary.
Bldg 3 was resubmitted due to a water easement issue as well, Due to an existing water line along the east
property line, we were required to Slide the building I I ft to the west This changed the interior landscaping,
sidewalk location and perimeter landscaping as well. Again, we have avoided placing any trees within the
easements at the request of public works. The parking layout for big 3 did not change.

Sorry for the delay in getting back to you on this...
In order to install grasscrete within the required street buffer you will need to submit an application for
Alternative Compliance to UDC 111-311-51, which requires planting areas that border driveways, parking lots, and
other vehicle use areas to be protected by curbing, wheel stops, or other approved protective devices; and I I -
3B -7C6, which prohibits impervious surfaces (curbing) within the buffer area. Curbing will need to be installed
on the back side of the grasscrete on the side closest to Chinden.
Also, compact parallel stall dimensions are required to be 9'x 21'and one way drive aisles are required to be
12'wide so you would need an 8'wide strip of grasscrete to meet the Fire Department requirements.
Please submit revised plans along with an Alternative Compliance application detailing the requested changes
in order to revise the previously approved CZC for this site.

Sonya — Okay here's what I'd like to propose on the landscape setback out at Lochsa Falls office park at Long
Lake and Chinden.
By way of background, we rezoned the property at Lochsa Falls to L-0 and submitted a site plan and proposed
plat showing 6 buildings on the property. We planned to build the project in 2 phases. Phase 1, buildings I and
2. Phase 2, buildings 3, 4, 5 and 6. To develop phase 1, we were required to install a fire loop and site utilities for
the entire site. And, based on our site plan and building layout, we located a hydrant on the north side of building
5 per the requirements from the fire marshal. We paid to put those facilities in and the work is complete.
Then before we could begin phase 2, ITO decided they wanted another 30 feet on either side of Chinclen for
future expansion and notified Meridian. P&Z is honoring that request and treating ITD's 70 foot setback as though
it were 100 feet. (I practiced law for 10 years and my view is that this constitutes a taking without just
compensation but that's a separate issue.)
We had a buyer (Liddell) of our center building in phase 2 (building 5) submit a CUP application to P&Z for a vet
clinic. Because of ITD's request, several conditions were attached to Liddell's CUP including: i) move Meridian's
required 35 foot landscape buffer back 30 feet to accommodate ITD's (questionable) request, ii) relocate the fire
hydrant that sits on the north side of building 5 (whose location was approved by Meridian in the first place), iii)
eliminate the parking and drive aisle along the north side of building 5, and iv) replace the same with landscaping.
The elimination of the drive aisle and parking disrupted the traffic flow through the project and changed the
parking ratios which prompted the buyer in building 6 (Oasis Medical) to declare their contract null and void. They

Subject: Liddel Vet Cfinic on Chinden
I talked to both Anna and Bob Ross today. I transmitted the CUP/DR for the Commission hearing. I
told Bob, after talking to Anna, that we would issue the CZC and provide some disclaimers about
the parking along Chinden and the elevations. In the CZG permit for Building #5, please state that
the parking shall not be constructed on the north side of the building until the Commission takes an
action. Purther state that the elevations are subject to Commission approval and must comply. I'll
let you work out the exact language, but it needs to read like we are not approving the parking and
elevations with the CZC, as there is an outstanding issue.
