Landscaping: The Landscape Plan prepared by LKV Architects on December 18, 2006, labeled Sheet L-1.1, is approved (stamped "Approved" on January 4, 2007 by the Meridian Planning Department) with the no changes. The approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. A written certificate of completion shall be prepared by the landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The certificate of completion shall verify that all landscape improvements, including plant materials and sprinkler systems, are in substantial compliance with the approved landscape plan. Site Plan: The Site Plan prepared by LKV Architects on December 18, 2006, labeled Sheet S-1.1, is approved (stamped "Approved" on January 4, 2007 by the Meridian Planning Department) with no changes. The approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: The Elevations prepared by LKV Architects on December 18, 2006, labeled Sheet A-5.1are approved with no changes from the Planning Department. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11- 3B -10-C.5. Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-313. Project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. See redline parking changes/notes on the site plan. Curbin : Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap -accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of OccupancX: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the building department. Pine Avenue just west of N. West 4th Street and presently occupies two buildings. The main'church building, located at 428 W. Pine, is an 11,095 square footstructure to which'the proposed addition will be added. A secondary building, located at 506 W. Pine, will be demolished to provide space for additional parking.' The existing church driveways, parking lot, storm drainage system, and site landscaping- and landscape irrigation system will be reconstructed to meet current codes and standards. A total of 94 off-street parking spaces are proposed on the east, south, and west sides of the existing building and addition. Densely planted landscape buffers will be developed around the entire perimeter of the site'. Areas designated for future building additions will be planted in grass. Because of existing conditions and site constraints, an application for alternative compliance pertaining to landscape buffering along the east property line was previously requested by the church and granted by the City (see attached letter.) Here the required 20 foot width will be reduced to a width of 10 to 13 feet. Supplemental landscape materials and the addition of privacy slats in the existing chain link fence are proposed as compensation for the reduced buffer width. The building addition will be single story construction with a gable, composition shingle. roof in keeping with the architecture of the existing church. The exterior. walls of the addition, however, will be stucco as opposed to siding as the church intends to replace all existing siding with stucco at some point in the future. Internal components are totally enclosed in a rain -tight, dust -tight and corrosion resistant housing. The housing, back plate and door frame are diecast aluminum. Three (3) downlight only optical systems are available for the 104 LINE. Luminaires are suitable for wet locations (damp locations if inverted). HOUSING: Single -piece aluminum housings are diecast in a half -cylindrical form. 104 units have fully cast tops. A memory retentive gasket seals the housing with the doorframe to exclude moisture, dust, insects and pollutants from the optical system. A black, diecast ribbed backplate dissipates heat for longer lamp and ballast life. DOOR FRAME: A single -piece diecast aluminum door frame integrates to the housing form. The door frame is hinged closed and secured to the housing with two (2) captive stainless steel fasteners. The heat and impact resistant 1/8" (.32cm) tempered glass lens and one-piece gasket are mechanically secured to the door frame with five (5) galvanized steel retainers. OPTICAL SYSTEMS: Reflectors are composed of specular extruded and faceted components, electropolished, anodized and sealed. Reflector segments are set in arc tube image duplicating patterns to achieve