Lo-yal: Project is subject to all current City of Meridian ordinances. The City and ACHD
have a master agreement regarding these storm drain ponds. As part of that agreement, at ACHD's sole
cost and expense, the Highway District shall construct and install the Storm Water Drainage System and
landscaping and landscape irrigation system in Meridian, Idaho, in accordance with designs, plans and�.
specifications approved by the City in advance and in writing, and in compliance with all applicable statutes,
City approved design standards. The City shall maintain the landscaping and operate and maintain the
landscape irrigation system thereafter, at its sole cost and expense. The City shall, at its sole cost and
expense, perform die following maintenance on the landscaping surrounding ACHD's Storm Water Drainage
Facilities covered by this Master Agreement: Grass care, pruning trees and shrubs, clean-up of litter and
debris and application for shrubs, trees and groundcover. Upon completion of the pond and the associated
landscaping, and subsequent sign off from the Meridian Public Works Department, the master
agreement noted above shall be amended to include this site.
Landscgpin& The, Landscape and Irrigation Plans prepared by The Land Group, Inc., stamped on 1- 17-07,
labeledSheet -1.0, L-2.0, and L-2.1, are approved (stamped "Approved" on January 31, 2007 bythe
Meridian Planning Department) with the following changes/notes: 1) Substitute the [Autumn blaze maple]
with f ' Deborah maple] and substitute the [Blue spruce] with [ Norway spruce 1; 2) upgrade/upsize the
sprinkle rsystenh to a 2 inch system. (That means 2" from the street main and a 2" meter and a 2" rp
black flow. A 2" irrigation main is preferable.); and, 3) install spray heads in the shrub beds instead of
drip irrigation. Other than the above-mentioned changes, the approved landscape plan is not to be altered
without prior written approval of the Meridian Parks Department. No field changes to landscape plan
permitted; prior written approval of all material changes is required. Prior to final inspection and sign off
for this projectoand prior to the city taking over maintenance of the landscaping and irrigation system,
a written certificate of completion shall be submitted to the Planning Department. Upon completion of
the landscape installation, said certificate shall be prepared by a landscape architect, landscape
designer or qualified nurseryman responsible for the landscape plan. The certificate of completion
shall verify that all landscape improvements, including plant materials and sprinkler installation as
noted above, are in substantial compliance with t he approved landscape plan.
Site Plan,: Not applicable.
Irrigation: An underground, pressurized irrigation system must he installed to all landscape areas per the
approved specifications and in accordance with UDC 11 -3A-15, and as noted in the Landscaping section
above.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per UDC 11 -3B- 10, coordinate with the Parks
Department Arborist (Elroy Huff, 8 8 8-3 579) for approval of protection/relocation measures for the existing trees
prior to construction. Any severely damaged tree must be replaced in compliance with LTDC 11 -3B- I O -C. 5.
Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall
be designed in compliance with UDC 11-3B-1 I and UDC 11-3A-18.
Lightip : Lighting shall not cause glare or impact the traveling public or neighboring development and comply
with lighting standards as defined in LTDC 11 -3A- 11.
Signage: No signs are approved with this CZC.
Handicap-Accessibilily: The structure, site improvements and parking areas must be in compliance with all
applicable federal handicap -accessibility requirements.
ACHD Accotance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate'the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of OccUan : All required improvements must be complete prior to obtaining a Certificate of
Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is
unlawfW to use or occupy any building or structure until the Building Official has issued a certificate of
occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building
Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the
Building Department.
Plan Modifications: Except for the changes mentioned above, the approved Landscape and Irtigation Plans
prepared by The Land Group, hic., stamped on 1- 17-07 by Douglas A. Russel, labeled Sheet L-1.0, L-2.0, and L-
2. 1, are approved (stamped "Approved" on January 31, 2007 by the Meridian Planning Department), and are not
to be altered without prior written approval of the Planning Department. No significant field changes to the

Dear Caleb
We are respectfully requesting CZC approval for the recently annexed and rezoned 2 acre
parcel located off of Locust Grove approximately 844+/ -feet south of Fairview Avenue. Per
recent Council approval, the property is zoned L-0.
Currently the property consists of uninhabited and dilapidated residential structures. After
approval of this application, we intend to build an ACHD drainage facility that will store all
storm water from Locust Grove between Franklin and Fairview. The entire perimeter of the
project will be fenced. Additionally, a gravel maintenance road will circumvent the detention
basin.
Along Linder Road, a 30' landscape buffer will be implemented from the back of the
proposed sidewalk. Where possible, existing trees will be protected and implemented into
the landscape design. The remainder of the landscape buffer will consist of some lawn, new
shade trees and evergreen trees., and a mix of ornamental shrubs.

Caleb: Sorry if I was not clear on my remarks. The reason I looked at this moore this time is because we
already have a system from ACHD that does not do an adequet job of irrigation. It is at Overland and Meridian
rd.
I think the sysi�m needs to be up sized to a 2 inch system. That means 2" from the strect-main and a 2" meter
and a 2" rp black flow. Even a 2" irrigation main is prefferable. This a better way to go in the long run.

I have looked at the ACHD area. I can see some things that I think need addressed. I did not get to look at the
plan before it went through p/z and council. I saw the site plan only. So here are my thoughts.
Irrigation :
It looks like doug used an existing 3/4 inch water line to feed the site. So that means there is a limeted amount
of water that is available. That means there are several staions with just on head on one valve. That make for a
lot of stations on a clock.
I think it would be good for ACHD to look a upsizing the line coming into the site to a 2 inch line. They are
renovating that street anyway. I would think that there is about 55 to 60 psi water preasure out there. That means
up size to a 2 inch RP back flow. At least there would be some good flow of water. Then the irrigation design
could be modified as well. This is just my take on the system. I like to see them perform well.
I would like to see lateral irrigation lines no smaller than I inch. We try not to have any smaller than that.
Trees
Substitute the [Autumn blaze maple]7with the [Deborah maple].
Substitute the [Blue spruce] with [ Norway spruce ].
Hydroseeding mixes:
What varieties or cultivars are in these 2 seed mixes ?? It is not on the plans,

This -is in response to yo -Ur letter dated July 16, 2009 regarding the landscaping for the District's
detention pond located adjacent to Locust Grove Road between Pine and Fairview and the
request for renewal of the Certificate of Zoning Compliance (CZC).We appreciate the District's
attention in this matter and anticipate completion of the landscaping this Fall as represented in
the letter.
As requested, the CZC dated January 31, 2007 is renewed and shall expire on July 22, 2010 if
installation of the landscaping has not cormnenced. The one change from the original approval is
the addition of mitigation for the trees identified for retention that were removed. The mitigation
shall be planting a like number of trees having a minimurn caliper of two (2) inches. The
replacement trees may be incorporated into the landscaping and do not need to be planted in the
same location as the trees that were removed.