the wide throw, forward throw or medium throw downlight distributions. ELECTRICAL: Standard Luminaires: Each high power factor HID core and coil ballast is the separate component type, capable of providing reliable lamp starting down to -20"F/ -29°C. Component -to -component wiring within the luminaire will carry no more than 80% of rated current and is listed by UL for use at 600 VAC at 150"C or higher. Plug disconnects are listed by UL for use at 600 VAC, 15A or higher. Standard fluorescent units have a starting temperature of 0eF/-18°C. Standard fluorescent ballasts are high power factor electronic solid state. Solvent Cement: ASTM F 656 primer and ASTM D 2564 solvent cement in color other than orange. 2.4. BACKFLOW PREVENTERS A. Description: ASSE Standard backflow preventers, of size indicated for maximum flow rate and maximum pressure loss indicated. 1. Working Pressure: 150 psig (1035 kPa) minimum except where otherwise indicated. 2. 2 Inches (50 mm) and Smaller: Bronze body with threaded ends. 3. 2-1/2 Inches (65 mm) and Larger: Bronze, cast-iron, steel, or stainless-steel body with flanged ends. a. Interior Protective Coating: AWWA C550, epoxy coating for backflow preventers with cast-iron or steel body. 4. Interior Components: Corrosion -resistant materials. IRRIGATION SYSTEMS 02810-5 5. Strainer supplied with and compatible for size and capacity with unit, on inlet, where strainer is indicated. 6. Double -Check Backflow Prevention Assemblies: AS SE 1015, with shutoff valves on inlet and outlet and strainer on inlet. Include test cocks with 2 positive -seating check valves for continuous pressure application. a. Pressure Loss: 12 psig (83 kPa) maximum, through middle third of flow range. b. Gate valves supplied with and compatible for size and testing of unit on inlet and outlet. General: Valves are for general -duty and underground applications. Refer to "Valve Applications" Article for locations of various valve types specified in this Article. Refer to "Control Valves" Article for control valves and accessories and "Backflow Preventers" Article for backflow preventer valves. B. Valve Boxes: Precast concrete with cast iron cover. 1. Provide steel tee -handle shutoff rod with each valve box. Include tee -handle, shutoff rod with one pointed end, stem of length to operate valve, and end fitting valve operating nut. C. Bronze, Nonrising Stem Gate Valves, 2 Inches (50 mm) and Smaller: MSS SP -80, Type 1, solid wedge; nonrising, copper -silicon -alloy stem; Class 125, body and screw bonnet of ASTM B 62 cast bronze, with threaded or solder joint ends. Description: Manufacturer's standard control valves for circuits, of type and size indicated, and as follows: 1. Provide plastic bodies, unless otherwise indicated. 2. Drainage Backfill: Cleaned gravel or crushed stone, graded from 3 inches (75 mm) maximum to 3/4 inch (19 mm) minimum. 2.7. SPRINKLERS A. Description: Manufacturer's standard sprinklers designed to provide uniform coverage over entire area of spray shown on Drawings at available water pressure, as follows: 1. Pop-up Rotary Spray: `Rainbird' 5006 series with rain curtain nozzle with purple non -potable cover. 2. Pop-up Spray `Rainbird' 1806 MPR Series with matched precipitation rate with purple non -potable cover.. 3. Quick Coupler: `Raibird' 33 DHC with purple non -potable cover.. 2.8. AUTOMATIC CONTROL SYSTEM A. Description: Low -voltage controller system, made for control of irrigation system automatic control valves. Controller operates on 120 volts a.c. building power system, provides 24 volts a.c. power to control valves, and includes stations for at least the number of control valves indicated. B. Controller to be `Raibird' ESP -LX plus controller, stations shall be determined on system requirement. 1. Material: Enameled -steel, sheet metal 2. Mounting: Surface -type for wall mounting. C. Transformer: Internal -type, and suitable for converting 120 volts ac. building power to 24 volts a.c. power. D. Wiring: UL 493, solid copper conductor, insulated cable, suitable for direct burial. Feeder Circuit Cables: Type UF, No. 12 AWG minimum, between building and controllers. 2. Low -Voltage, Branch Circuit Cables: Type UF, No. 14 AWG minimum, between controllers and automatic control valves. Jacket color is other than feeder -circuit -cable jacket color. Furnish cables with jackets of different colors for multiple cable installation in same trench. 3. Investigate and determine available water supply water pressure and flow characteristics. 3.2. PREPARATION A. Set stakes to identify proposed sprinkler locations. Refer to Part 2 of this Section for detailed specifications for pipe and fittings products listed below. Use pipe, tube, fittings, and joining methods according to the following applications. Piping in pits and above ground may be joined with flanges instead of joints indicated. B. Use pipe, tube, fittings, and joining methods according to the following applications. C. Piping upstream of the zone control valves to the pump, use the following: 1. Polyvinyl Chloride (PVC) plastic pipe: ASTM D 2241; PVC 1120 SDR 21,200 psig (13 80 kPA) minimum pressure rating, with plain ends. D. Piping from the zone control valves to the sprinkler heads, use the following: 1. Polyvinyl Chloride (PVC) plastic pipe: ASTM D 2241; PVC 1120, SDR 26,160 psig (1100 kPa) minimum pressure rating, with plain ends. E. Drain Piping: Polyvinyl Chloride (PVC) plastic pipe: ASTM D 2241; PVC 1120, SDR 26,160 psig (I 100 kPa) minimum pressure rating, with plain ends. IRRIGATION SYSTEMS 02810-8 F. Sleeves: ASTM D 1785, Schedule 40, polyvinyl chloride (PVC) plastic pipe; ASTM D 2466, Schedule 80, PVC plastic, socket -type fittings; and solvent -cemented joints. 3.6. JOINT CONSTRUCTION A. Threaded Joints: Thread pipes with tapered pipe threads according to ASME B 1.20.1, apply tape or joint compound, and apply wrench to valve ends into which pipes are being threaded. B. Polyvinyl Chloride (PVC) Piping Solvent -Cemented Joints: Construct joints according to ASTM D 2672 and ASTM D 2855. 1. Handling of Solvent Cements, Primers, and Cleaners: Comply with procedures in ASTM F 402 for safe handling when joining plastic pipe and fittings with solvent cements. 3.7. PIPING SYSTEMS - COMMON REQUIREMENTS A. General Locations and Arrangements: Drawings indicate general location and arrangement of piping systems. Indicated locations and arrangements were used to size pipe and calculate friction loss, and in other design considerations. Install piping as indicated, except where deviations to layout are approved on coordination drawings. B. Install piping at a uniform slope of 6 inches per 1.00 feet (1:200) minimum, down to drain points. C. Install components having pressure rating equal to or greater than system operating pressure. D. Install piping free of sags and bends. E. Locate groups of pipes parallel to each other, spaced to permit valve servicing. F. Install fittings for changes in direction and branch connections. G. Piping Connections: Except as otherwise indicated make piping connections as specified below. Install unions, in piping 2 inches (50 mm) and smaller, adjacent to each valve and at final connection to each piece of equipment having 2 -inch (50 mm) or smaller threaded pipe connection. 2. Install flanges, in piping 2-1/2 inches (65 mm) and larger, adjacent to flanged valves and at final connection to each piece of equipment having flanged pipe connection. 3. Install dielectric fittings to connect piping of dissimilar metals. A. Install underground polyvinyl chloride (PVC) plastic pipe according to ASTM D 2774. IRRIGATION SYSTEMS 02810-9 B. Lay piping on solid subbase, uniformly sloped without humps or depressions. 1. Slope circuit piping down toward drain valve minimum of 1/2 inch in 10 feet (1:240) Provide manual drain valves in valve boxes over 1 cu. yd. washed drain rock placed to drain entire system. 2. Install polyvinyl chloride (PVC) plastic pipe in dry weather when temperature is above 40 deg F (4 deg Q. Allow joints to cure at least 24 hours at temperature above 40 deg F (4 deg C) before testing, unless otherwise recommended by manufacturer. C. Minimum Cover: Provide following minimum cover over top of buried piping: 1. Pressure Piping: Minimum of 18 inches below finished grade. 2. Circuit Piping: 12 inches (300 mm). 3. Drain Piping: 12 inches (300 mm). 4. Sleeves: 18 inches (600 mm). D. Install piping and wiring under sidewalks and paving in sleeves. E. Install underground warning tapes full length of all pressure piping. 3.9. VALVE APPLICATIONS A. Drawings indicate valve types to be used. Where specific valve types are not indicated, following requirements apply: 1. Buried Valves 3 Inches (80 mm) and Larger: AWWA, gate valves, nonrising stem, with stem nut and valve box. 2. Buried Valves 2 Inches (50 mm) and Smaller: Bronze -body, curb stop, with tee head, service box and shutoff rod. 3.10. VALVE INSTALLATION A. Valves: Install underground valves in valve boxes or pits. B. Control Valves: Install in valve control valve boxes, arranged for easy adjustment and removal. Install union on downstream side. 3.11. BACKFLOW PREVENTER INSTALLATION A. Install backflow preventers of type, size, and capacity indicated. Include valves and test cocks. Install according to plumbing code and authorities with jurisdiction. B. Do not install bypass around backflow preventer. C. Do not install backflow preventers with drains or vents in pits or areas subject to flooding. 3.12. SPRINKLER INSTALLATION IRRIGATION SYSTEMS 02810-10 A. Sprinklers: Flush circuit piping with full head of water and install sprinklers after hydrostatic test is completed. 1. Install lawn sprinklers at manufacturer's recommended heights. 2. Install shrubbery sprinklers at heights indicated. 3. Locate part -circle sprinklers to maintain a minimum distance of 4 inches (100 mm) from walls and 2 inches (50 mm) from other boundaries, unless otherwise indicated. 3.13. AUTOMATIC CONTROL SYSTEM INSTALLATION A. Install controllers according to manufacturer's written instructions and as indicated. B. Install control wiring in same trench with piping. 3.14. CONNECTIONS A. Connect piping to sprinklers, devices, valves, control valves, specialties, and accessories. B. Connect water supplies to irrigation systems. Include backflow preventers on potable water supplies. C. Minimum requirements for electrical installations are specified in Division 16. D. Ground systems according to Division 16 Section "Grounding." 3.15. FIELD QUALITY CONTROL A. Testing: Perform hydrostatic test of piping and valves before backfilling trenches. Piping may be tested in sections to expedite work. 1. Cap and subject the piping system to a static water pressure of 50 psig (345 kPa) above the operating pressure without exceeding pressure rating of piping system materials. Isolate test source and allow to stand for 4 hours. Leaks and loss in test pressure constitute defects that must be repaired. 2. Repair leaks and defects with new materials and retest system or portion thereof until satisfactory results are obtained. 3.16. CLEANING AND ADJUSTING A. Flush dirt and debris from piping before installing sprinklers and other devices. B. Adjust automatic control valves to provide flow rate of rated operating pressure required for each sprinkler circuit. C. Carefully adjust lawn sprinklers so they will be flush with, or not more than 1/2 inch (13 mm) above, finish grade after completion of landscape work. D. Adjust settings of controllers and automatic control valves. 3.17. COMMISSIONING IRRIGATION SYSTEMS 02810-11 t A. Starting Procedures: Follow manufacturer's written procedures. If no procedures are prescribed by manufacturers, proceed as follows: 1. Verify that specialty valves and their accessories have been installed correctly and operate correctly. 2. Verify that specified tests of piping are complete. 3. Check that sprinklers and devices are correct type. 4. Check that damaged sprinklers and devices have been replaced with new materials. 5. Check that potable water supplies have correct type backflow preventers. 6. Energize circuits to electrical equipment and devices. 7. Adjust operating controls. B. Operational Testing: Perform operational testing after hydrostatic testing is completed, backfill is in place, and sprinklers are adjusted to final position. 3.18. DEMONSTRATION A. Demonstrate to Architect that system meets coverage requirements and that automatic controls function properly. B. Demonstrate to Owner's maintenance personnel operation of equipment, sprinklers, specialties, and accessories. Review operating and maintenance information. C. Provide 7 days' written notice in advance of demonstration.
